Page 515 CITY OF CARUTHERSVILLE December 21, 2020 Be it remembered the Council of the City of Caruthersville met in regular session Monday December 21, 2020 at 5:00 p.m. in the Council room of the Municipal Building at which time and place the following were present: Sue Grantham Mayor Takella Motton City Clerk Lawrence Dorroh City Counselor Tony Jones Sergeant at Arms Bullington (Absent) Councilperson Lyons Councilperson Cheek Councilperson Grable Councilperson Hood Councilperson Spence (Phone) Councilperson Rodgers Councilperson Glass Councilperson The number of members necessary to consider a quorum being present, the Mayor called the meeting to order and announced the meeting was in session for the transaction of business. The first order of business was the approval of the regular session minutes of December 7, 2020. Councilperson Cheek motion for approval, second by Councilperson Hood with all in favor. Councilperson Hood motion for approval of closed session minutes of December 7, 2020, second by Councilperson Lyons all in favor. Councilperson Lyons motion for approval of reports and bills, second by Councilperson Glass, with all in favor. Unfinished Business; Mayor Grantham reported that through the Cares Act the County issued funds to the City for more than what was expected in the amount of $150,000. Fire report; Chief Charlie Jones reported fire calls from December 8, 2020 through December 21, 2020 are as follows: 12/8; Fire alarm sounding due to batteries needing to be replaced on East 19th St., 12/8; Vehicle fire with moderate damage on St. Hwy 164, 12/9; Shed on fire with moderate damage on West 16th St., 12/15; Fire alarm sounding due to cooking on Marilyn Dr., 12/15;Smoke scare due to heating unit on Westwood, 12/16; Structure fire a total loss on State Hwy D. Within the past two weeks Summit Roofing Company completed the roof repairs and painted the inside ceiling in the bays on the Public Safety Building. Police report; Chief Tony Jones reported that there was a homicide in the City involving a juvenile in which he was in custody within eight hours. Chief stated that cameras have been extremely helpful with crime, and the department is planning to put out six more throughout the City. Page 516 Water report; Paul Shaw reported that all the flood related projects that didn’t have to be cameraed had been completed. The Westwood lift station is done; the bypass lift station at the Water Plant is still down; work will continue to be done at the Water Plant after Christmas. The sweeper is currently down, but is scheduled to be fixed next week. Mayor Grantham stated that she and Paul Shaw will be constructing a list as to all the work that has been done throughout the City. John Chittenden has mentioned that one of the grants that the City has applied for is looking very favorable. In the meantime they’re looking at what is causing the drainage problems on West 10th, 9th and Ward, and 10th off of Ferguson and Beckwith. Park & Recreations report; Lamonte Bell reported Pewee basketball was a go ahead after talking with the Health Department. Instead of the usual five games a day they will be cutting down to two a day. The Recreation Center is considering discounts for school districts to drive up memberships, and also is looking at making use of unutilized space at the Armory which would be better for rentals. Library report; Teresa Tidwell reported that the Christmas celebration begins tomorrow with the giving of goody bags all day long. The Delta Companies will be offering a Christmas reading on facebook at 6:00 p.m. Collector report; Paige Gillock reported collections from December 1, 2020 through December 21, 2020 as follows: Real Estate/$120,281.60, Personal Property/$56,178.56, Drainage Districts/$2,150.00, Miscellaneous/$4,980.20 Total Taxes $182,168.52 plus Fees and interest $183,590.36. Business From the Floor; Johnny Hood gave gratitude and thanks to everyone involved in making the Bell Ringing another successful year amid the conditions of COVID. Councilperson Hood motion to go into closed session for the purpose of personnel, second by Councilperson Grable, which passed unanimously. Upon returning from closed session, Councilperson Grable motion to close, second by Councilperson Hood with all in favor.
