CITY HALL CEDAR FALLS, IOWA, APRIL 1, 2024 SPECIAL MEETING, CITY COUNCIL MAYOR DANIEL LAUDICK PRESIDING The City Council of the City of Cedar Falls, Iowa, met in Special Session, pursuant to law, the rules of said Council and prior notice given each member thereof, at 5:15 P.M. on the above date. Members present: Schultz, Latta, Kruse, Hawbaker, Ganfield, Crisman, Dunn. Absent: none. 54691 - Mayor Laudick announced that in accordance with the public notice of March 14, 2024, this was the time and place for a public hearing on the proposed FY2025 property tax rate for the City of Cedar Falls. It was then moved by Kruse and seconded by Ganfield that the proof of publication of notice of hearing be received and placed on file. Motion carried unanimously. 54692 - The Mayor then asked if there were any written communications filed to the proposed FY2025 property tax rate. Upon being advised that there were no written communications on file, the Mayor then called for oral comments. Director of Finance & Business Operations Rodenbeck provided an update. There being no one else present wishing to speak about the proposed FY2025 property tax rate, the Mayor declared the hearing closed and passed to the next order of business. 54693 - Following questions and comments by Councilmembers Ganfield, Kruse, Dunn, Hawbaker, Crisman, Schultz, and Latta, and Mayor Laudick, and responses by Director of Finance & Business Operations Rodenbeck, Director of Community Development Sheetz , Director of Public Safety Berte, and City Administrator Gaines, it was moved by Ganfield and seconded by Kruse to give staff direction to create a budget proposal with the following five changes: increase of $50,000 in hotel/motel revenue in the General Fund budget; transfer $100,000 surplus from FY2024 to buydown property tax; remove the Aquatic Supervisor position from the budget; remove the Policy and Administration Specialist position from the budget; and reduce housing conversion to $50,000. Following comments by City Attorney Rogers, Rodenbeck, and Mayor Laudick, questions and comments by Councilmembers Kruse, Hawbaker, Dunn, Ganfield, Schultz, and Latta, and additional responses by Rodenbeck, Mayor Laudick, and Rogers, it was moved by Hawbaker to call the question. Motion carried unanimously. The original motion then failed 2-5, with Schultz, Latta, Hawbaker, Crisman, and Dunn voting Nay. 54694 It was moved by Kruse and seconded by Ganfield to increase by $50,000 the hotel/motel revenue in the General Fund budget. Motion failed 2-5, with Schultz, Latta, Hawbaker, Crisman, and Dunn voting Nay. 54695 It was moved by Ganfield and seconded by Kruse to transfer $100,000 surplus from FY2024 to buydown property tax. Following a question by Ganfield and response by Rodenbeck, the motion passed 4-3, with Hawbaker, Crisman and Dunn voting Nay.  -2- 54696 It was moved by Kruse and seconded by Ganfield to remove the Aquatic Supervisor position from the budget. Motion failed 3-4, with Schultz, Latta, Crisman, and Dunn voting Nay. 54697 It was moved by Schultz and seconded by Kruse to remove the Policy and Administration Specialist position from the budget. Motion failed 2-5, with Schultz, Latta, Hawbaker, Crisman, and Dunn voting Nay. 54698 It was moved by Ganfield and seconded by Kruse to reduce the housing conversion budget to $50,000. Motion carried 4-3, with Latta, Crisman and Dunn voting Nay. 54699- It was moved by Dunn and seconded by Kruse that the meeting be adjourned at 6:49 P.M.
