MINUTES OF THE CENTENNIAL CITY COUNCIL Regular City Council Meeting 7:00 PM Monday, June 7, 2021 A Regular Meeting of the City Council was held on this date in a hybrid meeting setting both virtually and at 7272 S. Eagle St., Centennial, Colorado. A full and timely notice of this meeting had been posted and a quorum was present. 1 Call to Order Mayor Piko called the meeting to order at 7:00 PM. 2 Roll Call Those present were: Mayor Piko Council Member Moon Council Member Turley Council Member Sweetland Council Member Maurer Council Member Sutherland Council Member Holt Council Member Alston Council Member Sheehan Those absent were: None Also present were: Matt Sturgeon, City Manager Robert Widner, City Attorney Maureen Juran, Deputy City Attorney Jill Hassman, Senior Assistant Attorney Elisha Thompson, Deputy City Manager Eric Eddy, Assistant City Manager Ryan Thompson, Neighborhood Services Manager Allison Wittern, Director of Communications Patrick Fleming, Senior Management Analyst Barbara Setterlind, City Clerk Christina Cooney, Deputy City Clerk 3 Pledge of Allegiance Mayor Piko led the Pledge of Allegiance. 4 Public Comment (None) Minutes – Regular City Council Meeting 6/7/2021 7:00:00 PM Page 2 5 Scheduled Presentations a Update from Emergency Services and Law Enforcement; 7:22 PM Sheriff Brown and Chief Thompson, Arapahoe County Sheriff Office, gave an update. Kristen Eckmann, South Metro Fire District, gave an update. 6 Executive Session a Executive Session Pursuant to C.R.S. §24-6-402(4)(b) to Receive Legal Advice Concerning the Regulation of Sexually Oriented Businesses. Council Member Moon left the dais momentarily. Council Member Turley moved to go into an Executive Session Pursuant to C.R.S. §24-6- 402(4)(b) to Receive Legal Advice Concerning the Regulation of Sexually Oriented Businesses. Council Member Maurer seconded the motion. With Mayor Piko, Council Member Turley, Council Member Alston, Council Member Holt, Council Member Maurer, Council Member Sheehan, Council Member Sutherland, Council Member Sweetland voting AYE, and (None) voting NAY; Absent: 1. THE MOTION Passed. 7 Consideration of Communications, Proclamations and Appointments a PROCLAMATION 2021-P-05 PTSD AWARENESS MONTH; 8:45 PM Mayor Piko read Proclamation 2021-P-05 into the record. CONSENT AGENDA Council Member Turley moved to Approve CONSENT AGENDA. Council Member Sutherland seconded the motion. With Mayor Piko, Council Member Turley, Council Member Alston, Council Member Holt, Council Member Maurer, Council Member Moon, Council Member Sheehan, Council Member Sutherland, Council Member Sweetland voting AYE, and (None) voting NAY; Absent: 0. THE MOTION Passed. 8 Consideration of Ordinances on First Reading a ORDINANCE NO. 2021-O-08 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO, AMENDING SECTIONS OF ARTICLE III OF CHAPTER 6 OF THE CENTENNIAL MUNICIPAL CODE REGARDING CONTRACTOR LICENSES AND ADDING SECTION 6-3-40 TO PROVIDE A PROCESS FOR SUSPENSION AND REVOCATION OF CONTRACTOR LICENSES b ORDINANCE NO. 2021-O-09 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO ESTABLISHING A Minutes – Regular City Council Meeting 6/7/2021 7:00:00 PM Page 3 TEMPORARY MORATORIUM ON THE ACCEPTANCE OR PROCESSING OF APPLICATIONS OR APPROVALS OR LICENSES, INCLUDING ISSUANCE OF BUILDING PERMITS AND BUSINESS LICENSES, FOR SEXUALLY ORIENTED BUSINESSES AND FOR BUSINESSES THAT SELL OR RENT ANY AMOUNT OF ADULT NOVELTY INSTRUMENTS, DEVICES, OR PARAPHERNALIA, AND DECLARING AN EMERGENCY 9 Consideration of Resolutions (None) 10 Consideration of Other Items a Minutes i Study Session May 17, 2021 ii Regular Meeting May 17, 2021 DISCUSSION AGENDA 11 Consideration of Land Use Cases (None) 12 Consideration of Ordinances (None) 13 Consideration of Resolutions; 8:49 PM a RESOLUTION NO. 2021-R-18 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO APPROVING THE INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF CENTENNIAL AND ARAPAHOE COUNTY REGARDING THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM AND THE HOME INVESTMENT PARTNERSHIPS PROGRAM FOR GRANT YEARS 2022 THROUGH 2024 Patrick Fleming, Senior Management Analyst, presented and Linda Haley, Arapahoe County, gave clarifying comments. Council Member Turley moved to Approve RESOLUTION NO. 2021-R-18 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO APPROVING THE INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF CENTENNIAL AND ARAPAHOE COUNTY REGARDING THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM AND THE HOME INVESTMENT PARTNERSHIPS PROGRAM FOR GRANT YEARS 2022 THROUGH 2024. Council Member Alston seconded the motion. With Mayor Piko, Council Member Turley, Council Member Alston, Council Member Holt, Council Member Maurer, Council Member Moon, Council Member Sheehan, Council Member Sutherland, Council Member Sweetland voting AYE, and (None) voting NAY; Absent: 0. THE MOTION Passed. 14 Consideration of Other Items (None) GENERAL BUSINESS Minutes – Regular City Council Meeting 6/7/2021 7:00:00 PM Page 4 15 Other Matters as May Come Before Council; 9:01 PM Council Member Turley discussed seeing American Flags throughout Sedona AZ and stated it would be nice to do that in Centennial. Mayor Piko stated this should be brought up in discussions regarding the 2021 Budget. Mayor Piko gave an update on the Board of County Commissioners discussion on homelessness. Council Member Moon requested coverage for CENCon meeting in June due to a conflict with the District 1 meeting. 16 Reports a City Manager; 9:07 PM Matt Sturgeon gave a report. Mr. Sturgeon stated that Council would be in-person, in Council Chambers beginning next week, June 14th with full public access. Council discussed the potential for future hybrid or virtual worksessions, Mayor Piko requested this discussion come back at a future meeting. Council Member Alston was excused from the rest of the meeting. b City Clerk (None) c Council Members; 9:22 PM Council Member Turley, Sweetland, Maurer, Sutherland, and Sheehan gave a report. 17 Mayor's Report and Comments; 9:39 PM Mayor Piko gave a report. 18 Adjourn There being no further business to discuss, the Regular Meeting was adjourned at 9:43 PM.
