CITY COUNCIL MINUTES Tuesday, June 11, 2024 REGULAR MEETING OF THE CARTERVILLE CITY COUNCIL The meeting was held in the Council Chambers with Mayor Bradley M. Robinson presiding. Present at the meeting were: Marvin Oetjen, Kampers Supply; Mike Flaningam, Police Chief; Jason Sheraden, Fire Chief; Harriet Mize, Chamber of Commerce; Janice McConnaughy, Citizen; Ralph Graul, Building Inspector; Hunter Snyder, 1215 Shawnee Trail; Jason Williams, Carterville Soccer Association; Christie Mitchell, The Courier; and Morgan Lentz, City Office Staff. Motion 1: Emery moved and Oetjen seconded to approve the minutes of the City Council Regular Meeting of May 14, 2024. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried. Motion 2: Claunch moved and Oetjen seconded to approve the minutes of the two City Variance Hearings for 207 Cherrybark Lane and 1215 Hummingbird Court held April 9, 2024. All present voted yea and the Mayor declared the motion carried. Mark Carney, City Treasurer, presented the Treasurer’s Report for May 2024 with a total cash and investments of $6,462,804.66. Motion 3: Emery moved and Oetjen seconded to approve the May 2024 Treasurer’s Report as presented. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried. Recognition of Guests Jason Williams, Carterville Soccer Association, reported there are 400 kids playing two seasons a year. He further reported on the expansion of the soccer fields and is asking for a twenty-five-year Memorandum of Understanding from the City for use of the facilities. The Association has invested several thousand dollars toward developing these facilities. Williams presented information for review and asked for approval in July. The Mayor indicated he would email the information to the attorney and put this on the agenda for July. Minutes of the Carterville City Council Meeting Tuesday, June 11, 2024 Page 2 Motion 4: Emery moved and Ingram seconded to approve payment of the monthly bills as presented by the City Clerk. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried. The Mayor asked Ralph Graul to explain the Variance Hearing for 1215 Shawnee Trail. The 64 X 40 post frame structure is already constructed in front and east of the house. The Zoning/Planning Board voted unanimously to approve the variance. Motion 5: Emery moved and Miller seconded to approve the Variance Request for 1215 Shawnee Trail as presented. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried. Engineering Report Donnie Smoot, PSC Engineering, was unavailable tonight. The Mayor gave project updates:  Zimmerman Steet drainage is on-going and there was a change order to add additional piping at a cost of approximately $2,000.00.  The 2024 MFT program – will be going out for bid in July (we have a Resolution to act on tonight adding the Eagle Pass area that was discussed last month).  The Downtown Parking – Phase 1 – We need to coordinate with the Water and Sewer Department because of sewer lines in this area that may need to be replaced.  Bird and Pear drainage – Price of $2,300.00 for culverts covered under the MFT program Motion 6: Emery moved and Claunch seconded to approve the increase of $2,300.00 for culverts for the Bird and Pear drainage project. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried.  Safe Route to School Grant - Our application was scored very highly, but we were not funded this year. We cannot apply again for two years and we will include an environmental impact statement with this new application, based on IDOT’s recommendation. Departments/Committees Cannon Park (Community Building) and James Street Park - Comments The Mayor explained a request from Anne West Lindsey Library for use of Cannon Park for a Library Foraging Program. This is an adult field trip that is scheduled for July 18, 2024 and will begin at 5:00 p.m. Mark Denzer, Cache Bayou Outfitters, will lead this program, and they are expecting 15 people. Motion 7: Miller moved and Emery seconded to allow the use of Cannon Park by the Anne West Lyndsey Library District for their Library Foraging Program on July 18, 2024. All present voted yea and the Mayor declared the motion carried. Phyllis Emery indicated that Meals on Monday are going well and she appreciates the help from Council Members. Street/Maintenance Department Minutes of the Carterville City Council Meeting Tuesday, June 11, 2024 Page 4 POLICE DEPARTMENT Chief Flaningam presented the May Police Report:  There were 183 Officer Calls for Service in May (case number generated)  There were 41 Officer Calls assisting other departments/jurisdictions in May  5 Misdemeanors Committed /3 Arrests  7 Felonies/1 Arrest  0 Drug Case/2 Closed Cases  9 Code Enforcement/1 Warrant  4 Citations (Warnings: 15 written/8 Verbal)  May 29 - 31 – C1 - Active Shooter Training  May 3 – Block Party  May 15 – High School Baccalaureate  May 18 – Power Testing  May 18 – High School Graduation  May 22 – 8th Grade Promotion  May 25 – JALC Tri-Festa Chief Flaningam asked about the purchase of replacement taser batteries. We need 9 AXON batteries at a cost of $784.80. Motion 8: Edwards moved and Oetjen seconded to approve the purchase of Taser Batteries at a cost of $784.80. All present voted yea and the Mayor declared the motion carried. The Mayor explained that we need approval for the purchase of Body/Car Cameras. We have a compliance date of January 1, 2025. The cost is $100,000.00 from Motorola. The Mayor recommended these funds be paid from Sanitation. Motion 9: Emery moved and Edwards seconded to approve the purchase of Body/Car Cameras for the Police Department from Motorola at a cost of $100,000.00. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried. [To be paid from Sanitation Funds] Motion 10: Edwards moved and Oetjen seconded to approve the disposal of the listed Police Evidence Disposal surplus property. All present voted yea and the Mayor declared the motion carried. FIRE DEPARTMENT Jason Sheraden, Fire Chief, presented the May monthly report for the Fire Department: 117 EMS Calls (Carterville/77; Cambria/22; Crainville/11; Colp/6; Hurst/Other/1); 28 Fire Calls; Total calls for 2024 are 770 as of 6/11/24. The Mayor asked for a motion to table a decision on the Generac repairs at the Fire Station. These repairs are not completed. Motion 11: Edwards moved and Ingram seconded to table a decision on the Generac repairs for the Fire Department until repairs are complete. All present voted yea and the Mayor declared the motion carried. Motion 12: Miller moved and Oetjen seconded to approve the emergency purchase of A/C Compressor for the Fire Department at a cost of $630.10. All present voted yea and the Mayor declared the motion carried. Minutes of the Carterville City Council Meeting Tuesday, June 11, 2024 Page 4 Motion 13: Oetjen moved and Allsopp seconded to approve the $2,037.98 reimbursement to the Volunteer Fire Department for the purchase of a Washer/Dryer required by OSHA for the station. All present voted yea and the Mayor declared the motion carried The Mayor notified the Council that the JALC intergovernmental agreement for the Dry Hydrant has been reviewed and approved. Motion 14: Oetjen moved and Edwards seconded to approve the reimbursement for gravel for the ROW on East Plaza Drive in front of John Deere at a cost of $2,000.00. All present voted yea and the Mayor declared the motion carried. The Mayor introduced a request for an additional $630.35 for the Easter Egg Hunt as we have not received all promised donations and the event went over budget in the Special Projects Account. Motion 15: Oetjen moved and Emery seconded to authorize the transfer of $630.35 to balance the Easter Egg Hunt expenditure. All present voted yea and the Mayor declared the motion carried. Motion 16: Emery moved and Miller seconded to approve the sale of the Antique Fire Truck to Roy Danks for a single bid of $6,000.00. All present voted yea and the Mayor declared the motion carried. Motion 17: Emery moved and Oetjen seconded to approve the sale of the Honda 4-wheeler to John Gooden at a bid of $1,444.44. All present voted yea and the Mayor declared the motion carried. Motion 18: Oetjen moved and Emery seconded to approve the sale of the Fire Department jon-boat to John Gooden at a bid of $2,555.55 All present voted yea and the Mayor declared the motion carried. ORDINANCES AND RESOLUTIONS Motion 19: Oetjen moved and Emery seconded to approve RESOLUTION NO. 465-24, A SUPPLEMENTAL RESOLUTION TO CITY OF CARTERVILLE 2024 MOTOR FUEL TAX PROGRAM UNDER THE ILLINOIS HIGHWAY CODE. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried. Motion 20: Edwards moved and Allsopp seconded to approve RESOLUTION 466-24, BUDGET AND REVENUE RESOLUTION OF THE CITY OF CARTERVILLE FOR THE FISCAL YEAR 2024-2025. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried. The Mayor read aloud the Appropriation Ordinance for the Corporate Purpose of the City of Carterville. The Appropriation Hearing was held today at 4;00 p.m. Motion 21: Claunch moved and Edwards seconded to approve ORDINANCE NO. 1572-24, AN ORDINANCE MAKING APPROPRIATIONS FOR THE CORPORATE PURPOSE OF THE CITY OF CARTERVILLE OF THE STATE OF ILLINOIS, FOR FISCAL YEAR COMMENCING ON THE FIRST DAY OF APRIL, A.D., 2024 AND ENDING ON THE 31ST DAY OF MARCH, A.D., 2025. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried. Motion 22: Oetjen moved and Miller seconded to approve ORDINANCE NO. 1573-24, AN ORDINANCE AMENDING PRIOR ORDINANCE NO. 1561-23 AND REVISING AND ESTABLISHING WATE RATES. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried. Minutes of the Carterville City Council Meeting Tuesday, June 11, 2024 Page 5 Motion 23: Oetjen moved and Emery seconded to approve ORDINANCE NO. 1574-24, AN ORDINANCE AMENDING ORINANCE NO 1525-20, WHICH PROVIDES FOR THE FIXING OF RATES AND CHARGES FOR THE USE AND SERVICE OF THE WASTEWATER SYSTEM OF THE CITY OF CARTERVILLE, ILLIAMSON COUNTY, ILLINOIS. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried. Curt Oetjen gave the Water and Sewer Board report as follows:  There were 157 delinquent accounts in the amount of $27,923.89 (Shut off 10 today/5 still off)  Water Loss: April Sold 12,426,580 gallons / Purchased 14,364,130 gallons. Loss of 1,937,550 gallons  The Board approved the purchase of a new auto sampler for $13,167.45 including shipping  The Board approved the emergency purchase of a rotor bearing for $4,828.50  The Board approve the purchase of a lagoon return pump for $944.00  The Board approved Pay Estimate #20 to PSC Engineering in the amount of $40,000.00  Leak Credits: 1 Water Leak Credits $53.21 / 18 Pool Credit $673.06  The Board approved new water and sewer rates  The Board approved the water meter damage procedure (after 30 days of being billed for damage and added to the water bill). The Mayor announced that we have been officially notified that USDA Rural Development funding has been approved for our water projects. Therefore, we can proceed with construction this year. REMINDERS: The Mayor explained the opt out date for electrical service is June 19, 2024. We have a new trash service (SI Waste) effective July 2024. Customers are being asked to leave their blue trash bins out so that Republic Services can pick them up. The new trash service company will be distributing new trash carts in late June. Motion 24: Oetjen moved and Edwards seconded to adjourn.
