Parks and Recreation Commission Chair Inger Hiller called the meeting to order at
approximately 5 p.m. Council Liaison Caryn Johnson was present, as were Town staff
including Jeff Smullen, Mike Kilman, Jennifer Martin and Maia Aman. Councilmember Tim
Dietz also attended.

WELCOME TO NEW COMMISSION MEMBER NATHAN JONES
Parks and Recreation Commission members and staff welcomed and introduced themselves
to the newly appointed member Nathan Jones.

PRC 2022-008 Chair and Vice Chair Appointments
It was motioned by Madeline Self and seconded by Michael Smith to appoint Inger Hiller to
serve as Chair and Sarah Grider to serve as Vice Chair from June 2022 through May 2023.

PRC 2022-009 Approval of the Minutes
It was motioned by Michael Smith and seconded by Rebecca Dunn to approve the minutes
of the May 18, 2022 Parks and Recreation Commission meeting.

PRC 2022-010 Approving the Bylaws of the Parks and Recreation Commission
It was motioned by Rebecca Dunn and seconded by Michael Smith to approve the bylaws
as presented.

PRC 2022-011 Sports Development Center Open House Update
Jeff Smullen, Assistant Director of Parks and Recreation, provided a summary of the public
feedback received at the open house for the proposed Sports Development Center that
occurred on Tuesday, June 14, 2022. The event was well attended, with significant advocacy
for increased tennis facilities and expanding pool capacities to potentially featuring 50-meter
lanes and diving. Many residents also inquired about the proposed project’s funding source
due to concerns of taxes being raised and staff noted that funding has already been set
aside for the project through development impact fees.
Chair Inger Hiller attended the open house and expressed that she also heard many of the
concerns regarding needing more tennis courts, whether indoor or outdoor. She proceeded
to ask if there were other interests, and Jeff explained that in addition to tennis and pools,
the third most discussed need was for ice to serve hockey and skating programs. Jeff
explained that ice would require another division within the department for specialized
maintenance. Jeff also noted that because ice isn’t an amenity that’s currently offered
through the town’s current level of service, staff would need to verify the ability to apply
impact fees to a project with an arena.
Councilmember Johnson asked if the proposed facility’s operations would be mostly covered
by user fees. Jeff explained that with conservative projections, staff are comfortable with the
assumption that successful operations will generate user fees to cover a majority of the
facility costs. Similar to the Recreation Center, a minimal subsidy could support the facility
as needed from sales tax as well.
PARKS AND RECREATION DEPARTMENT COMMENTS
Staff provided the following updates to Parks and Recreation Commission members:
· Camps are continuing to operate at full capacity and have generated $470k of

revenue to date
· Climb4Change was rescheduled to August 27 due to inclement weather
· The first First Fridays event was very well attended at Festival Park and featured
over 150 runners in its 5k
· The Summer Concert Series also kicked off with a performance from the Spin
Doctors on June 11
· On June 16, the Amphitheater at Philip S. Miller Park will host the first Tunes for
Trails free concert of the season featuring Something Underground; donations and
proceeds from alcohol sales will benefit the Castle Rock Parks and Trails
Foundation
· A grand opening event will be held Wednesday, June 20 for Cobblestone Ranch
Park
· Renovations are continuing and Butterfield Ranch Park and the soft-surface trails
have been completed at Metzler Family Open Space; the silo is scheduled to be
straightened in July
COMMISSION COMMENTS
Rebecca Dunn asked if staff have ever considered allowing patrons to bring outside food and
beverage into concerts. Mike Kilman explained that we have not allowed beverages due to
alcohol sales generating significant revenue, which offset costs.
Rebecca also noted that she attended the ground breaking event for Butterfield Park
Renovation work and complimented the Parks and Trails Foundation and Marne Hansen on
their significant fundraising efforts to date.
Nathan Jones asked if the Metzler Family Homestead is or will receive historic designation,
and staff confirmed that although the property is not at this time, it could potentially achieve
designation in the future if requirements could be met.
Councilmember Tim Dietz thanked members for all of their time and efforts volunteering for
the Parks and Recreation Commission, noting that they are a very important part of the
community.
