MINUTES OF THE CENTENNIAL CITY COUNCIL Regular City Council Meeting 7:00 PM Tuesday, November 19, 2024 A Regular Meeting of the City Council was held on this date in the Council Chambers at 13133 E. Arapahoe Road, Centennial, Colorado. A full and timely notice of this meeting had been posted and a quorum was present. 1 Call to Order Mayor Piko called the meeting to order at 7:08 PM. 2 Roll Call Those present were: Mayor Piko Council Member Tharp Council Member Carnes Council Member Sweetland Council Member Maurer Council Member Sutherland Council Member Holt Council Member Sheehan Those absent were: Council Member Alston, Excused Also present were Matthew Sturgeon, City Manager Elisha Thomas, Deputy City Manager Christopher Price, City Attorney Jeff Cadiz, Finance Director Christina Lovelace, City Clerk Allie Powell, Deputy City Clerk 3 Pledge of Allegiance Mayor Piko led the Pledge of Allegiance. 4 Consideration of Communications, Proclamations and Appointments a Proclamation No. 2024-P-14 Recognition of the Piney Creek NSDAR 20th Anniversary; 7:08 PM Mayor Piko presented Proclamation No. 2024-P-14 Recognition of the Piney Creek NSDAR 20th Anniversary. 5 Public Comment; 7:13 PM Minutes – Regular City Council Meeting 11/19/2024 7:00:00 PM Page 2 Andrea Suhaka, 6864 S Ulster Circle, gave comments in opposition of required legal notices being published to the City’s website. 6 Scheduled Presentations (None) CONSENT AGENDA Council Member Maurer moved to Approve CONSENT AGENDA. Council Member Carnes seconded the motion. With Mayor Piko, Council Member Carnes, Council Member Holt, Council Member Maurer, Council Member Sheehan, Council Member Sutherland, Council Member Sweetland, Council Member Tharp voting AYE, and (None) voting NAY; Absent: 1. Council Member Maurer moved to Approve RESOLUTION NO. 2024-R-49, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO ADOPTING THE CITY OF CENTENNIAL 2025 PROPOSED BUDGET AND APPROPRIATING SUMS OF MONEY. Council Member Sweetland seconded the motion. With Mayor Piko, Council Member Carnes, Council Member Holt, Council Member Maurer, Council Member Sheehan, Council Member Sutherland, Council Member Sweetland, Council Member Tharp voting AYE, and (None) voting NAY; Absent: 1. THE MOTION Passed. 13 Consideration of Other Items; 7:30 PM Mayor Piko requested finalized recommendations for liaisons to Boards & Commissions. GENERAL BUSINESS 14 Other Matters as May Come Before Council; 7:33 PM Council Member Sutherland moved to accept Lou Gresh’s resignation from the position of Municipal Judge and thanked him for his years of service. Council Member Maurer Seconded. With Mayor Piko, Council Member Carnes, Council Member Holt, Council Member Maurer, Council Member Sheehan, Council Member Sutherland, Council Member Sweetland, Council Member Tharp voting AYE, and (None) voting NAY; Absent: 1. THE MOTION Passed. 15 Reports a City Manager; 7:36 PM Matt Sturgeon gave a brief report. b City Clerk (None) c Council Members Council Reports were moved to the Study Session of November 19, 2024. 16 Mayor's Report and Comments The Mayor’s Report was moved to the Study Session of November 19, 2024. 17 Executive Session; 7:42 PM a Executive Session Pursuant to C.R.S. §24-6-402(4)(b) and (e) to Receive Legal Advice, Devise Negotiation Strategy, and Instruct Negotiators Concerning the Acquisition of Streetlights Minutes – Regular City Council Meeting 11/19/2024 7:00:00 PM Page 4 b Executive Session Pursuant to C.R.S. §24-6-402(4)(b) and (e) to Receive Legal Advice, Devise Negotiation Strategy, and Instruct Negotiators Concerning an Incentive Request from a Proposed Business Council Member Maurer moved to enter into Executive Session Pursuant to C.R.S. §24-6- 402(4)(b) and (e) to Receive Legal Advice, Devise Negotiation Strategy, and Instruct Negotiators Concerning the Acquisition of Streetlights and a second Executive Session Pursuant to C.R.S. §24-6-402(4)(b) and (e) to Receive Legal Advice, Devise Negotiation Strategy, and Instruct Negotiators Concerning an Incentive Request from a Proposed Business. Council Member Sutherland seconded the motion. With Mayor Piko, Council Member Carnes, Council Member Holt, Council Member Maurer, Council Member Sheehan, Council Member Sutherland, Council Member Sweetland, Council Member Tharp voting AYE, and (None) voting NAY; Absent: 1. THE MOTION Passed. 18 Adjourn There being no further business to discuss, the Regular Meeting was adjourned at 8:23 PM. Please remember to mute the volume on your laptop computers and to turn off all cell phones as they may cause interference with the microphones and audio streaming. 1 Call to Order 2 Roll Call 3 Pledge of Allegiance 4 Consideration of Communications, Proclamations and Appointments a Proclamation No. 2024-P-14 Recognition of the Piney Creek NSDAR 20th Anniversary 5 Public Comment The Public Comment section offers an opportunity for any citizen to express opinions or ask questions regarding City services, policies or other matters of community concern, and any agenda items that are not a part of a scheduled public hearing. Citizens will have three minutes for comments if they are speaking as an individual, or five minutes if speaking on behalf of a group or organization. These time limits were established to provide efficiency in the conduct of the meeting and to allow equal opportunity for everyone wishing to speak. An immediate response should not be expected, as issues are typically referred to City staff for follow-up or research and are then reported back to Council and the individual who initiated the comment or inquiry. Written materials for presentation to Council may be submitted to the City Clerk as the speaker approaches the podium. The City’s computer presentation equipment is not available for general public use, although applicants are permitted to display relevant illustrations and material useful in informing the Council and public of a project.
