MINUTES OF THE CENTENNIAL CITY COUNCIL Regular City Council Meeting 6:00 PM Monday, April 13, 2020 A Regular Meeting of the City Council was held on this date virtually via Zoom in, Centennial, Colorado. A full and timely notice of this meeting had been posted and a quorum was present. 1 Call to Order Mayo Piko called the meeting to order at 6:00 PM. 2 Roll Call Those present were: Mayor Piko Council Member Moon Council Member Turley Council Member Sweetland Council Member Maurer Council Member Sutherland Council Member Holt Council Member Alston Council Member Sheehan Those absent were: None Also present were: Matthew Sturgeon, City Manager Elisha Thomas, Deputy City Manager Robert Widner, City Attorney Maureen Juran, Deputy City Attorney Eric Eddy, Director of Strategic Initiatives Jonah Schneider, Senior Management Analyst Jeff Dankenbring, Director of Public Works Steve Greer, Director of Community Development Doug Farmen, Director of Finance Jeff Cadiz, Revenue Manager Scott Blumenreich, Chief Innovations Officer Allison Wittern, Director of Communications Neil Marciniak, Director of Economic Development Barbara Setterlind, City Clerk Christina Cooney, Deputy City Clerk 3 Pledge of Allegiance Mayor Piko led the Pledge of Allegiance. Council Member Maurer seconded the motion. With Mayor Piko, Council Member Moon, Council Member Turley, Council Member Alston, Council Member Maurer, Council Member Sutherland, Council Member Sheehan, Council Member Sweetland, Council Member Holt voting AYE, and (None) voting NAY; Absent: 0. THE MOTION Passed. 7 Consideration of Ordinances on First Reading (None) 8 Consideration of Resolutions (None) 9 Consideration of Other Items a Minutes i Emergency Regular Meeting, March 31, 2020 ii Regular Meeting, April 6, 2020 DISCUSSION AGENDA 10 Consideration of Land Use Cases (None) 11 Consideration of Ordinances (None) 12 Consideration of Resolutions (None) 13 Consideration of Other Items (None) a 2020 Budget Discussion; 6:09 PM Matt Sturgeon, City Manager, presented. Neil Marciniak, Economic Development Director, and Doug Farmen, Director of Finance, gave clarifying comments. Eric Eddy, Assistant City Manager, gave an update on Community Development Block Grant (CDBG) Funding and requested $25,000 be allocated to Meals on Wheels immediately, and the City would be refunded when CDBG funds were available. Minutes – Regular City Council Meeting 4/13/2020 6:00:00 PM Page 3 Council Member Turley moved to immediately send Meals on Wheels $25,000 with the City to be refunded when CDBG funds are available later in the year. Council Member Moon seconded the motion. With Mayor Piko, Council Member Moon, Council Member Turley, Council Member Alston, Council Member Maurer, Council Member Sutherland, Council Member Sheehan, Council Member Sweetland, Council Member Holt voting AYE, and (None) voting NAY; Absent: 0. THE MOTION Passed. These time limits were established to provide efficiency in the conduct of the meeting and to allow equal opportunity for everyone wishing to speak. An immediate response should not be expected, as issues are typically referred to City staff for follow-up or research and are then reported back to Council and the individual who initiated the comment or inquiry.
