ROLL CALL Present 3 - Christopher Hovanetz, Richard Morton, and Heather Attardo Not Present 2 - Dave Perry, and Tom Martinez Attendance 3 - Joseph Montoya, Julie Parker, and Sandra Aguilar CERTIFICATION OF MEETING Mr. Montoya affirmed the meeting and agenda has been noticed in accordance with the requirements of the Open Meetings Law. APPROVAL OF MINUTES BOBA Approval of March 2, 2020, Revised Board of Building Appeals Meeting 2020-002 Minutes Attachments: March 2, 2020 Board of Building Appeals Meeting Minutes Morton moved, seconded by Attardo that the BOBA meeting minutes of March 2, 2020 be approved as presented. The motion passed by the following vote: 3 to 0 Yes: 3 - Hovanetz, Morton, and Attardo Not Present: 2 - Perry, and Martinez PUBLIC HEARING ITEMS None BOARD MEMBER ITEMS Chair Hovanetz checked for a quorum for the Dec. 7 meeting and all Board members present plan to attend. Present 4 - Christopher Hovanetz, Richard Morton, Heather Attardo, and Tom Martinez Not Present 1 - Dave Perry TOWN COUNCIL UPDATE Town Council George Teal reported to the Board that the Council agendas have been very full. Currently, Council is reviewing the 2021 budget which has its second reading on 9/15/20. Before COVID, the Town anticipated a 4% in sales tax from 2019 to 2020 and has actually seen 4.4% increase. The Town received some CARES Act funds and is using them for small business grants. Senator Gardner also awarded the Town $5.4 million for construction activities which is being applied to the Crystal Valley interchange. This project will cost $70 million, of which Castle Rock is responsible for $12 million. Chief Building Official's Update Mr. Montoya reported to the Board that the Town remains busy. One of the largest projects is the Encore building, which has reached points that require some inspections. The Building Department has a new building inspector, Martin Magers. The Town is considering a webinar 'luncheon' to connect with the contractors beginning in October. The Board suggested a webinar training for the TrakIt system. The Town continues conducting virtual inspections, which the Board of Building Appeals Meeting Minutes - Final September 14, 2020 contractors seem to prefer due the scheduling aspect.
