APPROVAL OF THE MINUTES PRAC Approval of the Minutes of April 17, 2019 2019-013 It was motioned by Jan Meyer and seconded by Sarah Grider to approve the minutes of the April 17, 2019 Parks and Recreation Commission meeting. “I move to approve the minutes of the April 17, 2019 Parks and Recreation Commission meeting.” Yes: 5 - Waggoner, Glotzbach, Grider, Hiller, and Meyer Not Present: 1 - Nagel NEW AGENDA TOPICS Parks and Recreation Commission Meeting Minutes May 15, 2019 PRAC Gateway Mesa Trail Addition Minor Element Naming Request 2019-014 An anonymous donor has contributed $10,000 to the Castle Rock Parks and Trails Foundation (the Foundation) for the purpose of funding a 2-mile soft-surface trail addition at Gateway Mesa Open Space. The project will be constructed with volunteer labor through a partnership with Volunteers for Outdoor Colorado (VOC). The first phase of development, which will complete two-thirds of the trail, is anticipated to cost approximately $10,000. This phase will be completed in October 2019. Given the nature of the resolution and the significant contribution for the minor element within an existing facility, the anonymous donor and the Castle Rock Parks and Trails Foundation is respectfully requesting naming rights to the trail addition. As outlined in Resolution No. 2013-56, A Resolution Adopting an Amended Town of Castle Rock Facility Naming Policy, companies or individuals wishing to contribute funding to a project or facility may request naming rights if the donation makes a significant impact to the capital construction or long-term operation of the facility. The donor and the Foundation would like to have the future trail named Legacy Trail. It was motioned by Brian Glotzbach and seconded by Sarah Grider to approve naming the future trail Legacy Trail. “I move to approve the naming of the trail addition at Gateway Mesa Open Space as Legacy Trail.” Yes: 4 - Waggoner, Glotzbach, Grider, and Hiller Not Present: 1 - Nagel Abstain: 1 - Meyer PARKS AND RECREATION DEPARTMENT COMMENTS Board and Commission interviews were held on Tuesday, May 14 at Town Hall. A broad spectrum of candidates applied to fill the Parks and Recreation Commission’s three vacancies. Sarah Grider and Brian Glotzbach have both reapplied to serve additional two-year terms. At the next Town Council meeting, staff will seek approval of a resolution appointing Mike Kilman as the Town’s alternate representative for the Rueter-Hess Recreation Authority Board of Directors. Town staff will also be providing the community with a general update on discussions related to the potential property acquisition of a portion of the Plum Creek Golf Club. Construction on the southern extension of the East Plum Creek Trail has continued with the installation of the first box culvert. The creek has been diverted to begin construction on the second; a total of four box culverts will be installed throughout the project. Parks and Recreation Commission Meeting Minutes May 15, 2019 Development of Deputy Zack S. Parrish III Memorial Park continued with the installation of glow-in-the-dark concrete, spaded trees, fencing and playground equipment. Construction crews will soon begin work on the pickleball courts. The detailed nature of the memorial feature will likely delay the grand opening of the park, which is tentatively slated for August. The new boarding system for the north field of the Miller Activity Complex has been completed. The project dramatically improved the look and feel of the facility and will create new programming opportunities for youth, as well as for adults in the new Functional Fitness Area. The Public Art Commission is partnering with the Historic Preservation Board to commission a watercolor painting of the Castle Rock Museum as a donation to the museum. Local artist Cindy Welch will unveil her painting in May at a new exhibit premiere. The Department’s 2019-2024 Capital Improvement Plan was posted on the Town’s website to garner public feedback. A request for proposals was posted for future neighborhood park, Cobblestone Ranch. The request is seeking a contractor for concept development, public process and design. Due to the time of year, there are many upcoming special events, including the annual pottery sale, basics of bird watching classes, the first paddle day of 2019 at Rueter-Hess Reservoir, the first Tunes for Trails free concert featuring the Petty Nicks Experience, the first Free Fitness Friday event and the opening day of the farmers market at Festival Park. The annual Climb4Change event was held on Saturday, May 11 and raised $8,500 for the Adaptive Recreation program. Manager of Park Operations and Maintenance, Bob Maloney, introduced several supervisory-level staff members - John Jorgensen, Cory White and Ian Hamilton. Bob, John, Cory and Ian proceeded to provide a tour of the Department’s newly-constructed Central Service Center. COMMISSION COMMENTS Michael Waggoner commented on the newly-placed synthetic turf fields at Metzler Ranch Community Park, noting that the fields looked very nice. Sarah Grider and Michael Waggoner jointly commented on the Department’s newly-designed monthly report, noting that the design also looked very nice. CENTRAL SERVICE CENTER FACILITY TOUR ADJOURN
