MINUTES OF THE CENTENNIAL CITY COUNCIL Regular City Council Meeting 7:00 PM Tuesday, December 10, 2024 A Regular Meeting of the City Council was held on this date in the Council Chambers at 13133 E. Arapahoe Road, Centennial, Colorado. A full and timely notice of this meeting had been posted and a quorum was present. 1 Call to Order Mayor Piko called the meeting to order at 7:01 PM. 2 Roll Call Those present were: Mayor Piko Council Member Tharp Council Member Carnes Council Member Sweetland Council Member Maurer Council Member Sutherland Council Member Holt Council Member Alston, Call-in Attendance Council Member Sheehan Those absent were: None Also present were Matthew Sturgeon, City Manager Elisha Thomas, Deputy City Manager Christopher Price, City Attorney Eric Eddy, Assistant City Manager Jeff Cadiz, Finance Director Brad McKinniss, Planner II Christina Lovelace, City Clerk Allie Powell, Deputy City Clerk 3 Pledge of Allegiance Mayor Piko led the Pledge of Allegiance. 4 Public Comment; 7:02 PM Rob Hanna from South Suburban Parks & Recreation gave comments regarding an award won by the organization and to express thanks to the City. John Bradly, 8769 E Easter Place, gave comments on traffic control near his residence. Mark Byron, 6910 E Freemont Ave, gave comments on Christmas Lights. 5 Scheduled Presentations; 7:15 PM a Update from Emergency Services and Law Enforcement Kristin Eckmann, Deputy Chief of Community Services for South Metro Fire Department, gave an update. Sheriff Tyler Brown and Chief Ken McKlem from the Arapahoe County Sheriff's Office gave an update. 6 Consideration of Communications, Proclamations and Appointments (None) CONSENT AGENDA Council Member Maurer moved to Approve CONSENT AGENDA. Council Member Sweetland seconded the motion. With Mayor Piko, Council Member Carnes, Council Member Holt, Council Member Maurer, Council Member Sheehan, Council Member Sutherland, Council Member Sweetland, Council Member Tharp voting AYE, and (None) voting NAY; Absent: 0. THE MOTION Passed. Due to remote attendance, Council Member Alston did not cast a vote. 7 Consideration of Ordinances on First Reading a ORDINANCE NO. 2024-O-17, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO, AMENDING MULTIPLE SECTIONS OF THE MUNICIPAL CODE, INCLUDING CHAPTER 12 (LAND DEVELOPMENT CODE), TO MEET ITS OBLIGATION TO PUBLISH LEGAL NOTICES, ORDINANCES, AND OTHER DOCUMENTS BY POSTING TO THE CITY’S OFFICIAL WEBSITE b ORDINANCE NO. 2024-O-20, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO, AMENDING SECTION 4-8- 20 OF THE MUNICIPAL CODE ENTITLED “SPECIAL FUNDS” AND THEREBY DELETING THE FIBER FUND 8 Consideration of Resolutions a RESOLUTION NO. 2024-R-58, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO, AUTHORIZING THE CITY MANAGER TO EXECUTE CERTAIN CONTRACTS AND AGREEMENTS ON BEHALF OF THE CITY FOR SERVICES AND GOODS DURING THE CALENDAR YEAR 2025 9 Consideration of Other Items Minutes – Regular City Council Meeting 12/10/2024 7:00:00 PM Page 3 a Minutes i Study Session November 19, 2024 ii Regular Meeting November 19, 2024 DISCUSSION AGENDA 10 Consideration of Land Use Cases (None) 11 Consideration of Ordinances; 7:33 PM a Public Hearings i ORDINANCE NO. 2024-O-18, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO AMENDING CHAPTER 12 OF THE MUNICIPAL CODE (LAND DEVELOPMENT CODE) CONCERNING THE SIGN CODE Brad McKinniss, Planner II, presented. Mayor Piko opened the public hearing and there being no one wishing to speak, the public hearing was closed. Council Member Maurer moved to Approve ORDINANCE NO. 2024-O-18, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO AMENDING CHAPTER 12 OF THE MUNICIPAL CODE (LAND DEVELOPMENT CODE) CONCERNING THE SIGN CODE. Council Member Sutherland seconded the motion. With Mayor Piko, Council Member Carnes, Council Member Holt, Council Member Maurer, Council Member Sheehan, Council Member Sutherland, Council Member Sweetland, Council Member Tharp voting AYE, and (None) voting NAY; Absent: 0. Due to remote attendance, Council Member Alston did not cast a vote. 12 Consideration of Resolutions; 7:49 PM a RESOLUTION NO. 2024-R-57, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO TO SET THE 2024 MILL LEVY FOR THE PURPOSE OF DEFRAYING THE COSTS OF GOVERNMENT FOR THE 2025 BUDGET YEAR Jeff Cadiz, Finance Director, presented. Council Member Maurer moved to Approve RESOLUTION NO. 2024-R-57, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO TO SET THE 2024 MILL LEVY FOR THE PURPOSE OF DEFRAYING THE COSTS OF GOVERNMENT FOR THE 2025 BUDGET YEAR. Council Member Sheehan seconded the motion. With Mayor Piko, Council Member Carnes, Council Member Holt, Council Member Maurer, Council Member Sheehan, Council Member Sutherland, Council Member Sweetland, Council Member Tharp voting AYE, and (None) voting NAY; Absent: 0. Consensus was for the two Council Members to serve on the interview panel and bring a recommendation back to council. Section 24-6-402(4)(e) to determine a position on matter that may be subject to negotiations and instruct negotiators concerning a contract for the provision of public works, engineering, facilities, fleet, code compliance, and landscape management and maintenance services. Council Member Maurer moved to enter into executive session pursuant to C.R.S. Council Member Sutherland seconded the motion. Please remember to mute the volume on your laptop computers and to turn off all cell phones as they may cause interference with the microphones and audio streaming. 1 Call to Order 2 Roll Call 3 Pledge of Allegiance 4 Public Comment The Public Comment section offers an opportunity for any citizen to express opinions or ask questions regarding City services, policies or other matters of community concern, and any agenda items that are not a part of a scheduled public hearing. Citizens will have three minutes for comments if they are speaking as an individual, or five minutes if speaking on behalf of a group or organization. These time limits were established to provide efficiency in the conduct of the meeting and to allow equal opportunity for everyone wishing to speak. An immediate response should not be expected, as issues are typically referred to City staff for follow-up or research and are then reported back to Council and the individual who initiated the comment or inquiry. Written materials for presentation to Council may be submitted to the City Clerk as the speaker approaches the podium. The City’s computer presentation equipment is not available for general public use, although applicants are permitted to display relevant illustrations and material useful in informing the Council and public of a project.
