CITY COUNCIL MINUTES Tuesday, July 9, 2024 REGULAR MEETING OF THE CARTERVILLE CITY COUNCIL The meeting was held in the Council Chambers with Mayor Bradley M. Robinson presiding. Present at the meeting were: Marvin Oetjen, Kamper Supply; Mike Flaningam, Police Chief; Jason Sheraden, Fire Chief; Ralph Graul, Building Inspector; Emily Kierbs and Father, Citizens; Steve Johnson, Citizen Advisory Member; and Morgan Lentz, City Hall Office Clerk. Motion 1: Oetjen moved and Allsopp seconded to approve the minutes of the City Regular Council Meeting held June 11, 2024. Roll call vote: Miller, yea; Emery, yea; Allsopp, yea; Oetjen, yea; Claunch, yea; Sievers, Abstain; Edwards, yea. The Mayor declared the motion carried. Motion 2: Emery moved and Oetjen seconded to approve the minutes of the Variance Hearing for 1215 Shawnee Trail on June 11, 2024. All present voted yea (except Rod Sievers who abstained). The Mayor declared the motion carried. Motion 3: Emery moved and Oetjen seconded to approve the minutes of the Appropriation Hearing of June 11, 2024. All present voted yea (except Rod Sievers who abstained). The Mayor declared the motion carried. Mark Carney, City Treasurer, presented the Treasurer’s Report for June 2024 with a total cash and investments of $6,656,537.76. Motion 4: Emery moved and Allsopp seconded to approve the June 2024 Treasurer’s Report as presented. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried. Recognition of Guests – No Comments Minutes of the Carterville City Council Meeting Tuesday, July 9, 2024 Page 2 Motion 5: Sievers moved and Allsopp seconded to approve payment of the monthly bills as presented by the City Clerk. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried. Engineering Report Donnie Smoot, PSC Engineering, was unavailable tonight. The Mayor gave project updates:  Zimmerman Steet drainage is essentially completed. There is a punch list being completed before the payment is made. If Aldermen have any questions, please contact Jerry Hampton.  The 2024 MFT program – we must accept the bids for the two projects from E. T. Simonds for Eagle Pass Road and the bid from Illini Asphalt for the oil and chip program. Motion 6: Allsopp moved and Edwards seconded to approve the contract with E. T. Simonds for the Eagle Pass Road improvements. All present voted yea and the Mayor declared the motion carried. Motion 7: Allsopp moved and Emery seconded to accept the bid from Illini Asphalt for the MFT Oil and Chip program. (Alderman Oetjen asked about the materials being used as it should be polymer). All present voted yea and the Mayor declared the motion carried.  The Downtown Parking – Phase 1 – The Water and Sewer Department is pricing the replacement of sewer in this area to be completed prior to the paving. Bids will be processed soon. Departments/Committees Cannon Park (Community Building) and James Street Park - Comments Jason Williams, Soccer Association, was sent the draft Park Use Agreement which was received late today. Therefore, we will review and approve this in August. The Cannon Park Playground Equipment was discussed. We have a price of $2,254.77 from Miracle Recreation for the green flippo piece. Motion 8: Oetjen moved and Miller seconded to approve the replacement of Cannon Park playground equipment at a cost of $2,254.77. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried. Motion 9: Sievers moved and Claunch seconded to accept the donation from Harrison-Bruce Foundation and advertise for bids for the renovation of the walking path at Cannon Park. All present voted yea and the Mayor declared the motion carried. Street/Maintenance Department No Report Minutes of the Carterville City Council Meeting Tuesday, July 9, 2024 Page 4 POLICE DEPARTMENT Chief Flaningam presented the June Police Report:  There were 240 Officer Calls for Service in June (case number generated)  There were 40 Officer Calls assisting other departments/jurisdictions in June  10 Misdemeanors Committed /4 Arrests  6 Felonies/1 Arrest  1 Drug Case/7 Closed Cases  1 Code Enforcement/1 Warrant  25 Citations (Warnings: 52 written/5 Verbal)  June 11 – C1 – MTU Meeting The Mayor asked about the purchase of the body/car camera upload device so that we can use the cameras that were purchased. Motion 10: Oetjen moved and Edwards seconded to approve the purchase of the Motorola body/car upload device at a cost of $3,850.00. All present voted yea and the Mayor declared the motion carried. Chief Flaningam asked about a budget of $500.00 for the National Night Out on August 6, 2024 at Cannon Park. Motion 11: Miller moved and Allsopp seconded to approve a budget of $750.00 for the National Night Out on August 6, 2024. All present voted yea and the Mayor declared the motion carried. Motion 12: Claunch moved and Allsopp seconded to reschedule August Committee Meetings to Wednesday, August 7, 2024. All present voted yea and the Mayor declared the motion carried. Motion 13: Oetjen moved and Emery seconded to approve the replacement of the HVAC unit for the Police Station Evidence Room at a cost up to $2,000.00. All present voted yea and the Mayor declared the motion carried. Motion 14: Allsopp moved and Edwards seconded to approve the disposal of Surplus/Old Evidence from the Police Evidence Disposal List as submitted by the Police Chief. All present voted yea and the Mayor declared the motion carried. FIRE DEPARTMENT Jason Sheraden, Fire Chief, presented the June monthly report for the Fire Department: 138 EMS Calls (Carterville/75; Cambria/30; Crainville/16; Colp/13; Hurst/Other/4); 11 Fire Calls; Total calls for 2024 are 915 as of 7/8/24. Motion 15: Oetjen moved and Allsopp seconded approve payment for the Generac repairs for the Fire Department at a cost of $1,691.25. All present voted yea and the Mayor declared the motion carried. Motion 16: Miller moved and Oetjen seconded to accept the donation from the Harrison-Bruce Foundation for the addition to the Fire Station and approve the completion of Architectural Plans. All present voted yea and the Mayor declared the motion carried Minutes of the Carterville City Council Meeting Tuesday, July 9, 2024 Page 4 Ralph Graul, Building Inspector, explained a Post-Frame Request for 5517 Sycamore Road, which was changed due to storm damage, from a carport to a closed in building. Motion 17: Allsopp moved and Sievers seconded to approve the construction of a post-frame building at 5517 Sycamore Road. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried The Mayor presented a request for RFQ Acceptance for a CDBG Housing Grant. This is a Federal Grant and PSC Engineering will administer the grant. Motion 18: Emery moved and Allsopp seconded to approve the PSC Engineering RFQ for the CDBG Housing Grant. All present voted yea and the Mayor declared the motion carried. Curt Oetjen gave the Water and Sewer Board report as follows:  There were 102 delinquent accounts in the amount of $18,434.78 (Shut off 4 today/4 still off)  Water Loss: June Sold 11,670,410 gallons / Purchased 14,606,572 gallons. Loss of 2,936,162 gallons  The Board approved the relocation of a fire hydrant on South Division for the downtown drainage project at a cost of $6,500.00  The Board approved the emergency repair of the High Tide Alarm for the Effluent Pump due to lightning at a cost of $1,480.00  The Board approved advertising for bids for sewer line replacement behind City Hall for drainage and parking project  The Board approved Pay Estimate #21 to PSC Engineering in the amount of $40,000.00  Leak Credits: 7 Water Leak Credits $526.91 / 21 Pool Credit $752.93  Oetjen announced we have received our funding for the water improvements and funds for the sewer plant should be released next Spring. The City Clerk commended the staff of the Water and Sewer Department for their hard work in answering complaint calls on the transition of trash service. The valid complaints were few and were dealt with immediately. REMINDERS: Regional Food Drive at Cannon Park – July 12, 2024 – 8:30 a.m. (2 Consolidated Sites – Colp and Carterville) Motion 19: Emery moved and Miller seconded to adjourn.
