Page 517 CITY OF CARUTHERSVILLE January 4, 2021 Be it remembered the Council of the City of Caruthersville met in regular session Monday January 4, 2021 at 5:00 p.m. in the Council room of the Municipal Building at which time and place the following were present: Sue Grantham Mayor Takella Motton City Clerk Lawrence Dorroh City Counselor Tony Jones Sergeant at Arms Glass Councilperson Bullington Councilperson Lyons Councilperson Cheek Councilperson Grable (Absent) Councilperson Hood Councilperson Spence Councilperson Rodgers Councilperson The number of members necessary to consider a quorum being present, the Mayor called the meeting to order and announced the meeting was in session for the transaction of business. The first order of business was the approval of the regular session minutes of December 21, 2020. Councilperson Rodgers motion for approval, second by Councilperson Lyons with all in favor, with Councilperson Bullington abstaining. Councilperson Hood motion for approval of closed session minutes of December 21, 2020, second by Councilperson Lyons all in favor, with Councilperson Bullington abstaining. Councilperson Lyons motion for approval of reports and bills, second by Councilperson Hood, with all in favor. Mayor Grantham entertained a motion to move the next meeting to Tuesday, January 19, 2021 in observance of Martin Luther King Day, Monday, January 18, 2021. Councilperson Bullington motion for approval, second by Councilperson Hood with all in favor. Police report; Chief Tony Jones reported that the Police department assisted the County Saturday, January 2, 2021 with pursuing a vehicle at a high speed chase coming into town from Hayti. Fire report; Councilperson Hood reported fire calls from December 27, 2020 through January 4, 2021 as follows: 12/27; Fire alarm sounding due to thermostat being stuck on East 5th St, 12/27; Shed on fire on Route U, 12/31; Extrication conducted for accident at Route U overpass with moderate injuries, 1/2; Structure fire with moderate damage on East 8th St. There were 113 fire calls for 2020 compared to 140 for the year 2019. Page 518 Public Works; Paul Shaw reported that the Vacuum truck would be out for the week for its annual service. The High Service pump went out at the Water Plant, but has been repaired and up and running. G & C will start on the 3rd Street Water Plant this week, and hopefully the Water Plant will be in full capacity by spring. Parks & Recreation; Lamonte Bell reported that everything was at a steady pace at the Recreation Center, and that the Pickle ball participation has increased. Councilperson Bullington commended Parks & Recreation for their pride in keeping the parks clean; she had saw trash at Reynolds Park and went through later and it was gone. Hopefully the citizenry will take heed and clean up after themselves. Code Enforcement; Barry Gilmore reported working with Ameren to get a house torn down on Juliet. The house on Kelly Dr. is in limbo with the owners being out of town, and the owners of C H Young Grocery property haven’t responded. The City will start the process of getting the property tested for asbestos before condemning. Issues with the dumpsters in regards to Republic and Waste Pro disconnect continues to be a problem. Mr. Gilmore has spoken with the General Manager of Republic in order to get a list of its customers with dumpsters to get things moving in the right direction. The property on Holland is still being worked on, and the property on West 8th St that’s overgrown will be condemned. The trailer that was on West 11th St. has been removed. Library report; Teresa Tidwell reported that the Library will start February 18, 2021 celebrating the state of Missouri bicentennial with the presentation of a quilt with a square representing the County. There will also be a breakfast in honor of the makers of the quilt. The library itself will be 99 years old February 18, 2021, and will be hosting events leading up to its 100th year anniversary. My Missouri 2021 Photo Exhibit kiosk has history of Missouri and the different counties that will start April 15, 2021 from 6:00 p.m. to 8:00 p.m. through May 11 2021. There aren’t any photos of Pemiscot County, but the exhibit has a host of historical photos. City Collector; Paige Gillock reported collections from December 1, 2020 through December 31, 2020 as follows: Real Estate/$225,341.19, Personal Property $73,544.71, Drainage Districts/$4,124.69, Miscellaneous; $7,245.40 Total Taxes/$308,215.25. Collections from January 1, 2021 through January 4, 2021 are as follows: Real Estate/ $18,169.16, Personal Property/$4,793.20, Business License/$75.00, Total Taxes/$12,867.15. Insurance report; The Insurance Committee met with Novant , a small company that focus on health care benefits; information was obtained , in which they will be able to submit when the City advertise for health care benefits. With no further business to come before the Council, Mayor Grantham entertained a motion to adjourn.
