Call to Order and Attendance Chairperson Marsh called the meeting to order at 3:01 p.m. Present 8 - Chairperson Nate Marsh, Andy Powell, Richard Morton, Vice Chair Clark Hammelman, Carl Smith, Steve Thayer, Debra Beck, and Laurie Van Court Not Present 1 - Don MacBrayne Attendance 4 - Jack Cauley, Norris Croom, Matt Osborn, and Becky Hernandez Approval of Meeting Minutes PS 2023-016 Public Safety Commission meeting minutes - May 4, 2023 Attachments: PSC 05-04-2023 Minutes Mr. Morton moved to approve the May 4, 2023 minutes. Mr. Hammelman seconded the motion. All were in favor; the motion carried. Yes: 8 - Chairperson Marsh, Powell, Morton, Vice Chair Hammelman, Smith, Thayer, Beck, and Van Court Not Present: 1 - MacBrayne Introductions All commissioners were introduced to Ms. Van Court, the newly selected Public Safety Commissioner. Nomination Chairperson Marsh requested selection of a new vice-chairperson. Mr. Morton nominated Mr. Hammelman; Mr. Powell seconded. No other nominations were received. All were in favor. Fire Department Report PS 2023-017 CRFD April Report Public Safety Commission Meeting Minutes - Final June 1, 2023 Attachments: CRFD April Report · The commission members previously received the department’s April report via email. · Staffing updates o The department has three vacancies. o 230 applications were received. o Approximately 70 candidates were interviewed. o A couple of retirements are expected in Fiscal Year 2024. o The department expects to request a total of eight (8) new hires to attend the August 2023 West Metro Academy. · 2024 Budget o The budgeting process continues as the Town works toward balancing all requests within the Town’s 2023-2027 Balanced Financial Plan. · Planning Commission (Annexation request) o Chief Croom attended a recent meeting regarding a five-acre annexation request and a zoning change located off Ridge Road. o Town Council presentation is scheduled for June 6. o Discussion on blasting as well as other issues. · Questions for Chief Croom: o Will Council approve these presentations, or is it for informational purposes only? Chief Croom stated the Council will move to approve, and the Department will ask for their approval via a Resolution. 2022 Standards of Cover updates 2022 Standards of Cover presentation - June 20 o Due to the Fire Department’s accreditation, a Town Council report is required. o This presentation includes: § Defining risk by service type (Fire, EMS, Tech Rescue, HAZMAT, Wildland) for all planning zones. § Levels of service/risks defined as low, medium and high. § Performance Gaps (challenges) include Planning Zones (PZ) 2, 6, 7, 8. § Reviewed recommendations (e.g., first arrival response times in PZ 2; Station 156 with a goal to open in late 2025; monitor medic unit call volume established in 2021 Fire Master Plan; monitor PZ 9 for growth, increased calls for service; monitor potential growth in PZ 8 to anticipate possible changes). Strategic Plan · 2020-2024 Strategic Plan presentation - June 20 o The Strategic Plan is community and membership driven. o It reviews the Town’s and Department’s pillars (Vision, Mission and Public Safety Commission Meeting Minutes - Final June 1, 2023 Values). o Recommendations included: § Community Wildfire Protection Plan (complete) § Fire Training Center Update (in progress) § Fleet & Logistics Facilities Plan (in progress) § Global Technology Review (in progress) § Special Operations Management Plan (complete) § Facilities Update Plan (complete) Chairperson Marsh requested a motion to recommend the two plans to Town Council. Mr. Powell moved to approve and Mr. Hammelman seconded. All were in favor. Yes: 8 - Chairperson Marsh, Powell, Morton, Vice Chair Hammelman, Smith, Thayer, Beck, and Van Court Not Present: 1 - MacBrayne Police Department Report PS 2023-018 CRPD April Report Attachments: CRPD April Report · The commission members previously received the department’s April report via email. · POST Academy graduation - June 1 o Four new officers are graduating the five-month-long academy. o They will move into the Field Training Officer (FTO) program, which is approximately 16-weeks in length. § Cmdr. Gorman described the FTO program. · Courtroom remodel update o The remodel is now scheduled to be completed by early September 2023. · Questions/Comments for Commander Gorman: o Are there reasons fatal crashes appear to be increasing? Discussion on the recent fatal crashes including a motor vehicle/pedestrian incident. o Discussion on “crashes” versus “accidents.” New Business N/A Old Business N/A Commissioner Comments and Questions · Councilmember Cavey reviewed the 2023 Community Survey with the Commissioners. o Received kudos for both the Fire and Police departments. · Discussion on grant money for seatbelt awareness. Public Safety Commission Meeting Minutes - Final June 1, 2023 Adjourn Mr. Morton made a motion to adjourn the meeting; Chairperson Marsh seconded the motion. The meeting adjourned at 4:01 p.m. The next Public Safety Commission meeting is scheduled for: July 6, 2023 (3:00 p.m.) at the Fire Department.
