MINUTES OF THE REGULAR MEETING PRAC Approval of the Minutes of the March 27 Parks and Recreation 2019-011 Commission Meeting It was motioned and seconded to approve the minutes of the March 27, 2019 Parks and Recreation Commission meeting. Yes: 4 - Nagel, Grider, Hiller, and Meyer Not Present: 2 - Waggoner, and Glotzbach NEW AGENDA TOPICS PRAC Proposed 5-Year Capital Improvement Plan Draft 2019-012 Assistant Director Jeff Smullen provided an overview of the proposed Parks and Recreation Capital Improvement Plan (CIP) for 2019-2024. The plan’s Parks and Recreation Commission Meeting Minutes April 17, 2019 purpose is to direct the implementation of the vision for all parks, open space, trails and recreation capital projects. The plan will be presented to Town Council during the 2020 budget process and will be available for public comment in May. The Department’s budget includes five capital funds: Parks and Recreation Capital Fund, Conservation Trust Fund, Annual Trail Improvements Fund, General Long Term Planning Fund and Community Center Fund. Highlights from the plan include: · Designing and constructing the next neighborhood park in Cobblestone Ranch · Investing in Rueter-Hess Reservoir recreational development · Implementing miscellaneous improvements and renovations at existing park properties · Completing trail additions/extensions, including the East Plum Creek Trail Southern Extension, a 2-mile soft-surface addition at Gateway Mesa Open Space and the Colorado Front Range Trail through Castle Rock · Replacing the synthetic turf on athletic fields at Butterfield, Gemstone, Matney, Rhyolite Regional and Bison parks · Replacing the cardio and spin equipment at the Recreation Center · Possibly designing and beginning construction of the next indoor recreation facility The proposed CIP along with all Parks and Recreation Department planning documents can be viewed online at CRgov.com/ParksPlan. PARKS AND RECREATION DEPARTMENT COMMENTS Parks and Recreation staff provided Commission members with the following updates: · The Department hosted a study session for Town Council on April 16. The presentation provided an overview of the Department and its operational costs and challenges. · Festival Park was a finalist in the Inspire Category of Urban Land Institute’s 2019 Impact Awards. Fort Collins won the award with their alleyway project. Festival Park’s nomination video can be viewed online at CRgov.com/FestivalPark. The Colorado Lottery also announced Festival Park as one of eleven projects to receive the Starburst Award, which recognizes excellent use of Colorado Lottery Funds. Staff will also be attending the Denver Regional Council of Governments to accept the Metro Vision award for the park, which recognizes regional efforts to create connected communities through excellent natural and built environments. Parks and Recreation Commission Meeting Minutes April 17, 2019 · Upcoming events include Earth Day Willow Harvest and Planting, Basics of Bird Watching, Climb4 Change, Tri the Rock and first Rueter-Hess Paddle Day of 2019. · Ticket sales for the 2019 Summer Concert Series are already trending significantly ahead of sales from previous years. Over 2,000 tickets have been sold. · A newly designed monthly report will be issued in May. The future report will use new branding guidelines and formatting. · On May 30, the Castle Rock Parks and Trails Foundation will host a fundraising event at the Epic Sky Trek with half-off admission. Proceeds from the event will be used to help fund the future exercise/FitGround course at Philip S. Miller Park. COMMISSION COMMENTS None. ADJOURN
