CALL TO ORDER Town Council Liaison Caryn Johnson was present, as were staff members Jeff Brauer, Jeff Smullen, Mike Kilman, Brian Peterson, Jennifer Martin and Maia Aman. JOINT MEETING OF THE PARKS AND RECREATION COMMISSION AND THE DOUGLAS COUNTY PARKS AND TRAILS ADVISORY BOARD PRAC Introduction of Town Parks and Recreation Commission Members 2019-015 and Staff and the Douglas County Parks and Trails Advisory Board Members and Staff Town of Castle Rock Parks and Recreation Commission members and staff and the Douglas County Parks and Trails Advisory Board members and staff provided introductions to begin the annual joint meeting. PRAC Updates from Douglas County Parks and Trails 2019-016 Randy Burkhardt of Douglas County Parks, Trails and Building Grounds provided Castle Rock Parks and Recreation Commission members with updates from Douglas County. In 2016, the County received a grant from Great Outdoors Colorado to fund Parks and Recreation Commission Meeting Minutes July 17, 2019 development of the East-West Regional Trail project. The future segment will eventually link Lone Tree, where the trail currently ends, to Parker through Schweiger Ranch. The connection to the ranch is currently under construction. Development for the Parker connection will be underway in 2020. A $1.5 million project to replace the stage at Highland Heritage Regional Park will soon begin. The new stage will feature a unique seating structure and provide an enhanced spectator setting for adjacent athletic fields. The design includes lots of steps for workout enthusiasts. Construction will begin in August, following the end of the summer concert series held at the park. The stage will be completed before the 2020 concert series begins. The County will soon begin construction on a two-story addition for their administration building to address anticipated staffing needs over the next 10 to 20 years. County staff are now offering Decode Douglas County Outdoors. With this program, participants find codes while exploring Douglas County open space, parks and trails as designated in the Decode Douglas County booklet. After finding all of the codes in the eight County properties, participants can use the numbers to unlock the locks on a treasure chest outside of the Douglas County Parks office. Booklets are available for pick up in the County buildings in Castle Rock. PRAC Updates from Castle Rock Parks and Recreation 2019-017 Parks and Recreation staff provided updates to the Douglas County Parks and Trails Advisory Board. In 2018, the Castle Rock Parks and Recreation Department received the National Gold Medal Award from the National Recreation and Park Association. The Department will soon pursue reaccreditation through the Commission for Accreditation of Parks and Recreation Agencies. The Recreation Division has continued to offer a plethora of high-quality events ranging from free concerts to the ticketed Summer Concert Series and paddle days at Rueter-Hess Reservoir. An exciting collaboration with Colorado State University led to the offering of unique summer camps. The Division will also soon add a full-time Therapeutic Recreation Specialist. An installation of a boarding system on the small synthetic-turf field at the Miller Activity Complex was recently completed. The dasher boards allowed for the simultaneous addition of a Functional Fitness Area where athletic spectators can work out while their children participate in programmed activities. The grass baseball fields at Metzler Ranch Community Park are currently being converted to synthetic-turf to conserve water. The fields will be fully converted by fall 2019 and will allow for expanded programming opportunities. Parks and Recreation Commission Meeting Minutes July 17, 2019 The Park Maintenance and Operations Division’s new service center is now open. The 13,000 square foot facility allowed for consolidated staffing operations and provides a significant increase in storage capacity. Festival Park was completed and opened in November 2017. The park has received numerous awards and offers a truly innovate park experience for daytime and evening park usage. The East Plum Creek Trail Southern Extension is underway. The future segment will add 2 miles of concrete trail, connecting the current terminus near South Perry Street to Crystal Valley Parkway. The trail will open in fall 2019. The Legacy Trail at Gateway Mesa Open Space is under development through a partnership with Volunteers for Outdoor Colorado, a nonprofit organization contributing a volunteer labor force, and the Castle Rock Parks and Trails Foundation, another nonprofit organization providing project funding. VOC will host three work days in 2019, plus an additional corporate workday, to construct approximately 2 miles of soft-surface trail. A Fit Course will soon be installed at Philip S. Miller Park. The course will offer body resistant exercise stations for park users near the base of the Challenge Hill. Future projects include planning and constructing the Town’s next neighborhood park in Cobblestone Ranch, implementing various park improvements and completing the Colorado Front Range Trail in Castle Rock pending a Great Outdoors Colorado grant award. "I move to appoint Inger Hiller to serve as Chair of the Parks and Recreation Commission from June 2019 to May 2020." Yes: 5 - Vice Chair Glotzbach, Commissioner Grider, Chair Hiller, Commissioner Meyer, and Commissioner Smith Not Present: 1 - Commissioner Waggoner PARKS AND RECREATION DEPARTMENT COMMENTS None. COMMISSION COMMENTS Jan Meyer asked if the town pools have had any issues with superbugs. Mike Kilman explained that there have not been any issues with Department pools due to the ultraviolet treatment of the water. Jan also inquired about the possible development of a snowflex facility. Jeff Brauer responded explaining that the Town had been in discussions with P3 Advisors while Philip S. Miller Park was under construction about potentially building the facility adjacent to the park. While P3 is still exploring options, a location has yet to be determined at this point in time. Brian Glotzbach asked about the process of requesting potential band options for free and ticketed concert series. Staff noted that all special event requests should be processed through the Town’s Special Event Supervisor, Jennifer Reinhardt. Sarah Grider noted that she had a wonderful time at the First Fridays After 5 event in June featuring dueling pianos. Sarah had friends in town and while they really enjoyed the show, they were disappointed that local beer was not offered as an option by the alcohol vendor on site. Offering local beer may be a positive feature for park and special event visitors in the future. ADJOURN The meeting adjourned at 6:55 p.m.
