CALL TO ORDER ADDITIONS/DELETIONS/MODIFICATIONS TO THE AGENDA Parks and Recreation Commission Chair Inger Hiller called the meeting to order at 5 p.m. Council Liaison Caryn Johnson was present, as were Town staff including Jeff Smullen, Mike Kilman and Maia Aman. Brian Peterson was present during the tour of Cobblestone Ranch Park. No modifications were made to the agenda as presented. COMMENTS SHOULD BE LIMITED TO NO MORE THAN FOUR (4) MINUTES. None. TRAVEL TO THE ACME BRICK TILE & STONE SITE Parks and Recreation Assistant Director Jeff Smullen provided Commission members and staff a tour of the Acme Brick Site - a potential new development called the Brickyard that could feature an indoor recreation facility. Confluence Companies, the developer of Encore and Riverwalk, will soon take their proposal to Town Council. The project may feature retail and dining options, a hotel and residential dwellings. Inger Hiller noted that the park sites that members have previously toured seem too small to host a recreation facility with the exception of Cobblestone Ranch, which is not centrally located. Madeline Self asked if the Town was to select this site for the next recreation facility, if construction would happen simultaneously with the development. Jeff confirmed that it would and that the project could commence in about one year. Michael Smith expressed concern over whether or not affordable housing options would be made available through the project and noted it would be ideal to see a mix of apartments and housing for a variety of income levels. Parks and Recreation Commission Meeting Minutes April 20, 2022 Councilmember Caryn Johnson asked if the Town has completed an inventory of town-owned properties great than 10 acres. Jeff noted that staff have considered town options, but due to various limitations, issued a request for proposals to entertain other site options as well. Shawn L'Esperance asked what the optimal size would be for a facility and Jeff confirmed that 10-15 acres is ideal. Once Council provides a general direction, staff will continue to update the Commission on this project. TRAVEL TO COBBLESTONE/MACANTA OPEN SPACE SITE The Town owns 230 acres of open space in Cobblestone Ranch and the property sits adjacent to Macanta Open Space, which is an additional 450 acres maintained by Douglas County. The Town and County are working together to co-plan and implement improvements. Agencies sought public input on a master plan and the future open space site will likely feature single-track and crusher fine trails, parking, restrooms and a pavilion. The County has submitted to include the project within their 2023-2024 budgets. More updates will be provided as the project continues to develop. TRAVEL TO COBBLESTONE RANCH PARK SITE Park Planning and Construction Manager Brian Peterson gave Commission members and staff a tour of Cobblestone Ranch neighborhood park, which was under construction and scheduled to open on June 29. The project is developing 10-12 acres and will provide the future regional park infrastructure such as water, roads, utilities, parking, etc. To date, the project’s contractor has completed grading and excavating, has installed curb and gutter and is now working to finish amenity installation. A lot of visible activity is anticipated over the next few months. The future park will be completely ADA accessible and will feature a pump track, pickleball courts, an all-season restroom, half-court basketball, playgrounds, pavilions, a plaza area and hammocks. Madeline Self asked if there is an ideal space available for an amphitheater in future phases. Brian noted that the neighborhood expressed an aversion to hosting events so staff left it out of the regional park’s master plan. Shawn L’Esperance asked for clarification on how residents could connect from Castle Rock to the Cherry Creek Regional Trail and Brian explained that the Town’s completion of the Front Range trail will eventually link the trails together near the park. Rebecca Dunn asked what happened to the potential public-private partnership with Colorado Classic Baseball and staff provided the update that they had withdrawn their proposal due to an overall lack of support expressed by the community at the open house in February. Brian proceeded to invite the Commission to the park’s grand opening, carnival-themed celebration with live music, acrobatics, refreshments and a 5k on Wednesday, June 29 from 5-8 p.m. TRAVEL BACK TO CENTRAL SERVICE CENTER PARKS AND RECREATION DEPARTMENT UPDATES Staff provided the following updates: Parks and Recreation Commission Meeting Minutes April 20, 2022 · Town Council has approved a construction contract with American Civil Constructors for the Butterfield Renovation Project, which will commence as soon as possible. The renovation work should be fully wrapped up by spring 2023. · A playloop connection project in Philip S. Miller Park is about to commence, which will provide a much-desired and accessible connection to the trekking tower area. The project will also feature enhanced play elements. · Throw Colorado plans to host a tournament this weekend at Rhyolite Regional Park so users can demo the proposed disc golf course layout and provide feedback. Maintenance staff are working to prepare the site. · Two new full-time staff will soon begin to fill an Aquatics Specialist position, as well as a Recreation Specialist position. · Registrations for summer camps are in full throttle as over 1,800 participants have already signed up to date, nearing 2021’s total of 2,000 participants for the entirety of the summer. · The lineup has been announced for the Summer Concert Series. Event goers can look forward to the music of the Spin Doctors, Fuel, Rusted Root, Nancy Wilson of Heart, Three Dog Night, Scott Mcreery and the Kashmir Led Zeppelin Experience. · Tunes for Trails will continue to be held for free at the Amphitheater and donations will all help support the Possibilities Playground at Butterfield Crossing Park. First Fridays at Festival Park will also launch in June. COMMISSION COMMENTS None. ADJOURN The meeting adjourned at approximately 6:51 p.m.
