MINUTES OF THE CENTENNIAL CITY COUNCIL Regular City Council Meeting 6:00 PM Tuesday, March 5, 2024 A Regular Meeting of the City Council was held on this date in the Council Chambers at 13133 E. Arapahoe Road, Centennial, Colorado. A full and timely notice of this meeting had been posted and a quorum was present. 1 Call to Order Mayor Piko called the meeting to order at 7:07 PM 2 Roll Call Those present were: Mayor Piko Council Member Tharp Council Member Carnes Council Member Sweetland Council Member Maurer Council Member Sutherland Council Member Holt Council Member Alston Council Member Sheehan Also present were: Matt Sturgeon, City Manager Elisha Thomas, Deputy City Manager Bob Widner, City Attorney Neil Marciniak, Economic Development Director Michael Gradis, Principal Planner Christina Lovelace, Interim City Clerk Allie Powell, Deputy City Clerk 3 Pledge of Allegiance Mayor Piko led the Pledge of Allegiance. 4 Scheduled Presentations a Swearing-in of Mayor Pro Tem Maurer; 7:08 PM Christina Lovelace, Interim City Clerk, swore Tammy Maurer as Mayor Pro Tem. b Update from Emergency Services and Law Enforcement; 7:10 PM Sheriff Brown, Arapahoe County Sheriff’s Office, gave an update. Bennett Rutledge, 4264 East Maplewood Way, provided comments on Council processes. Andrew Spalding, 1019 East Easter Way, expressed concerns regarding Accessory Dwelling Units. 6 Consideration of Communications, Proclamations and Appointments (None) CONSENT AGENDA Council Member Maurer moved to Approve CONSENT AGENDA excluding agenda item ORDINANCE NO. 2024-O-03, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO AMENDING CHAPTER 12 OF THE MUNICIPAL CODE (LAND DEVELOPMENT CODE) CONCERNING ACCESSORY DWELLING UNITS. Council Member Sutherland seconded the motion. With Mayor Piko, Council Member Alston, Council Member Carnes, Council Member Holt, Council Member Maurer, Council Member Sheehan, Council Member Sutherland, Council Member Sweetland, Council Member Tharp voting AYE, and (None) voting NAY; Absent: 0. Michael Gradis, Principal Planner, Tiffinay Clark, Land Development Engineering Manager for SEMSWA, and Cynthia Love, Floodplain Manager for SEMSWA, presented. Mayor Piko opened the Public Hearing, seeing no one wishing to speak the Public Hearing was closed. Council Member Maurer moved to Approve ORDINANCE NO. 2024-O-01, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO, AMENDING CHAPTER 12 OF THE MUNICIPAL CODE (LAND DEVELOPMENT CODE) CONCERNING FLOODPLAIN REGULATIONS AND ADOPTING BY REFERENCE THE FLOOD INSURANCE RATE MAP (FIRM) AND THE FLOOD INSURANCE STUDY (FIS) DATED APRIL 11, 2024. Council Member Sheehan seconded the motion. Neil Marciniak, Economic Development Director, presented. Consensus was to direct staff to continue with Reconstituting the Centennial Urban Redevelopment Authority. GENERAL BUSINESS 14 Other Matters as May Come Before Council; 8:59 PM. Council Member Alston requested that council direct staff to bring fourth a discussion and revisit previous council decisions on Inclusionary Zoning. Citizens will have three minutes for comments if they are speaking as an individual, or five minutes if speaking on behalf of a group or organization. These time limits were established to provide efficiency in the conduct of the meeting and to allow equal opportunity for everyone wishing to speak. An immediate response should not be expected, as issues are typically referred to City staff for follow-up or research and are then reported back to Council and the individual who initiated the comment or inquiry. Written materials for presentation to Council may be submitted to the City Clerk as the speaker approaches the podium. The City’s computer presentation equipment is not available for general public use, although applicants are permitted to display relevant illustrations and material useful in informing the Council and public of a project.
