Miller Park Art Project Call for Entries The Commission welcomed artist Matt Babcock, who presented a proposal titled Bolt for the Philip S. Miller Park art project. One of two selected finalists, Mr. Babcock proposed a sculpture representative of a jackrabbit in four stages of movement across a series of large, natural-cut rocks. The sculptural components would be constructed of mostly aluminum with a thermoplastic coating, and the rocks would be sourced of local stone. The coating is resistant to abrasion, graffiti, weather and ultraviolet light. The recommended maintenance is very minimal and consists of occasionally washing the sculpture with water. Mr. Babcock’s intention is to foster interaction with the public art piece, so park users would be able to sit on the boulders and children would be able to play. The entire art piece would run approximately 26-feet long by 10-feet wide by 6-feet tall. A title placard would be included with the artwork. Babcock suggested several locations at Philip S. Miller Park that could feature the Public Art Commission Meeting Minutes October 11, 2018 piece. Commissioners noted that a final location will be determined at a later stage in the selection process with the cooperation of the artist, the Commission and Parks staff. The total project will cost $50,000. If Mr. Babcock is selected as a finalist, a 21-week timeframe would be required for art preparation, fabrication, coating and shipping, and the process of preparing for and implementing installation. Mr. Babcock recommended lighting the sculpture with the preexisting or with additional park light poles. Commissioner Beard asked where Matt Babcock’s closest piece of art is located and Mr. Babcock responded stating it is in Bozeman, Idaho. Several Commissioners asked questions related to the sculpture’s lifespan, and Commissioner Maloney asked if Matt had any information related to the fading of the thermoplastic coating. Babcock explained that the coating is very durable and is often times used on playgrounds. While typical powder coating will begin to fade after 15 years, thermoplastic coating tends to last longer. The sculpture could be recoated or painted in the future; Mr. Babcock will provide all of the necessary technical data offered by the manufacturer. The mulch or gravel upon which the sculpture is placed will also need to be replaced every three or so years. PAC 2018-033 Staff Updates Staff updated the Commission regarding the following items: Cabinet wrap installation at Philip S. Miller Park William Slater installed the artist plaques in four locations on the cabinets and the array, marking the final step in the project’s completion. Sweet Tooth The Downtown Alliance officially conveyed ownership of the sculpture Sweet Tooth to the Town at its September meeting. Staff are presently working to insure the sculpture prior to moving it to its new home at the northwest intersection of Fourth and Perry streets. Existing art pieces Unfortunately, on September 19, Parks Open Space Supervisor, John Jorgensen, discovered vandalized damage to Mr. Toolman. This sculpture is on a one-year loan as part of the Art Encounters Program at Metzler Ranch Community Park. Artist Justin Deister graciously agreed to fix the damage free-of-charge. Mr. Jorgensen also noticed that the backlit lighting was out on a wing of Stainless Wings II (not due to vandalism) at Butterfield Crossing Park. This piece is also on a one-year loan as part of the Art Encounters Program. Artist Joe Norman was notified and stated he will soon visit the piece to assess the problem. Lastly, the art frame located near the Castle Rock Recreation Center has several missing components and worn paint. Many of the frame’s initial pottery pieces have chipped away. Commissioners directed staff to see if the frame is something Public Art Commission Meeting Minutes October 11, 2018 a volunteer group or students could help to fix through the Town’s volunteer program. Staff will discuss the opportunity with Volunteer Coordinator, Marcy Jones, and will bring updates to the Commission when applicable in the future. Douglas County Art Encounters meeting Town staff Kristin Zagurski and Maia Aman attended an Art Encounters meeting on September 19. Call for entries for the 2019-2020 program year will be accepted from Wednesday, January 2 through Friday, February 15. At the next meeting on Wednesday, February 27, program participants will begin the selection process. Commissioners directed staff to find a list of the current inventory of art encounter pieces for future assessment. ADJOURN
