CALL TO ORDER ADDITIONS/DELETIONS/MODIFICATIONS TO THE AGENDA Parks and Recreation Commission Chair Inger Hiller called the meeting to order at 5:00 p.m. Council Liaison Caryn Johnson was present, as were Town staff including Jeff Smullen, Brian Peterson, Bob Maloney and Maia Aman. Present 5 - Chair Inger Hiller, Commissioner Rebecca Dunn, Commissioner Shawn L'Esperance, Commissioner Michael Smith, and Commissioner Madeline Self Not Present 1 - Vice Chair Sarah Grider PUBLIC COMMENT DURING THIS TIME, MEMBERS OF THE PUBLIC ARE INVITED TO ADDRESS THE COMMISSION AND STAFF ON ITEMS THAT ARE NOT ON THE AGENDA. COMMENTS SHOULD BE LIMITED TO NO MORE THAN FOUR (4) MINUTES. None. MINUTES OF THE REGULAR MEETING PRC 2021-023 Approval of the Minutes of September 15, 2021 It was motioned by Shawn L’Esperance and seconded by Rebecca Dunn to approve the minutes of the September 15, 2021 Parks and Recreation Commission meeting. "I move to approve the minutes of the September 15, 2021 Parks and Recreation Commission meeting." Yes: 5 - Chair Hiller, Commissioner Dunn, Commissioner L'Esperance, Commissioner Smith, and Commissioner Self Not Present: 1 - Vice Chair Grider TROLLEY TOUR OF FUTURE PARK SITES Assistant Director of Parks and Recreation Jeff Smullen led Parks and Recreation Commission members on a tour of future park sites. The proposed 2022 budget contains funding to design the Town’s next neighborhood park after Cobblestone Ranch. The purpose of the tour was to introduce members to available locations for the site selection process. Parks and Recreation Commission Meeting Minutes October 20, 2021 Sites visited included Terrain Lot 2, Castlewood Ranch Filing 2 Tract L, The Oaks Filing 1, Crystral Valley Ranch Tract H, The Lanterns and Plum Creek North. Staff and members discussed various prioritization methods, which could include comparisons of existing public and private amenities within a general service radius (amenities such as athletic fields, playgrounds, pavilions, courts, etc.), general access to open space and trails within a general service radius, the anticipated cost of the site’s overall development, the site’s programming potential, and the current population density and anticipated growth rate around each area. Staff and members assessed and considered these priorities at each site along the tour. Madeline Self asked about athletic and programming field space availability in the Cobblestone Ranch area and expressed concern regarding whether the availability was meeting the overall demand, especially given the amount of future development planned in the area. Shawn L’Eserpance also inquired about organizations being able to utilize fields through the Douglas County School District. Jeff responded by acknowledging that there is a growing demand for athletics field usage in Castle Rock and that the Department does share both indoor and outdoor fields and courts with the district through an Intergovernmental Agreement. Shawn also inquired about next steps and Jeff noted that the Commission would need to rate sites and the Department would engage residents to obtain public input. Commission Chair Inger Hiller noted that it may be helpful to compare development costs and see numbers for each site to better rate and assess future options. PARKS AND RECREATION DEPARTMENT COMMENTS No comments were provided at this time. COMMISSION COMMENTS Members generally noted that they enjoyed the tour and would like to complete more at future meetings; potential tours could include the Metzler Family Homestead, as well as the South Suburban Sports Complex. ADJOURN The meeting adjourned at approximately 6:46 p.m.
