MINUTES
The Cedar Falls Planning and Zoning Commission met in regular session on December 3, 2025, at
5:30 p.m. at City Hall. The following Commission members were present: Alberhasky, Grybovych,
Hartley, Henderson, Johnson, Moser, Stalnaker and Watkins (via Teams). Karen Howard, Planning
and Community Services Manager and Michelle Pezley, Planner III, were also present.
1.) Chair Hartley noted the Minutes from the November 13, 2025 regular meeting are presented.
Stalnaker made a motion to approve the Minutes with a correction to the vote on item 3.
Grybovych seconded the motion with correction. The motion was approved unanimously with
8 ayes (Alberhasky, Grybovych, Hartley, Henderson, Johnson, Moser, Stalnaker and Watkins),
and 0 nays.
2.) As Watkins had to abstain from the Old Business items (amendments to the Future Land Use
Map and Rezoning of Property), Chair Hartley made a motion to change the agenda order and
discuss New Business first (the Arbors Sixth Addition Final Plat). Moser made a motion to
approve the change and Alberhasky seconded the motion. The motion was approved
unanimously with 8 ayes (Alberhasky, Grybovych, Hartley, Henderson, Johnson, Moser,
Stalnaker and Watkins), and 0 nays.
3.) The Commission considered the Arbors Sixth Addition Final Plat at this time. Chair Hartley
introduced the item and Ms. Pezley provided background information. She explained where
the plat is located and discussed what items need to be in compliance with the preliminary
plat. None of the minor changes create any impacts or issues and are not considered
substantial, so the final plat is in substantial compliance with the preliminary plat. She noted
that all items are in compliance and that staff recommends approval with any comments or
direction from the Commission and with conformance with all city staff recommendations and
technical requirements.
Stalnaker made a motion to approve the item. Johnson seconded the motion. The motion was
approved unanimously with 8 ayes (Alberhasky, Grybovych, Hartley, Henderson, Johnson,
Moser, Stalnaker and Watkins), and 0 nays.
4.) The next item for consideration by the Commission was amendments to the Future Land Use
Map and a rezoning request for Wild Fork Crossing. These two items from the agenda will be
discussed together. Chair Hartley introduced the item and Ms. Pezley provided background
information. She explained that a portion of West Fork Crossing is already zoned R-1 and a
preliminary plat was also approved previously. The subject property is located south of the R-1
zoned area and was not included when the area to the north was platted because sewer was
not available for this southern area at that time. Public sewer was extended along W. 27th with
the development of the Cedar Falls High School, so is now available to serve this southern
area of West Fork Crossing. Ms. Pezley briefly reiterated the information presented at the last
meeting and the proposals being made. She provided definitions of the different uses and
provided an illustration of the changes to the Future Land Use Map that are necessary to
support the rezoning request and the staff analysis and recommendation for each change.
Ms. Pezley then discussed the rezoning request and spoke about the criteria, which includes
access to public services, adequate street network, meeting the Comprehensive Plan and

requirement of a Master Plan. She showed an illustration of the Master Plan and gave an
explanation of the proposed land uses in the plan. She then discussed the phasing plan and
the critical connections necessary to support the development.
Ms. Pezley noted that staff recommends approval of the Land Use Map amendments. Staff
also recommends approval of the rezoning subject to all City staff recommendations and
technical comments and a signed Developmental Procedures Agreement to be finalized at a
public hearing at City Council.
Stalnaker asked about the acres proposed for dedication as parkland on the master plan and
whether it complies with the new park dedication ordinance. Ms. Pezley stated that based on
the conceptual master plan layout and estimated number of lots, the acreage appears in
compliance with the ordinance, but more detailed information will be provided with the
preliminary plat and it will but will be verified at that time.
Kevin Fittro, developer, was present for any questions.
Ron McLaughlin, adjacent property owner, asked about a timeline for the development. Fittro
explained that it will start within a year and will ultimately take ten to fifteen years.
Alberhasky made a motion to approve the Land Use Map amendment. Moser seconded the
motion. The motion was approved unanimously with 7 ayes (Alberhasky, Grybovych, Hartley,
Henderson, Johnson, Moser and Stalnaker), 1 abstention (Watkins), and 0 nays.
Alberhasky made a motion to approve the rezoning request. Henderson seconded the motion.
The motion was approved unanimously with 7 ayes (Alberhasky, Grybovych, Hartley,
Henderson, Johnson, Moser and Stalnaker), 1 abstention (Watkins), and 0 nays.
5.) Chair Hartley asked if there were any Commission updates. Ms. Howard mentioned that
nominations for Chair and Vice Chair for 2026 will be discussed at the next meeting. As there
were no further comments, Alberhasky made a motion to adjourn. Johnson seconded the
motion. The motion was approved unanimously with 8 ayes (Alberhasky, Grybovych, Hartley,
Henderson, Johnson, Moser, Stalnaker and Watkins), and 0 nays.
The meeting adjourned at 6:00 p.m.
