MINUTES OF THE CENTENNIAL CITY COUNCIL Regular City Council Meeting 7:00 PM Tuesday, October 15, 2024 A Regular Meeting of the City Council was held on this date in the Council Chambers at 13133 E. Arapahoe Road, Centennial, Colorado. A full and timely notice of this meeting had been posted and a quorum was present. 1 Call to Order Mayor Piko called the meeting to order at 7:17 PM. 2 Roll Call Those present were: Mayor Piko Council Member Tharp Council Member Carnes Council Member Sweetland Council Member Maurer Council Member Sutherland Council Member Holt Council Member Alston Council Member Sheehan Those absent were: None Also present were: Matthew Sturgeon, City Manager Elisha Thomas, Deputy City Manager Chris Price, Deputy City Attorney Melanie Ward, Development Foresight, and Infrastructure Readiness Manager David King, Planner II Christina Lovelace, City Clerk Allie Powell, Deputy City Clerk 3 Pledge of Allegiance Mayor Piko led the Pledge of Allegiance 4 Consideration of Communications, Proclamations and Appointments a Proclamation No. 2024-P-12 TPRD Life Saving Situation Team Recognition; 7:18 PM Minutes – Regular City Council Meeting 10/15/2024 7:00:00 PM Page 2 Mayor Piko presented Proclamation No. 2024-P-12 to Trails Park & Recreation District Staff members Ryan Bailey, Tim Velazquez, Travis Toler, Christina Neely, and Deputy Jeremy Kurzinger. 5 Public Comment; 7:24 PM Cloe Wells, Community Impact Manager for Community Medical Services on Arapahoe Rd, gave comments on the organization’s opioid treatment program. 6 Scheduled Presentations a 2025 Legislative Update; 7:31 PM Meghan MacKillop, a representative from Nexus Policy Group, presented. CONSENT AGENDA Council Member Maurer moved to Approve CONSENT AGENDA. Council Member Carnes seconded the motion. With Mayor Piko, Council Member Alston, Council Member Carnes, Council Member Holt, Council Member Maurer, Council Member Sheehan, Council Member Sutherland, Council Member Sweetland, Council Member Tharp voting AYE, and (None) voting NAY; Absent: 0. THE MOTION Passed. 7 Consideration of Ordinances on First Reading a ORDINANCE NO. 2024-O-15, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO, ADOPTING BY REFERENCE THE 2024 VERSION OF THE CITY OF CENTENNIAL ROADWAY DESIGN AND CONSTRUCTION STANDARDS MANUAL, AND AMENDING SECTIONS 11-8-10 AND 11-8-30, AND CHAPTER 12 OF THE CENTENNIAL MUNICIPAL CODE (LAND DEVELOPMENT CODE) b ORDINANCE NO. 2024-O-16, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO, REPEALING AND REPLACING ARTICLE 1 OF CHAPTER 8 OF THE CENTENNIAL MUNICIPAL CODE AND ADOPTING A NEW ARTICLE 1 OF CHAPTER 8 OF THE CENTENNIAL MUNICIPAL CODE ENTITLED MODEL TRAFFIC CODE CONCERNING THE ADOPTION OF THE 2024 EDITION OF THE MODEL TRAFFIC CODE AND ADOPTING PENALTIES FOR VIOLATIONS OF THE SAME 8 Consideration of Resolutions a RESOLUTION NO. 2024-R-43, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO, RATIFYING THE APPROVAL OF THE JORDAN ROAD INDUSTRIAL SITE PLAN, CASE NO. Minutes – Regular City Council Meeting 10/15/2024 7:00:00 PM Page 4 Council Member Maurer moved to enter into executive session pursuant to C.R.S. §24-6- 402(4)(b) and (e) to receive legal advice, devise negotiation strategy, and instruct negotiators concerning an incentive request from a proposed business and a second executive session pursuant to C.R.S. §24-6-402(4)(f) for a personnel matter, with the permission of the City Manager to discuss the process for conducting his performance review. With Mayor Piko, Council Member Alston, Council Member Carnes, Council Member Holt, Council Member Maurer, Council Member Sheehan, Council Member Sutherland, Council Member Sweetland, Council Member Tharp voting AYE, and (None) voting NAY; Absent: 0. THE MOTION Passed. 18 Adjourn There being no further business to discuss, the Regular Meeting was adjourned at 10:30 PM. Please remember to mute the volume on your laptop computers and to turn off all cell phones as they may cause interference with the microphones and audio streaming. 1 Call to Order 2 Roll Call 3 Pledge of Allegiance 4 Public Comment The Public Comment section offers an opportunity for any citizen to express opinions or ask questions regarding City services, policies or other matters of community concern, and any agenda items that are not a part of a scheduled public hearing. Citizens will have three minutes for comments if they are speaking as an individual, or five minutes if speaking on behalf of a group or organization. These time limits were established to provide efficiency in the conduct of the meeting and to allow equal opportunity for everyone wishing to speak. An immediate response should not be expected, as issues are typically referred to City staff for follow-up or research and are then reported back to Council and the individual who initiated the comment or inquiry. Written materials for presentation to Council may be submitted to the City Clerk as the speaker approaches the podium. The City’s computer presentation equipment is not available for general public use, although applicants are permitted to display relevant illustrations and material useful in informing the Council and public of a project.
