Call to Order and Attendance Chairperson Marsh called the meeting to order at 3:00 p.m. Present 9 - Chairperson Nate Marsh, Vice Chair Clark Hammelman, Andy Powell, Don MacBrayne, Richard Morton, Carl Smith, Steve Thayer, Debra Beck, and Laurie Van Court Attendance 4 - Norris Croom, Tim Gorman, Laura Cavey, and Becky Hernandez Approval of Meeting Minutes PS 2023-019 Public Safety Commission meeting minutes - June 1, 2023 Attachments: PSC 06-01-23 Minutes Mr. Morton moved to approve the June 1, 2023 minutes. Ms. Van Court seconded the motion; the motion carried. Yes: 9 - Chairperson Marsh, Vice Chair Hammelman, Powell, MacBrayne, Morton, Smith, Thayer, Beck, and Van Court Fire Department Report PS 2023-020 CRFD May Report Attachments: CRFD May Report · The commission members previously received the department’s May report via email. · Eight recruits start the West Metro Academy (five current vacancies; three approved positions in 2024). · Parachute’s Spring Creek Fire o CRFD deployed a brush truck and crew last week. They will most likely remain for a total of two weeks. A crew replacement request is expected. o Discussion on compensation. The Federal Government and/or Colorado State Forest Service are billed the hourly rates of the truck(s) and individual(s). · The department’s Standard of Cover and Strategic Plan were both approved by Council. o Annual Compliance Report (ACR) review is next week; no issues Public Safety Commission Meeting Minutes July 6, 2023 expected. · Recent trainings held at Perry Street/4th Street and the former Douglas County Library. o Performed search and rescue as well as breaching skills. · New ambulance billing company. o Revenue/billing may increase approximately one million dollars this year. o Since Jan-May, revenue collection increased $400,000. § The new company works diligently to recover costs. · Fire Pension Board member requested. o The board meets twice a year for 15 minutes. · Chief Croom offered a department overview to the PSC members, which was eagerly accepted. The presentation will be scheduled during the August meeting. · Questions and discussion regarding fireworks. Chief Croom or Commander Gorman provided the following: o The selling of illegal fireworks are not allowed within Town limits, and legal fireworks are only allowed to be used on July 4 between the hours of 8 am - 10 pm. o There were no injuries or fires within the Town of Castle Rock, with the exception of a few minor incidents. o Monitoring of weather was challenging due to lightning and shelter needs. o There were social media complaints regarding the drone show as well as the Town canceling the fireworks show. o What is the policy on lights and sirens in residential areas? Chief Croom stated staff members are respectful but do need to respect all laws. o Calls for service for PD included: § 180 fireworks calls for service over a six day period (June 30 - July 5). · Number of calls per district: o District 1 - 55 o District 2 - 62 o District 3 - 25 o District 4 - 38 · Parks o Two parks (Parrish and Wrangler) received minor damage to portapotties. Police Department Report PS 2023-021 CRPD May Report Attachments: CRPD May Report · The commission members previously received the department’s May report via email. Public Safety Commission Meeting Minutes July 6, 2023 · The PSC members were invited to National Night Out - Tuesday, Aug. 1 (5- 8 pm). o Philip S. Miller Park - Pavilions · Questions / Comments: o Has the department discovered any crime trends? Not recently, per Commander Gorman. Discussion on license plate reader notifications, which happen all day long (no specific time). o Mr. Hammelman discussed Active Bystander for Law Enforcement (ABLE) - Officer Moorhead is scheduled to be trained on the ABLE project for on-scene active situations and will also train other officers. ABLE instructs officers to look out for one another and be aware of personal crisis that might be going on and offer support (e.g., peer support). § Application process includes four letters of recommendation from the police chief, mayor, and two unaffiliated organizations within Town (e.g., rotary clubs). § Mr. Hammelman requested an ABLE presentation for the PSC members during a future meeting. § Regarding the jake brake signage on Lake Gulch Road, are these violations enforceable? Commander Gorman stated yes, they are enforceable. New Business · Volunteer Pension Fund member request. o Chairperson Marsh nominated Mr. Smith; Mr. Morton seconded the motion. All were in favor. · Mr. Morton shared his appreciation for both the Fire and Police departments for their work during the Independence Day activities. Old Business N/A Commissioner Comments and Questions · Mr. Smith discussed his recent trailer issue and wished to thank one of the traffic officers. Adjourn The meeting adjourned at 3:45 p.m. The next Public Safety Commission meeting is scheduled for August 3, 2023 at 3:00 p.m. at the Fire Department. Mr. Hammelman made a motion to adjourn the meeting; Ms. Van Court seconded the motion. All were in favor.
