Page 837 PUBLIC HEARING City of Caruthersville The City of Caruthersville held a Public Hearing Tuesday September 3, 2024 at 5:00 p.m. at the Caruthersville Municipal Building to discuss the proposed tax rate to be set by the City of Caruthersville. The tax rates are set to produce the revenues which show to be required from the property tax. Each tax Rate is determined by dividing the amount of revenue needed by the current assessed valuation. The result is multiplied by 100 so tax will be expressed in cents per $100 valuation as follows: ASSESSED CURRENT PRIOR VALUATION TAX YEAR 2024 TAX YEAR 2023 Real Estate $32,420,721 $32,955,873 Personal Property $12,202,198 $13,796,794 Total $44,622,919 $46,752,667 The following tax rates are proposed: Amount of Property Tax Rate Tax Revenues Ceiling Budgeted (Per $100) General Fund $ 294,422.02 $ .6598 Special Sewer Tax 99,866.09 .2238 Library Fund 47,077.18 .1055 Public Health 84,158.83 .1886 Cemetery Fund 21,017.39 .0471 TOTAL $ 546,541.51 $ 1.2248 Counselor Dorroh ask if there were any questions concerning the proposed tax rate. The first order of business was the approval of the regular session minutes of August 12, 2024. Councilperson Lyons motion for approval, second by Councilperson Fales, with all in favor Councilperson Lyons motion for approval of the closed session minutes of August 12, 2024, second by Councilperson Fales with all in favor. Councilperson Bullington motion for approval of special session of August 19, 2024, second by Councilperson Fales with all in favor. Councilperson Bullington motion for approval of closed session of August 19, 2024, second by Councilperson Fales with all in favor. Councilperson Lyons motion for approval of reports and bills, second by Councilperson Fales, with all in favor. Mayor Grantham presented the aggregate assessed valuation of the City of Caruthersville for 2024 provided by the County Clerk computed after the Board of Equalization as follows: Real Estate $32,420,721 Personal $12,202,198 $44,622,219 New Construction for the City: $ 292, 720 Barbara Merideth and Lou Genia Counce with DAR presented a Proclamation for the 237th anniversary of the signing of the Constitution of the United States of America. The Proclamation proclaiming September 17, 2024 through September 23, 2024 as being constitution week. Fire report: Chief Lynn Moss reported 15 calls for the month of August as follows: 1 Mutual Aid, 5 Grass/Trash Fires, 4 Alarm Calls, and 5 Structure Fire Calls. The Fire department is preplanning the new Century Casino facility for training. The department will also be doing fire drills at the schools September 10, 2024 and tornado drills September 19, 2024.  Page 839 Code Enforcement; Barry Gilmore report is as follows: The Dispensary is awaiting final approval of the opening of the new facility. Boring is continuing laying fiber, customers should be able to sign up soon. The Casino is nearing completion of construction by November. There’s a problem with the 3rd Steet well, the pump will probably have to be pulled. Visu Sewer is almost finished, unable to complete camera work on West 16th Street between Ward and Edwards, there’s a collapse or a belly preventing proper flow. The following paving has been completed; Shultz between 12th and 13th, West 11th between Grand and Laurant, 362, Magnolia, West 16th, and the parking lot behind Prescription Drug. The registered owner of 311 Ward was served on August 19, 2024, and has 30 days to begin demolition. In the event the owner doesn’t comply, the contractor that placed the bid will leave his bid open. The Preconstruction Meeting for the Lead Service took place, and work will begin soon. An administrative warrant has been issued on the property at 925 Grand. Mr. Gilmore met with Robertson Paving and ASA to get quotes for the rest of the paving work on Pine from S Ward to Magnolia, West 12th from Beckwith to Carleton, West 4th from Ferguson to Laurant, West 11th from Ward to Carleton, Franklin from East 15th to East 14th, main entrance to LP cemetery, Park Lane between S Parkview and Hwy U, and West 18th between Truman and Ward. All of the streets will not be able to be done, but estimates will be available at the next meeting. Vendors are being met with by the county for prospects for reopening the transfer station. The 3rd St. Project is expected to start mid-September. Mowing is ongoing, another round of notices will be sent out in September hopefully to get through the balance of the mowing season. Once the mowing is done, a few more streets can get repaired. The house at 407 Grand will be bid out for demolition, with a couple more scheduled to be torn down before the end of the year.
