MINUTES OF THE CENTENNIAL CITY COUNCIL Regular City Council Meeting 7:00 PM Tuesday, February 16, 2021 A Regular Meeting of the City Council was held on this date virtually in Centennial, Colorado. A full and timely notice of this meeting had been posted and a quorum was present. 1 Call to Order Mayor Piko called the meeting to order at 7:15 PM. 2 Roll Call Those present were: Mayor Piko Council Member Moon Council Member Sweetland Council Member Maurer Council Member Sutherland Council Member Holt Council Member Alston Council Member Turley Council Member Sheehan Those absent were: None Also present were: Matt Sturgeon, City Manager Chris Price, Senior Assistant Attorney Elisha Thompson, Deputy City Manager Eric Eddy, Assistant City Manager Ryan Thompson, Neighborhood Services Manager Allison Wittern, Director of Communications Melanie Ward, Senior Management Analyst Michael Gradis, Senior Planner Barbara Setterlind, City Clerk Christina Cooney, Deputy City Clerk 3 Pledge of Allegiance Mayor Piko Led the Pledge of Allegiance. 4 Public Comment (None) 5 Scheduled Presentations (None) Minutes – Regular City Council Meeting 2/16/2021 7:00:00 PM Page 2 6 Consideration of Communications, Proclamations and Appointments a PROCLAMATION NO. 2021-P-02 A PROCLAMATION OF THE MAYOR OF THE CITY OF CENTENNIAL, COLORADO RECOGNIZING THE CITY OF CENTENNIAL’S 20TH ANNIVERSARY Mayor Piko read Proclamation No. 2021-P-02 into the record. CONSENT AGENDA Council Member Sutherland moved to Approve CONSENT AGENDA. Council Member Turley seconded the motion. With Mayor Piko, Council Member Moon, Council Member Turley, Council Member Alston, Council Member Maurer, Council Member Sutherland, Council Member Sheehan, Council Member Sweetland, Council Member Holt voting AYE, and (None) voting NAY; Absent: 0. ‘THE MOTION Passed. 7 Consideration of Ordinances on First Reading (None) 8 Consideration of Resolutions (None) 9 Consideration of Other Items a Minutes i Study Session February 1, 2021 ii Regular Meeting February 1, 2021 DISCUSSION AGENDA 10 Consideration of Land Use Cases (None) 11 Consideration of Ordinances (None) 12 Consideration of Resolutions (None) 13 Consideration of Other Items a Traffic Box Art Wrap Pilot; 7:23 PM Melanie Ward, Senior Management Analyst, presented. Consensus was to move forward with the program. b Nominations/Vote 2021 Mayor Pro Tem Nominations made for Mayor Pro Tem during the February 16th meeting were restated by Mayor Piko. Council Member Maurer and Council Member Turley accepted the nominations. No further nominations were made. A secret ballot vote was conducted. Council Member Turley Minutes – Regular City Council Meeting 2/16/2021 7:00:00 PM Page 3 received five (5) votes and Council Member Maurer received (4) votes. A Resolution formally electing Council Member Turley will be placed on the March 1st Consent Agenda. GENERAL BUSINESS 14 Other Matters as May Come Before Council; 8:06 PM Council Member Moon brought up underserved communities where individuals are not getting the COVID-19 vaccine, if we can look at our communities to make sure they have access. Council Member Maurer request Council consider allowing the City Manager to have more authority with authorizing and executing Intergovernmental Agreements in order to expedite projects. Consensus was to direct staff to come back at a future date to discuss. 15 Reports a City Manager; 8:20 PM Matt Sturgeon gave a report. b City Clerk (None) c Council Members; 8:30 PM Council Member Sheehan, Alston, Holt, Sutherland, Maurer, Sweetland, Turley, and Moon gave reports. 16 Mayor's Report and Comments; 9:08 PM Mayor Piko gave a report. 17 Executive Session (None) 18 Adjourn There being no further business to discuss, the Regular Meeting was adjourned at 9:16 PM. Citizens will have three minutes for comments if they are speaking as an individual, or five minutes if speaking on behalf of a group or organization. These time limits were established to provide efficiency in the conduct of the meeting and to allow equal opportunity for everyone wishing to speak. An immediate response should not be expected, as issues are typically referred to City staff for follow-up or research and are then reported back to Council and the individual who initiated the comment or inquiry.
