Planning and Zoning Commission REGULAR MEETING September 23, 2015, 7:00 PM 13133 E. ARAPAHOE ROAD MINUTES I. CALL TO ORDER The meeting was called to order at 7:00 p.m. II. ROLL CALL Those present were: Chair Suhaka Commissioner Bailey Commissioner Baird Commissioner Cohen Commissioner Halcromb Commissioner Hart Commissioner Sims Commissioner Sutherland Commissioner Urtz Also present were: Andrew Firestine, Community Development Director Marcus McAskin, Deputy City Attorney Derek Holcomb, Principal Planner Daniel Krzyzanowski, Principal Planner Jennifer Houlne, Planner II Alex Grimsman, Planning Technician Lisa Gajowski, Recording Secretary III. CONSENT AGENDA The Consent Agenda can be adopted by a simple motion. The Consent Agenda will be read aloud prior to a vote on the motion. Any Consent Agenda item may be removed from the Consent Agenda at the request of a Planning and Zoning Commissioner for individual consideration. a. Consideration of Resolutions (none) b. Consideration of Other Items (none) c. Approval of Minutes i. September 9, 2015, Planning and Zoning Commission Minutes Commissioner Sutherland moved approval of the CONSENT AGENDA. Commissioner Bailey seconded the motion. Minutes – Planning and Zoning Commission September 23, 2015 Page 2 With Commissioners Bailey, Baird, Cohen, Hart, Sims, Sutherland, and Chair Suhaka voting AYE, and none voting NAY the motion was approved by a vote of seven (7) AYE and none (0) NAY. IV. LAND USE APPLICATIONS/PUBLIC HEARINGS a. Village at Centennial AIA Variance Derek Holcomb, Principal Planner, presented John Griffis of Glenbrook Capital Partners LLC presented on behalf of the Applicant. Linda Purdy of Richmond American Homes presented. Leslie Lee of Norris Design presented on behalf of the Applicant. Jason Pock of Richmond American Homes presented. Chair Suhaka opened the public hearing. Tammy Maurer, representing CenCON, expressed concerns allowing additional residential areas within the Airport Influence Area. Chair Suhaka closed the public hearing. Commissioner Sutherland moved recommendation to City Council for conditional approval of case number LU-15-00203, Village at Centennial Airport Influence Area Variance, based on the finding that the application meets at least one criteria for approval set forth in Section 12-14-803(C) of the LDC, as outlined in the staff report dated September 16, 2015. Commissioner Sutherland further moved: That the City Council consider requiring or imposing the following condition on the approval of the variance: 1. That a specific note, substantially similar to the following, and approved by the Director and the City Attorney, be included on any future Plat and/or Site Plan approved for the subject property: “The property within this [Plat/Site Plan] was granted a variance from the requirements set out in Division 3-9 of the LDC, Airport Influence Area, in City Case NO. LU-15- 00203. As a condition of approval of the variance, the Applicant agreed to utilize certain construction measures to reduce the interior noise level of every residential dwelling unit in the proposed development to 45 DNL or less. The owner(s) and developer(s) of this [Plat/Site Plan] and their successors in interest and/or assigns hereby expressly agree to utilize the following construction measures in all residential units in the proposed development in order to reduce the interior noise level to 45 DNL or less:  2 inch by 6 inch exterior wall studs  R-19 bat insulation in all exterior stud cavities  7/16-inch or thicker exterior OSB with exterior finish on top of the OSP Minutes – Planning and Zoning Commission September 23, 2015 Page 3  Minimum R-38 insulation in all attic spaces  Minimum ½ inch thick gypsum board on all interior walls and ceilings.  Exterior windows, sliding glass doors and door glazing shall meet a minimum sound transmission class (STC) rating of 30 No certificates of occupancy shall be issued until the City has verified that the interior noise level of 45 DNL or less has been achieved.” Commissioner Bailey seconded the motion. With Commissioners Bailey, Baird, Cohen, Hart, Sims, Sutherland, and Chair Suhaka voting AYE, and none voting NAY the motion was approved by a vote of seven (7) AYE and none (0) NAY. THE MOTION passed V. UPDATES a. Comprehensive Plan Preview Briefing #1 Daniel Krzyzanowski, Principal Planner, presented. b. Andrew Firestine, Community Development Director provided an update and presented Commissioner Sutherland with a plaque commemorating his more than 10 years of service on the Planning and Zoning Commission. Mr. Firestine introduced Alex Grimsman, Planning Technician, to members of the Commission. VI. LONG RANGE AGENDA a. Long Range Agenda as of September 23, 2015 VII.
