Cedar Falls Planning and Zoning Commission Regular Meeting November 19, 2025 Cedar Falls, Iowa CORRECTED MINUTES The Cedar Falls Planning and Zoning Commission met in regular session on November 19, 2025, at 5:30 p.m. at City Hall. The following Commission members were present: Alberhasky, Grybovych, Hartley, Henderson and Moser. Johnson, Stalnaker and Watkins were absent. (Watkins was absent from the meeting due to a conflict of interest for both items on the agenda.) Karen Howard, Planning and Community Services Manager, and Michelle Pezley, Planner III, were also present. 1.) Chair Hartley noted the Minutes from the November 5, 2025 regular meeting are presented. Alberhasky made a motion to approve the Minutes as presented. Moser seconded the motion. The motion was approved unanimously with 5 ayes (Alberhasky, Grybovych, Hartley, Henderson and Moser), and 0 nays. 2.) The first item of business was an amendment to a Future Land Use Map for West Fork Crossing and a request to rezone property from A-1 to RP Planned Residential and C1 Commercial for West Fork Crossing. Chair Hartley introduced the item and Ms. Pezley provided background information. She explained that the Land Use Map Amendment is not based on a legal description but more showing what each area would be on the map, explaining each of the proposed amendments. She provided definitions of the different uses and how they would affect this area. Ms. Pezley then discussed the rezoning request, explaining the criteria that need to be met for that to be allowed. These include access to public services as well as to adequate street networks and the ability to meet the Comprehensive Plan requirements, noting that RP does require a Master Plan. She spoke about the use, street network and setbacks for the area. She explained that staff has asked the applicant to show the undeveloped area of the holdings of how it is approved and displayed a rendering to show this. Ms. Pezley spoke about the Master Plan with regard to the topography and environmental features, stormwater, parks and trails. She also discussed the phasing plan with regard to critical connections. Staff recommends gathering any comments from the Commission and public for continuation of this discussion at a public hearing on December 3, 2025. Henderson asked how it is mandated that the environmental report is done. Ms. Pezley confirmed that it is part of the approval process checklist. Henderson asked what happens if the developer gets to the 4th phase and decides to stop developing. Ms. Howard explained that it would be handled at that time as it is the developer’s land. Henderson also asked if there is a timeline of when the phases will be developed. Kevin Fittro, Panther Builders, explained that there isn’t a timeline as it adjusts with the changes in the market. He thanked the Commission for considering the item and putting it on the December 3 agenda. Thomas Damgaard, 3828 W. 27th Street, asked about the plans near his property, stating that it is a 100-year farm property and hopes that there would not be changes to affect their use of the land. He also asked who Money Pit LLC is. Fittro explained that it is Brent Dahlstrom and others. 1 Grybovych made a motion to approve setting a public hearing for the Future Land Use Map Amendment. Moser. seconded the motion. The motion was approved unanimously with 5 ayes (Alberhasky, Grybovych, Hartley, Henderson and Moser), and 0 nays. Grybovych made a motion to approve setting a public hearing for the rezoning request. Moser seconded the motion. The motion was approved unanimously with 5 ayes (Alberhasky, Grybovych, Hartley, Henderson and Moser), and 0 nays. 3.) As there were no further comments, Alberhasky made a motion to adjourn. Moser seconded the motion. The motion was approved unanimously with 5 ayes (Alberhasky, Grybovych, Hartley, Henderson and Moser), and 0 nays.
