Town Credit Card Policy Resolution _____ of 2022: The Town of Denmark Town Board hereby approves the attached Credit Card Policy for use by the Highway Superintendent. The Policy is effective for the term of the Highway Superintendent and the Town Supervisor. c. Budget Process, most of the preliminary budget work is complete d. Budget workshop September 27th @ 6 PM? e. Department of Highway Union Negotiations f. Rescind last month’s resolution to move funds from the ARPA account to the General Fund due last number on account being wrong. Resolution to Rescind Resolution 116 of 2022, The Town of Denmark Town Board hereby approves the transfer of $85,609.74 from the ARPA Account ending in 4778 to the General Fund ending in 0048, and further directs Supervisor Doyle to close the Account ending 4778 known as the ARPA Account, to be effective immediately. a. Resolution to move funds from the ARPA account 4476 to the General Fund ending in 0048 Resolution _____ of 2022, The Town of Denmark Town Board hereby approves the transfer of $85,609.74 from the ARPA Account ending in 4776 to the General Fund ending in 0048, and further directs Supervisor Doyle to close the Account ending 4776 known as the ARPA Account, to be effective immediately. G. Old Business a. Building Doors update 1st part of project is 98% complete The Push button stations are controlled by 9 Volt Batteries. These will need changing annually. b. Waiting on Court Office Doors & Secondary Exit for Court Clerk c. Town of Denmark Grounds Maintenance & Progress Update? Brush Pile? d. Installing 4 Bollards surrounding well casing Cost Estimate? e. SnoPals – Agreement for SnoPals to cross Denmark Roads and Right of Ways f. Town Zoning Law Section 1025 Private Wind Power Generating Facility: Commercial Wind Power Overlay / Commercial Wind Power Generating Facility / Wind Test Towers General Requirements for Commercial Wind Power Overlay/ Commercial Wind Power Generating Facility/ Wind Test Towers. Setbacks: Item A. The height of the highest portion of the nacelle plus twice the length of one rotating blade of such Wind Power Generating Facility from the road centerline. Item B. 1500 feet from the structure of any residence, public building, campground, church, or business; or 1500 feet from any school property line. The owner of a residence may consent, in writing, to vary this distance, but in no event may a Wind Power Generating Facility be closer than the distance calculated at paragraph 1(A) above. The agreement must be recorded in the Lewis County Clerk’s Office and in the deeds of the property Page 2 of 3  Town of Denmark September 19, 2022 Agenda owners. The agreement must provide, among other things, in the event of a collapse, the developer and owner of the Wind Power Generating Facility shall have access to the property for the purpose of removal of debris and restoration. Discussion on Changing Item A. The height of the highest portion of the nacelle plus 8 times the length of one rotating blade (Roughly 2000’) of such Wind Power Generating Facility from the road centerline. Discussion on Changing the setback listed in Item B; from 1500 to 2000 feet from the structure of any residence, public building, campground, church, or business; or 2000 feet from any school property line. Discussion on: Changing the owner of a residence may consent to vary this distance; to the owner of the residence may not consent to varying the distance. We will have to engage the Attorney on the requirements to change the law. i.e.: public input, etc. H. New Business a. Would like to submit information to Fourth Coast Solar in Clayton to have them design a Solar Array and conduct payback analysis utilizing NYSERDA programs and required capital investment from the town. b. The door installation damaged the area around the entrance doors. We will have a change order on Tom Aubin’s invoice regarding to repair drywall around it, fix stucco on left and front side of entrance doors at the entrance to building. c. Garage Door Lockset Resolution _____ Of 2022: The Town of Denmark Town Board does hereby resolve to allow Supervisor Scott Doyle to sign quote # 440254 from B.R. Johnson, LLC in the amount of $172.19 to replace the door knob hardware for the garage door. The Town Board further directs that the funds to pay for this project be drawn from the American Rescue Plan Act (ARPA) funds received from the federal government. d. Preliminary Budget Meeting October 8, 2022 @ 6:00 PM? e. Union Contract Resolution _____ of 2022: The Town of Denmark Town Board hereby approves the attached Teamsters Union Contract for the years 2023 - 2025. The Board further authorizes Supervisor Doyle to sign and approve the contract. Motion to adjourn Page 3 of 3
