MINUTES OF THE CENTENNIAL CITY COUNCIL Regular City Council Meeting 7:00 PM Monday, September 19, 2011 A Regular Meeting of the City Council was held on this date in the City Council Chambers at 13133 E. Arapahoe Road, Centennial, Colorado. A full and timely notice of this meeting had been posted and a quorum was present. 1. Call to Order Mayor Noon called the meeting to order at 7:12 PM. 2. PROCLAMATION NO. 2011-P-07 A PROCLAMATION OF THE MAYOR OF THE CITY OF CENTENNIAL, COLORADO PROCLAIMING THE MONTH OF OCTOBER, 2011 AS CONFLICT RESOLUTION MONTH Mayor Noon presented Proclamation 2011-P-07 to Senator Linda Newell and Rita Hyland. 5. Public Comment; 7:14 PM Dr. George Gatseos, 1537 E. Geddes Ave, addressed issues concerning Animal Control. 6. Scheduled Presentations a. The Government Finance Officers Association Distinguished Budget Presentation Award Presented by the Colorado Government Finance Officers Association; 7:19 PM Elisha Thomas, Assistant City Manager, introduced Kathy Velzen who presented the award to the Budget Team. CONSENT AGENDA Mayor Noon requested item 8.d. be moved to the Discussion Agenda. Council Member Moon moved approval of CONSENT AGENDA. Council Member Bosier seconded the motion. With Mayor Noon, Council Member Dindinger, Council Member Gardner, Council Member Bosier, Council Member McClellan, Council Member Anderson, Council Member Miller, Council Member Weidmann, Council Member Moon voting AYE, and (None) voting NAY; Absent: 0. RESOLUTION NO. 2011-R-77 A RESOLUTION OF THE CITY COUNCIL FOR THE CITY OF CENTENNIAL, COLORADO, APPROVING AN OPEN SPACE FUND GRANT FUNDING PARTICIPATION AGREEMENT BETWEEN THE CITY AND SOUTH SUBURBAN PARK AND RECREATION DISTRICT FOR CERTAIN PROJECTS AND AUTHORIZING THE USE OF OPEN SPACE FUNDS b. Other Matters as May Come Before Council; 7:35 PM Council Member McClellan, asked to have further discussion about the concerns regarding wildlife removal by Animal Control that Dr. Gatseos discussed during Public Comment. Consensus was to look into this issue further. 15. Reports a. City Manager; 7:38 PM Dave Zelenok, Interim City Manager, made a brief report. Mike Connor, Deputy Director of Public Works, made a brief report. Craig Faessler, Program Manager, Public Works, reported on Centennial signs. b. The Centennial City Council Meetings are audio streamed live on the City’s Web site. PROCLAMATION NO. 2011-P-07 A PROCLAMATION OF THE MAYOR OF THE CITY OF CENTENNIAL, COLORADO PROCLAIMING THE MONTH OF OCTOBER, 2011 AS CONFLICT RESOLUTION MONTH 5. Public Comment The Public Comment section offers an opportunity for any citizen to express opinions or ask questions regarding City services, policies or other matters of community concern, and any agenda items that are not a part of a scheduled public hearing. Citizens will have three minutes for comments if they are speaking as an individual, or five minutes if speaking on behalf of a group or organization. These time limits were established to provide efficiency in the conduct of the meeting and to allow equal opportunity for everyone wishing to speak. An immediate response should not be expected, as issues are typically referred to City staff for follow-up or research and are then reported back to Council and the individual who initiated the comment or inquiry. Written materials for presentation to Council may be submitted to the City Clerk as the speaker approaches the podium. The City's computer presentation equipment is not available for public use; however, the public may use the document camera for visual presentation of materials, if desired.
