MINUTES OF THE CENTENNIAL CITY COUNCIL Regular City Council Meeting 6:30 PM Monday, June 1, 2020 A Regular Meeting of the City Council was held on this date virtually in, Centennial, Colorado. A full and timely notice of this meeting had been posted and a quorum was present. 1 Call to Order Mayo Piko called the meeting to order at 6:38 PM. 2 Roll Call Those present were: Mayor Piko Council Member Moon Council Member Sweetland Council Member Maurer Council Member Sutherland Council Member Holt Council Member Alston Council Member Sheehan Council Member Turley Those absent were: None Also present were: Matthew Sturgeon, City Manager Elisha Thomas, Deputy City Manager Bob Widner, City Attorney Chris Price, Assistant City Attorney Doug Farmen, Director of Finance Jenny Houlne, Principal Planner Allison Wittern, Director of Communications Neil Marciniak, Director of Economic Development Patrick Fleming, Management Analyst Eric Eddy, Director of Strategic Initiatives Barbara Setterlind, City Clerk Christina Cooney, Deputy City Clerk 3 Pledge of Allegiance Mayor Piko led the Pledge of Allegiance. Mayor Piko requested a moment of silence for George Floyd, our communities, and businesses. Council Member Alston addressed council on recent current events. Council Member Turley seconded the motion. With Mayor Piko, Council Member Moon, Council Member Turley, Council Member Alston, Council Member Maurer, Council Member Sutherland, Council Member Sheehan, Council Member Sweetland, Council Member Holt voting AYE, and (None) voting NAY; Absent: 0. Council Member Sutherland moved to Approve ORDINANCE NO. 2020-O-02, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO, REPEALING ARTICLE 1 OF CHAPTER 8 OF THE CENTENNIAL MUNICIPAL CODE AND ADOPTING A NEW ARTICLE 1 OF CHAPTER 8 OF THE CENTENNIAL MUNICIPAL CODE ENTITLED MODEL TRAFFIC CODE CONCERNING THE ADOPTION OF THE 2020 EDITION OF THE MODEL TRAFFIC CODE AND ADOPTING PENALTIES FOR VIOLATIONS OF THE SAME. Council Member Turley seconded the motion. Council Member Sutherland moved to Approve RESOLUTION NO. 2020-R-27, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO, AMENDING THE 2020 ANNUAL BUDGET AND APPROVING SUPPLEMENT APPROPRIATIONS FOR THE GENERAL FUND. Council Member Maurer seconded the motion. With Mayor Piko, Council Member Moon, Council Member Turley, Council Member Alston, Council Member Maurer, Council Member Sutherland, Council Member Sheehan, Council Member Sweetland, Council Member Holt voting AYE, and (None) voting NAY; Absent: 0. Council Member Turley seconded the motion. Council Member Sutherland moved to Approve RESOLUTION NO. 2020-R-29, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO AUTHORIZING THE CITY MANAGER TO CREATE PROGRAMS TO DISBURSE UP TO $5,000,000 TO ASSIST CITY BUSINESSES WITH COVID-19 RELATED COSTS. Council Member Moon seconded the motion. With Mayor Piko, Council Member Moon, Council Member Turley, Council Member Alston, Council Member Maurer, Council Member Sutherland, Council Member Sheehan, Council Member Sweetland, Council Member Holt voting AYE, and (None) voting NAY; Absent: 0. THE MOTION Passed. 13 Consideration of Other Items (None) GENERAL BUSINESS 14 Other Matters as May Come Before Council; 8:32 PM Council Member Turley moved to Cancel the June 8, 2020 Work Session. Council Member Moon seconded the motion. With Mayor Piko, Council Member Moon, Council Member Turley, Council Member Alston, Council Member Maurer, Council Member Sutherland, Council Member Sheehan, Council Member Sweetland, Council Member Holt voting AYE, and (None) voting NAY; Absent: 0. THE MOTION Passed. Mayor Piko requested that staff confirm the monies from the Cares Act funding can be allocated to the revolving loan fund. Mayor Piko addressed council’s desire to continue electronic meetings for the foreseeable future or until the Safer at Home Orders are lifted.
