CITY COUNCIL MINUTES August 27, 2015 SPECIAL MEETING OF THE CARTERVILLE CITY COUNCIL The meeting was held in the Council Chambers with Mayor Bradley M. Robinson presiding. He called the meeting to order at 7:00 p.m. ROLL CALL Bradley M. Robinson Mayor Present Michele A. Others present were: Marvin Oetjen, Kamper Supply; Ron Rains, Fire Chief; Bryn O’Neil, Fire Fighter/EMT; Retia Watson, Clerk/Bookkeeper; and William Bateman, The Courier. The Mayor asked for comments from the audience with no response. The Mayor indicated that we recently accepted a resignation of a full-time firefighter. The Mayor also indicated that there is only one candidate on the firefighter eligibility list and asked for a motion from the Council to make a conditional offer of employment to Travis Young for the position of Firefight/Paramedic. The Council’s conditional offer will allow us to begin his background check and eligibility requirements necessary for final appointment. Motion 1: Gooden moved and Brinkley seconded to confirm the Mayor’s conditional offer of employment to Travis Young as a Firefighter/Paramedic and begin his background check and eligibility clearance for the position. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried. Mayor Robinson announced that the Lion’s Club is planning to shoot fireworks off at their Annual Free Fair event on Saturday, September 12th. Therefore, the City will have to purchase the fireworks and the Lion’s Club will reimburse. The Fire Department is going to fire the fireworks for the Lion’s Club. Special Meeting of the Carterville City Council Thursday, August 27, 2015 Page 2 Motion 2: Liebenrood moved and Gooden seconded to purchase fireworks for the Lion’s Club Free Fair (with funds to be reimbursed by the Lion’s Club) and authorize our firefighters to shoot these fireworks at the event. A roll call vote was taken and all present voted yea. The Mayor declared the motion carried. The Mayor announced that we have a request to enter into a Repeater Agreement with Hurst, Bush, Cambria, and Williamson County Fire Protection District. There is an area of west Williamson County that is not adequately covered by radio signal. Therefore, four of these entities entered into an agreement and are now asking Carterville to join this group and assist with the cost of a new repeater and a new frequency that would improve the radio coverage in Williamson County. The cost of the repeater is $7,447.00 and Carterville’s share is $1,489.40 which is a one-time expense for the placement of the repeater. We will also be asked to share in the cost of electricity and maintenance which is approximately $140.00 per year. The Mayor indicated that this would take Council approval and that this repeater would be a benefit to our Fire Department because we frequently cover mutual aid for this area. It is difficult for our staff to hear their tones and communications over the existing system so this will be beneficial to our staff. The tower will be installed in Hurst and will catch the Williamson County 911 signal and redistribute it to the entire area. Chief Rains agreed that this would be a benefit to our staff. Motion 3: Gooden moved and Brinkley seconded to enter into a Repeater Agreement as indicated above at a cost of $1,489.40 (plus annual electrical and maintenance of approximately $140.00). A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried. The Mayor announced a couple of sponsorship requests that were put on this agenda because of publication deadlines. The High School Athletic Booster Club is requesting their annual donation of $500.00 and the John A. Logan Hunting and Fishing Days Event is usually funded at $250.00. Mike Helfrich asked if the $500.00 for Booster Club will be used for advertising or for student athletes. These funds are not used for advertising. Motion 4: Gooden moved and Liebenrood seconded to donate $250.00 to the John A. Logan Hunting and Fishing Days event. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried. Motion 5: Gooden moved and Liebenrood seconded to donate $500.00 to the Carterville High School Booster Club. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried. The house at 409 Barr Street has been demolished. Motion 6: Gooden moved and Gentry seconded to adjourn the meeting. All voted yea and the Mayor dismissed the meeting at 7:12 p.m. ___________________________ Next Ordinance No. 1386-15 Michele A.
