MINUTES OF THE CENTENNIAL CITY COUNCIL Regular City Council Meeting 7:00 PM Tuesday, October 1, 2024 A Regular Meeting of the City Council was held on this date in the Council Chambers at 13133 E. Arapahoe Road, Centennial, Colorado. A full and timely notice of this meeting had been posted and a quorum was present. 1 Call to Order Mayor Pro Tem Maurer called the meeting to order at 7:01 PM. 2 Roll Call Those present were: Mayor Pro Tem Maurer Council Member Tharp Council Member Carnes Council Member Sweetland Councilmember Sutherland Council Member Holt Council Member Alston Council Member Sheehan Those absent were: Mayor Piko, Excused Also present were: Elisha Thomas, Deputy City Manager Robert Widner, City Attorney Eric Eddy, Assistant City Manager Jenna Campbell, Senior Planner Allie Powell, Deputy City Clerk Lisa Gajowski, Administrative Analyst 3 Pledge of Allegiance; 7:01 PM Mayor Pro Tem Maurer led the Pledge of Allegiance. 4 Public Comment; 7:02 PM Ryan Barlow, 5483 S Nucla Court, asked questions regarding the previous meeting’s Xcel Energy presentation. Kevin Biel, 7454 S Glencoe Way spoke. 5 Scheduled Presentations (None) Minutes – Regular City Council Meeting 10/1/2024 7:00:00 PM Page 2 6 Consideration of Communications, Proclamations and Appointments (None) CONSENT AGENDA Council Member Sutherland moved to Approve the CONSENT AGENDA as read into the record. Council Member Sheehan seconded the motion. With Mayor Pro Tem Maurer, Council Member Alston, Council Member Carnes, Council Member Holt, Council Member Sheehan, Council Member Sutherland, Council Member Sweetland, and Council Member Tharp voting AYE, and (None) voting NAY; Absent: 1. The MOTION Passed. 7 Consideration of Ordinances on First Reading (None) 8 Consideration of Resolutions (None) 9 Consideration of Other Items a Minutes i Study Session September 17, 2024 ii Regular Meeting September 17, 2024 DISCUSSION AGENDA 10 Consideration of Land Use Cases (None) 11 Consideration of Ordinances a ORDINANCE NO. 2024-O-14, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO AMENDING CHAPTER 12 OF THE MUNICIPAL CODE (LAND DEVELOPMENT CODE) CONCERNING THE ADOPTION OF NEIGHBORHOOD INFILL RESIDENTIAL ZONE DISTRICTS; 7:08 PM Jenna Campbell, Senior Planner presented. Mayor Pro Tem Maurer opened the public comment. Andrea Suhaka, 6468 S Ulster Cir, spoke in favor of the Ordinance. Ryan Barlow, 5438 S Nucla Court, raised questions about the proposed Ordinance. There being no one else present wishing to speak, Mayor Pro Tem Maurer closed the public hearing. Council Member Sutherland moved to Approve ORDINANCE NO. 2024-O-14, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO AMENDING CHAPTER 12 OF THE MUNICIPAL CODE (LAND DEVELOPMENT CODE) CONCERNING THE ADOPTION OF NEIGHBORHOOD INFILL RESIDENTIAL ZONE DISTRICTS. Council Member Alston seconded the motion. Minutes – Regular City Council Meeting 10/1/2024 7:00:00 PM Page 3 With Mayor Pro Tem Maurer, Council Member Alston, Council Member Carnes, Council Member Holt, Council Member Sheehan, Council Member Sutherland, Council Member Sweetland, and Council Member Tharp voting AYE, and (None) voting NAY; Absent: 1. The MOTION Passed. 12 Consideration of Resolutions (None) 13 Consideration of Other Items a Quarterly Review of Sponsorship/Donation Requests (Schneider) Eric Eddy, Assistant City Manager presented. Council Member Sweetland recused herself from consideration of the Littleton Public Schools Foundation request as she is a board member. Council Member Sutherland moved to approve the monetary sponsorship request from Littleton Public Schools Foundation for the 29th Annual Stride in the amount of $5,500 and manner requested. Council Member Alston seconded the motion. With Mayor Pro Tem Maurer, Council Member Alston, Council Member Carnes, Council Member Holt, Council Member Sheehan, Council Member Sutherland, and Council Member Tharp voting AYE, and (None) voting NAY; Absent: 2. The MOTION Passed. Council Member Sweetland rejoined the meeting. Council Member Sutherland moved to approve the monetary sponsorship request from The Star Center Foundation for the Low Sensory Trunk or Treat in the amount of $3,750 and manner requested. Council Member Carnes seconded the motion. With Mayor Pro Tem Maurer, Council Member Alston, Council Member Carnes, Council Member Holt, Council Member Sheehan, Council Member Sutherland, Council Member Sweetland, and Council Member Tharp voting AYE, and (None) voting NAY; Absent: 1. The MOTION Passed. GENERAL BUSINESS 14 Other Matters as May Come Before Council Mayor Pro Tem Maurer brought about an RTD ballot measure being discussed at the DRCOG special meeting on October 2, 2024 that she will be asked to vote on as the City Council Representative to the council. She asked for guidance and feedback from council regarding her vote. Mayor Pro Tem Maurer moved that she vote to support the RTD ballot measure at the DRCOG special meeting on October 2, 2024. With Mayor Pro Tem Maurer, Council Member Alston, Council Member Carnes, Council Member Sutherland, Council Member Sweetland, and Council Member Tharp voting AYE, and Council Member Holt and Council Member Sheehan voting NAY; Absent: 1. The MOTION Failed. Please remember to mute the volume on your laptop computers and to turn off all cell phones as they may cause interference with the microphones and audio streaming. 1 Call to Order 2 Roll Call 3 Pledge of Allegiance 4 Public Comment The Public Comment section offers an opportunity for any citizen to express opinions or ask questions regarding City services, policies or other matters of community concern, and any agenda items that are not a part of a scheduled public hearing. Citizens will have three minutes for comments if they are speaking as an individual, or five minutes if speaking on behalf of a group or organization. These time limits were established to provide efficiency in the conduct of the meeting and to allow equal opportunity for everyone wishing to speak. An immediate response should not be expected, as issues are typically referred to City staff for follow-up or research and are then reported back to Council and the individual who initiated the comment or inquiry. Written materials for presentation to Council may be submitted to the City Clerk as the speaker approaches the podium. The City’s computer presentation equipment is not available for general public use, although applicants are permitted to display relevant illustrations and material useful in informing the Council and public of a project.
