Resolution _____ Of 2022: The Town of Denmark Town Board hereby acknowledges the correction of January General Fund Voucher 12, payable to the Lewis County Assessors’ Association, from $20.00 to $15.00 and corrects the total of General Fund Abstract 651 to $17,123.81. Resolution _____ OF 2022: The Town of Denmark Town Board authorizes an Increase to budget line B2770 in the amount of $533.50 with funds to be drawn the Development Agreement monies paid by GSPP 9557 E RD S, LLC and GSPP 9605 E RD N, LLC to the Town of Denmark for expenses related to the review of the SWPPP plans submitted for those solar projects and an increase to expenditure code B8020.4 in the amount of $533.50 for payment of those claims. AGED Exemption Resolution ____ OF 2022: Aged Exemption income Guidelines for Sliding Scale Whereas the Town of Denmark Town Board was informed that the previously adopted resolution 94 of 2021 exceeded income guidelines established by New York State Real Property Tax Law 467, and Whereas the Town of Denmark Town Board recognizes that low-income seniors can face financial hardships paying their annual property tax bills, and the Town of Denmark Town Board wishes to correct its previous action; The Town of Denmark Town Board hereby rescinds and replaces previously adopted Resolution 94- 2021 as follows: Whereas the State of New York allows municipalities to offer certain exemptions, the Town of Denmark Town Board does hereby increase the income levels for the AGED Exemption for each level of the AGED Exemption on the sliding scale utilized by Lewis County in the calculation of Town of Denmark property taxes. Samsung Printer / Usherwood Contract discussion Resolution _____ of 2022: The Town of Denmark Town Board authorizes Town Clerk Prudence Greene to submit a thirty (30) day notice to Usherwood Office Technology cancelling the agreement for monitoring of the Samsung Copier. Resolution _____ of 2022: The Town of Denmark Town Board hereby declares the Kyocera Copier, ______________, as surplus and authorizes Town Clerk Prudence Greene to arrange for its removal. c. RACOG Minutes of 01.25.2022 meeting and Report for February 2022 submitted by Mickey Dietrich. i. Update on Town of Denmark RACOG website upgrade ii. Fred Wadsworth (John Betts Cemetery) d. Voucher Report Resolution _____ of 2022: The Town of Denmark Town Board approves payments Highway Department, Abstract # 694, dated February 21, 2022, claim #’s 28-46, total of all claims $138,345.58 c. Budget Report d. Gradall Follow Up e. State DOT Request (Salt Reconciliation) f. Piping Repairs VI. Supervisor’s Report a. Financial Report – 2021 is done, no further transfers needed b. ARPA fund transfer complete – we have transferred funds in a sub account so we can track spending should Federal Government change their minds on tracking c. Advanced Business Services 1 Year Renewal $387.50/month for extension through 4/14/2023 Resolution _____ of 2022: Town of Denmark Town Board approves the Extension of Microsoft 365 license through April 14, 2023, for a cost of $387.50 per month payable to Advanced Business Services. d. Town Boiler and Piping Concerns e. NYS DOT Agreement Resolutions. The first covering November 1, 2014 - September 30, 2018. The second covering period October 31, 2018 – August 31, 2020, with a one (1) year extension through October 31, 2021. These contracts have both expired, it’s a necessary process that we must complete to move to the next contract’ Resolution _____ of 2022: The Town of Denmark Town Board hereby authorizes Town Supervisor Scott Doyle to sign Shared Services Agreement Contract #C005703 for 11/1/2014 through 9/30/2018 between the Town of Denmark and the New York State Department of Transportation for the use of the Town of Denmark highway garage and facility. Resolution _____ of 2022: The Town of Denmark Town Board hereby authorizes Town Supervisor Scott Doyle to sign Shared Services Agreement Supplemental Contract #C005703 for 10/31/2018 through August 31, 2020, allowing for a one-year extension from November 1, 2020 to October 31, 2021 between the Town of Denmark and the New York State Department of Transportation for the use of the Town of Denmark highway garage and facility. f. AUD Report Submission by February 28, 2022 g. Hyundai Wheel Excavator Payment: They won’t issue a statement till March 5, 2022, our next meeting is March 21, 2022, tough turnaround time for on time payment. Resolution _____ of 2022: The Town of Denmark Town Board approves the Paid Prior of $135,000 to Midland State Bank as initial payment on the Hyundai Wheel Excavator. Payment is due March 29, 2022. h. Agreement for Septage Receiving Services with Village of West Carthage & Carthage. The Villages of West Carthage and Carthage require a permit to take in our Septage/Sludge & Leachate from the town garage. Originally it was just the permit. Yesterday we received a contract that outlines the parameters of the agreement including a fee schedule. It’s auto renewing. We will need to pass a resolution to due to long term agreement and expenses outlined. Resolution _____ of 2022: The Town of Denmark Town Board hereby authorizes Town Supervisor Scott Doyle to sign with Village of Carthage and West Carthage on Septage/Leachate/Sludge Services. The fee schedule for 2022 is $.045/gallon for Septage/Sludge and $.02/gallon for Leachate. VII. Justice a. 2022 audit of Justice Kiernan 2021 Financial Report, Council-members Jones & Rowsam Resolution _____ 0f 2022: The Town of Denmark Town Board hereby acknowledges that the annual audit of the Town of Denmark Court Justice Thomas Kiernan for the year 2021 was completed by Councilman Jones and Councilwoman Rowsam on 02.09.2022. b. NY Courts has approved our technology upgrades VIII. Doyle to pay bond payment to Depository Trust (DTCC) on March 1, 2022 in the amount of $65,415.27 as final payment on the Town of Denmark Complex. New Business I. Annual Audit - Not Required by Law if CPA is doing our books II. Ethics Board: Having had a month to consider, does anyone have input? III. Village of Copenhagen – Copenhagen Fire Department • Fiduciary Responsibility • Reserve Truck Fund Audit • Training Certification & documents IV. Lewis County Search & Rescue – Sponsorship For Books & Supplies for 5 Denmark Residents. LCSR will provide the enrollee with a copy of their registration for the class. Enrollee will be required to show the registration to the Town Clerk when they come into file for the voucher to have their fees paid. The sponsorship will be first come first serve, once 5 requests have been made, the program will be closed for 2022. We can post on our webpage and push it out to Linking Lewis County and NNY360. Resolution _____ 0f 2022: The Town of Denmark Town Board authorizes the sponsorship of 5 Town of Denmark Residents @ a cost of $97.00 each ($485) for supplies & materials to attend Lewis County Search & Rescue EMT Course. V. Verizon HotSpot is $40.00/month for unlimited access. I would like permission to add one to town Verizon Account. I’m working from home 3+ hours per day. Zoom & Webinar feeds are not possible. Resolution _____ 0f 2022: The Town of Denmark Town Board authorizes Supervisor Scott M. Doyle to add a Verizon HotSpot to Town of Denmark Verizon Account for a cost of $40.00/month, charged to Budget Code A1220.4 - Supervisor Contractual. VI. US Census The US Census Bureau has reached out regarding the Voluntary and Annexation Survey (BAS). Fortunately, several years ago, Lewis County established a Consolidated BAS where they can submit boundary changes for legal governments within the County jurisdiction. The Town of Denmark did not participate in previous county reports. We would need a resolution to participate. The County provided a Resolution for us to approve. We were supposed to get this to the County by February 18, 2022. We need to forward tomorrow. Resolution #______ of 2022 Lewis County Consolidated BAS (CBAS) Survey Agreement Page 5 of 6 Town of Denmark Regular Monthly Meeting Agenda February 21, 2022, 6:00pm WHEREAS, the U.S Census Bureau is conducting the 2022 Boundary and Annexation Survey (BAS); and. WHEREAS, part of this process is the response of municipalities to the Boundary and Annexation Survey (BAS) to ensure that the Census Bureau has current and accurate boundary, legal name, and status information for your government; and. WHEREAS, the Town of Denmark is located within the County of Lewis, State of New York; and WHEREAS, the County of Lewis has the ability to complete the Boundary and Annexation Survey (BAS) on behalf of the Town of Denmark as part of a Consolidated Boundary and Annexation Survey (CBAS); and WHEREAS, a consolidated effort will reduce the burden on the Town of Denmark and lead to less duplication of efforts; NOW THEREFORE BE IT RESOLVED, that the Town of Denmark enters into an agreement with Lewis County to allow Lewis County to respond to the BAS on behalf of the Town of Denmark for the purpose of providing the U.S. Census Bureau with the information necessary to complete the Boundary and Annexation Survey (BAS).
