CITY COUNCIL MINUTES Tuesday, March 19, 2019 REGULAR MEETING OF THE CARTERVILLE CITY COUNCIL The meeting was held in the Council Chambers with Mayor Bradley M. Robinson presiding. Motion 1: Emery moved and Oetjen seconded to approve the minutes of the Regular City Council Meeting of February 12, 2019 as presented. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried. Motion 2: Oetjen moved and Helfrich seconded to approve the minutes of the Variance Hearing of February 12, 2019 as presented. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried. Mark Carney, City Treasurer, presented the Treasurer’s Report for February 2019. Motion 3: Liebenrood moved and Emery seconded to approve the February 2019 Treasurer’s Report as presented. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried. Minutes of the Carterville City Council Tuesday, March 19, 2019 Page 2 Recognition of Guests Former Mayor Bill Mausey was introduced by Mayor Brad Robinson to present a check from the Mayor Mausey Carterville Enhancement Fund in the amount of $10,011.57 to help with the payment for the Downtown Lighting Project. Mayor Robinson thanked Bill Mausey, Mickey Edwards, Cheryl Couch and the deceased Linda Thompson for all their fundraising on behalf of this fund. Bill Mausey also invited Krissy Hollister to join him. He also thanked the Mayor and City Council for finalizing this project that started during his administration. Rick Webb, Joy Meadows, and Barbara Resnick, who are residents of Woodview Lane, attended the meeting to discuss the repair of their street. This is a dead end street with 9 residents on it. The residents have been annexed by the City and the street is in disrepair and needs help. The residents asked if it is possible to widen the road and get culverts cleaned. The Mayor indicated that this will be reviewed by the Street Committee and Public Works Director. Motion 4: Oetjen moved and Helfrich seconded to pay the monthly bills as presented by the City Clerk (less the $1,950.00 to Burke Electric). A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried. (Curt Oetjen indicated that the $1,950.00 for the lighting project has not been approved for payment because it is a change in the original contract). Harriet Mize, Chamber of Commerce Executive Director, was not able to attend. The Chamber report is in the packets:  Business Spotlight – SIH Work Care, Catholic Church of the Holy Spirit, SI Home Team and the April Spotlights will be WSIU Public Broadcasting, Withers Broadcasting, Edward Jones and Family Foot and Ankle.  Carterville Cornerstone Autism Services – Ribbon cutting Friday, March 22, from4:00 to 6:00 p.m.  National Small Business Week, May 5 – 11th. Looking for suggestions on how we can recognize our small businesses.  Rotary/Chamber Golf Scramble scheduled for Friday, May 10, 2019  Next Monthly Luncheon is scheduled at noon on Wednesday, April 3rd Engineering Report The Mayor indicated that there was nothing to report from the engineer. Garry Wiggs is working with the engineer to determine the Motor Fuel Tax Fund street program with I.D.O.T. CARTERVILLE TIF III Keith Moran took the floor and explained the formation of the new TIF III area and displayed a map of the area. He explained that the City currently has two TIF districts, one that encompasses a small portion of downtown and another that is located on the west edge of town along Route 13. This new TIF area should produce more revenue because of its location along the Route 13 corridor and should make funds available for engineering, infrastructure projects, etc. It should help with business development along Division Street and job creation. This area had to qualify under the Illinois TIF Act. There were six qualifying factors. There are 287 total parcels in the new TIF area and 289 structures (69% of these are over the age of 35 years). Inadequate utilities is one of the qualifying factors. Minutes of the Carterville City Council Tuesday, March 19, 2019 Page 3 . Motion 5: Liebenrood moved and Oetjen seconded to proceed with the TIF III plan as submitted by Moran Economic Development. All present voted yea and the Mayor declared the motion carried. Moran explained the TIF programs are designed to help with infrastructure and other community needs. Jennifer Spence will be presenting an application for TIF for her new business on South Division next month. Moran indicated TIF is being used successfully along the Route 13 corridor by other communities. At the meeting in April we will need to set a Public Hearing date for this TIF. Prior to that hearing the City will meet with the Taxing Districts. Motion 6: Liebenrood moved and Oetjen seconded to place the TIF Plan and Feasibility Study on file for 10 days and approve sending this to all affected Taxing Districts. All present voted yea and the Mayor declared the motion carried. Departments/Committees Police Department Mike Flaningam, Police Chief, asked that the Council confirm the Mayor’s appointment of Sean Dobbins to replace Jordan Keisling who was moved the School Resource position. Motion 7: Emery moved and Brinkley seconded to confirm the Mayor’s appointment of Sean Dobbins as a full-time Carterville Police Officer. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried. (City Clerk, Khristina Hollister, administered the Oath of Office to Mr. Dobbins and the audience applauded). Chief Flaningam indicated that the detailed monthly report is available for review after redactions are made to this report. Mike Flaningam, Chief, gave the monthly report for February 2019 (the full detailed report will be available for review at the station and/or office):  There were 225 Officer Calls for Service in February (case number generated)  Officers provided assistance to other departments 36 times in February  Code Enforcement generated 5 calls  Effingham Southern Illinois Criminal Justice Summit attended by Chief on 2/27 and 2/28  Tri-C - Chief spoke at school 2/7/19 “Kindness Month.” They donated our flagpole Motion 8: Brinkley moved and Allsopp seconded to purchase a portable radio at a cost not to exceed $400.00. A roll call vote was taken, and all present voted yea .and the Mayor declared the motion carried. Cannon Park and James Street Park Motion 9: Emery moved and Allsopp seconded to approve the purchase of mulch for the Garden Gate Garden Club at a cost of $434.00. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried. Krissy Stokes, Rotary Club, presented information regarding the installation of an ADA compliant side walk at the Intermediate School to the James Street parking lot that will be paid for by the Rotary Club. Minutes of the Carterville City Council Tuesday, March 19, 2019 Page 4 Motion 10: Emery moved and Edwards seconded to approve the portion of a sidewalk at the Intermediate School that will be placede at James Street Park to be paid for by the Rotary Club. All present voted yea and the Mayor declared the motion carried. The Mayor explained to Khrissy Stokes that there may some opportunity for a grant from I.D.O.T. for this project and Khrissy Stokes mentioned that there may be funds available through John A. Logan College. Fire Department The Mayor indicated that Chief Ron Rains was unable to attend the meeting, but stated that he had no pressing needs for the Council. Street Department The Mayor explained that the engineer and Public Works Director are still working on the MFT program for 2019. Motion 11: Oetjen moved and Helfrich seconded to table the MFT Program for further evaluation. All present voted yea and the Mayor declared the motion carried. The Mayor presented a drawing and explained an upgrade to the Downtown Community Sign that is being proposed by the Rotary Club (Janice McConnaughy is available to answer any questions) with a larger screen than what was originally presented. No action needs to be taken on this issue. The Mayor explained that the Heritage Museum’s Car Show is being moved from the first Friday of June to May 31, 2019 because of a conflict with another Car Show in the area. Therefore, they need Council approval to close the street. Motion 12: Oetjen moved and Emery seconded to allow the road closure for the Heritage Museum Car Show on Friday, May 31, 2019. All present voted yea and the Mayor declared the motion carried. The Pentecostals of Southern Illinois requested a temporary handicapped parking place in front of their building on East Illinois. Parking in the downtown area is always an issue and a handicapped parking space has to be approved by ordinance. Therefore, they would like to put up a sign during their Church service. Motion 13: Liebenrood moved and Sievers seconded to allow a temporary parking sign to be placed at the Pentecostals of Southern Illinois Church on East Illinois for their Sunday services. All present voted yea and the Mayor declared the motion carried. The Concession Stand at Cannon Park is now open thanks to Garry Wiggs and we are planning a ribbon cutting for this facility. There was a question about camera coverage for this new building and the Mayor responded that both the Sewer Plant and the Parks Department are checking on installation of new cameras. Cemetery Mowing bids will be opened on March 25, 2019 and, therefore, the Mayor is going to call a Special Meeting on March 26 to handle this bid approval. Minutes of the Carterville City Council Tuesday, March 19, 2019 Page 5 Building and Codes Ralph Graul, Building Inspector, circulated his monthly report which includes 31 active permits (these include 6 single family dwellings, commercial permits, and various pools, room additions and garages). Ralph Graul explained that we have a request for vacation of an alley which will connect two properties owned by Bryan Murray on South Division Street (15’ wide X 35 ½’ long). This requires an ordinance and the City will retain the utility easement on this property. Mr. Murray has agreed to pay all engineering, filing fees, etc. for this vacation. Motion 14: Liebenrood moved and Allsopp seconded to approve ORDINANCE NO. 1446-19, AN ORDINANCE TO VACATE A PORTION OF A 15 FOOT WIDE PUBLIC RIGHT OF WAY (ALLEY) BETWEEN PRENTICE AVENUE AND MISSOURI AVENUE IN THE CITY OF CARTERVILLE. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried. The Mayor explained that it is again time to upgrade our mowers and we have received information from two companies for trade-in of the old mowers. Coleman’s and McAffoos sent an estimate with Coleman the lowest trade-in price of $9,191.00. The Independence Day approval and budget. July 4th is on a Thursday and we need to give an alternate date of July 5th (Friday) with the same expenditures as last year ($9,000.00). Motion 15: Oetjen moved and Allsopp seconded to approve the date for the Fireworks display on Thursday, July 4th with an alternate date of Friday, July 5th at a cost of $9,000.00. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried. Curt Oetjen – Carterville Water and Sewer Board  Delinquent accounts are 186 customers for a total of $13,255.19  Water sold for February 2019 was 8,891,420 gallons and purchased for February was 11,546,714 gallons for a loss of 2,655,714 gallons  Leak Credits - 8 for $452.58  The Board approved the low bid of $31,446.00 to Wiggs Electric for installation of a generator at the ground storage  The Board reported that we have 21 meter books and as of March 7th there are only five books that still need new electronic meters.  The Board approved the purchase of Polymer System for $14, 768.00. This is what makes our sludge solid. The old machine was not repairable and was installed when the plant was built. It is estimated that the new machine will pay for itself in two years due to the cost of material savings.  Northwest Waterline Grant – Contract awarded and construction should begin when weather permits.  Mowing Bids - The Board approved the mowing bids for Hurst Lawn Care at $216.00 per mowing for the Sewer Plant, Elevated Tank, and Ground Storage Tank. Motion 16: Oetjen moved and Helfrich seconded to approve the bid from Coleman Lawn Equipment for two new diesel Grasshopper lawn mowers with trade-in at a cost of $9,191.00. The Mayor declared the motion carried. Minutes of the Carterville City Council Tuesday, March 19, 2019 Page 6 Motion 17: Oetjen moved and Sievers seconded to approve ORDINANCE NO. 1447-19, AN ORDINANCE AMENDING THE WILLIAMSON COUNTY ENTERPRISE ZONE CITY OF CARTERVILLE (CONSTRUCTION OF A NEW FUJIYAMA’S RESTAURANT IN MARION). All present voted yea and the Mayor declared the motion carried.
