MINUTES OF THE CENTENNIAL CITY COUNCIL Regular City Council Meeting 7:00 PM Monday, May 17, 2021 A Regular Meeting of the City Council was held on this date virtually in Centennial, Colorado. A full and timely notice of this meeting had been posted and a quorum was present. 1 Call to Order Mayor Piko called the meeting to order at 7:00 PM. 2 Roll Call Those present were: Mayor Piko Council Member Moon Council Member Turley Council Member Sweetland Council Member Maurer Council Member Sutherland Council Member Holt Council Member Alston Council Member Sheehan Those absent were: None Also present were: Matt Sturgeon, City Manager Robert Widner, City Attorney Elisha Thompson, Deputy City Manager Eric Eddy, Assistant City Manager Ryan Thompson, Neighborhood Services Manager Allison Wittern, Director of Communications Steve Greer, Community Development Director Doug Farmen, Director of Finance Jeff Cadiz, Revenue Manager Patrick Fleming, Senior Management Analyst Barbara Setterlind, City Clerk Christina Cooney, Deputy City Clerk 3 Pledge of Allegiance Mayor Piko led the Pledge of Allegiance. 4 Public Comment; 7:03 PM Minutes – Regular City Council Meeting 5/17/2021 7:00:00 PM Page 2 Bettygene Sorte, 2548 E Easter Ave., gave comments about Knolls Townhouse and the potential to partner with the city to build a wall. Kevin Hahn, 2588 E. Easter Ave., gave comments about Knolls Townhouse and the potential to partner with the city to build a wall. Jane Mata, 6958 S. Knolls Way, gave comments on the traffic and future developments near Knolls Townhome complex. 5 Scheduled Presentations (None) 6 Consideration of Communications, Proclamations and Appointments (None) CONSENT AGENDA Council Member Turley moved to Approve CONSENT AGENDA. Council Member Sheehan seconded the motion. Mayor Piko opened the Public Hearing, seeing no one wishing to speak, the Public Hearing was closed. Council Member Turley moved to Approve ORDINANCE 2021-O-06 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO, ADOPTING BY REFERENCE THE NATIONAL ELECTRICAL CODE, 2020 EDITION, AMENDING SECTION 18-11-10 OF THE CENTENNIAL MUNICIPAL CODE, AND ADDING SECTION 18-11-40 OF THE CENTENNIAL MUNICIPAL CODE REGARDING PENALTIES FOR VIOLATIONS OF THE SAME. Council Member Maurer seconded the motion. With Mayor Piko, Council Member Turley, Council Member Alston, Council Member Holt, Council Member Maurer, Council Member Moon, Council Member Sheehan, Council Member Sutherland, Council Member Sweetland voting AYE, and (None) voting NAY; Absent: 0. THE MOTION Passed. 12 Consideration of Resolutions a Public Hearings; 7:20 PM i RESOLUTION 2021-R-16 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO, AMENDING THE 2021 BUDGET AND APPROVING SUPPLEMENTAL APPROPRIATIONS FOR THE GENERAL, STREET, CAPITAL IMPROVEMENT, AND CONSERVATION TRUST FUNDS Doug Farmen, Director of Finance, and Jeff Cadiz, Revenue Manager, presented. Council Member Sutherland seconded the motion. With Mayor Piko, Council Member Turley, Council Member Alston, Council Member Holt, Council Member Maurer, Council Member Moon, Council Member Sheehan, Council Member Sutherland, Council Member Sweetland voting AYE, and (None) voting NAY; Absent: 0. Council Member Turley moved to Approve RESOLUTION 2021-R-17 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL COLORADO, APPROVING THE ALLOCATION OF CARES ACT COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS. Council Member Sweetland seconded the motion. With Mayor Piko, Council Member Turley, Council Member Alston, Council Member Holt, Council Member Maurer, Council Member Moon, Council Member Sheehan, Council Member Sutherland, Council Member Sweetland voting AYE, and (None) voting NAY; Absent: 0. THE MOTION Passed. 13 Consideration of Other Items (None) GENERAL BUSINESS 14 Other Matters as May Come Before Council; 7:47 PM Council Member Moon asked about the 2021 events that are family friendly. Allison Wittern, Director of Communications, discussed certain City events and District Community Socials. 15 Reports a City Manager; 7:49 PM Matt Sturgeon gave a report. b City Clerk; 8:00 PM Barb Setterlind gave a report. Council Member and the Mayor’s Reports and Comments were moved to the end of the May 17, 2021 Study Session. 16 Executive Session (None) 17 Adjourn There being no further business to discuss, the Regular Meeting was adjourned at 8:01 PM. These time limits were established to provide efficiency in the conduct of the meeting and to allow equal opportunity for everyone wishing to speak.
