CALL TO ORDER ADDITIONS/DELETIONS/MODIFICATIONS TO THE AGENDA Parks and Recreation Commission Chair Inger Hiller called the meeting to order at 5:01 p.m. Mayor Jason Gray and Council Liaison Caryn Johnson were present, as were Town staff including Dave Corliss, Jeff Brauer, Jeff Smullen, Brian Peterson, Bob Maloney, Mike Kilman, Dan Wahl, Jennifer Martin and Maia Aman. Michael Smith met the Commission at the South Suburban Sports Complex at 5:30 p.m. for the tour, as did Councilmember Desiree LaFleur. MINUTES OF THE REGULAR MEETING TMP 2021-942 Approval of the Minutes of October 20, 2021 It was motioned by Shawn L’Esperance and seconded by Sarah Grider to approve the minutes of the October 20, 2021 Parks and Recreation Commission meeting. Yes: 4 - Chair Hiller, Commissioner Dunn, Vice Chair Grider, and Commissioner L'Esperance Not Present: 2 - Commissioner Smith, and Commissioner Self TOUR OF SOUTH SUBURBAN SPORTS COMPLEX Parks and Recreation Commission Meeting Minutes November 17, 2021 Facility Manager Stew Settle provided Parks and Recreation Commission members, Town Councilmembers and staff a tour of the South Suburban Sports Complex. The 206 square-foot facility opened to the public in January 2020 at a cost of $61 million, which was funded through certificates of participation and bonds. The complex, constructed by general contractor Adolfson and Peterson Construction, features: two full-sized basketball courts (that can easily be broken down into multiple volleyball and pickleball courts or for small-sided play), two synthetic-turf fields with dasherboards, three ice sheets, administrative offices and a variety of rooms that can be utilized for meetings, banquets and parties, in addition to locker, storage and rest rooms. The facility also boasts a restaurant with a bar and a sports performance training area. Dave Corliss asked if the facility is more league-oriented or more for open use. Stew responded that activities are mostly league-based with both internal and external programming. Since the facility opened during the COVID-19 pandemic, the majority of its original use was private rentals. Internal programming has and continues to increase significantly as the district offers expanded leagues and programs such as learn to skate, youth and adult sports leagues and birthday parties. Brian Peterson asked if most of its users are residents or non-residents, and Stew noted that usage is approximately 50/50, with many patrons coming from nearby Highlands Ranch and Castle Pines. Stew also confirmed that they do charge more for out-of-district rates. Brian Peterson asked Stew what changes he would implement now that the facility has been in full operation. Stew explained that the two restrooms by the turf area were difficult to keep stocked and clean due to their high usage and that having additional storage would be ideal. Jeff Brauer asked the amount of square footage that was dedicated to host administrative offices. Stew wasn’t sure of the exact square footage, but noted that the office area hosts about 60 administrative personnel. Mayor Jason Gray asked about the number of staff required to operate the building and Stew responded that it takes approximately 60 employees. Jeff Smullen asked if the restaurant operates at a profit, and Stew confirmed that it does generate revenue for the district. The restaurant is used by a variety of people from tournament groups to locals. Staffing has proven to be a challenge to date, and most orders are placed as to-go. The restaurant also provides catering for meetings, birthday parties and other banquet-like lunches and dinners as well. DEPARTMENT COMMENTS None. COMMISSION COMMENTS None.
