MINUTES OF THE CENTENNIAL CITY COUNCIL Regular City Council Meeting 6:00 PM Monday, May 18, 2020 A Regular Meeting of the City Council was held on this date virtually in Centennial, Colorado. A full and timely notice of this meeting had been posted and a quorum was present. 1 Call to Order Mayo Piko called the meeting to order at 6:02 PM. 2 Roll Call Those present were: Mayor Piko Council Member Moon Council Member Sweetland Council Member Maurer Council Member Sutherland Council Member Holt Council Member Alston Council Member Sheehan Those absent were: Council Member Turley Also present were: Matthew Sturgeon, City Manager Elisha Thomas, Deputy City Manager Bob Widner, City Attorney Chris Price, Assistant City Attorney Doug Farmen, Director of Finance Alex Grimsman, Planner II Jenny Houlne, Principal Planner Allison Wittern, Director of Communications Neil Marciniak, Director of Economic Development Barbara Setterlind, City Clerk Christina Cooney, Deputy City Clerk 3 Pledge of Allegiance Mayor Piko led the Pledge of Allegiance. 4 Public Comment; 6:03 PM The City Clerk read into the record a statement sent by Steve Bocher, Centennial Resident, regarding safer-at-home orders and consistency for businesses. Minutes – Regular City Council Meeting 5/18/2020 6:00:00 PM Page 2 Jennifer Hulan, 2101 E Arapahoe Road, made comments on extending liquor premises. 5 Scheduled Presentations a Updates from Emergency Services and Law Enforcement; 6:12 PM Chief Rhodes, South Metro Fire Rescue, gave an update. Chief Thompson and Sheriff Brown, ACSO, gave an update. 6 Consideration of Communications, Proclamations and Appointments a PROCLAMATION NO. 2020-P-04 A PROCLAMATION OF THE MAYOR OF THE CITY OF CENTENNIAL, COLORADO PROCLAIMING MAY 15, 2020 AS COVID-19 REMEMBRANCE DAY IN THE CITY OF CENTENNIAL Mayor Piko read Proclamation No. 2020-P-04 into the record. CONSENT AGENDA Council Member Sutherland moved to Approve CONSENT AGENDA. Council Member Maurer seconded the motion. With Mayor Piko, Council Member Moon, Council Member Alston, Council Member Maurer, Council Member Sutherland, Council Member Sheehan, Council Member Sweetland, Council Member Holt voting AYE, and (None) voting NAY; Absent: 1. Council Member Sutherland moved to Approve RESOLUTION NO. 2020-R-24 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO, AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT FOR THE DESIGN OF THE CENTENNIAL CENTER PARK MASTER PLAN UP TO THE BUDGETED AMOUNT. Council Member Alston seconded the motion. With Mayor Piko, Council Member Moon, Council Member Alston, Council Member Maurer, Council Member Sutherland, Council Member Sheehan, Council Member Sweetland, Council Member Holt voting AYE, and (None) voting NAY; Absent: 1.THE MOTION Passed. b RESOLUTION NO. 2020-R-25 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO APPROVING AN INTERGOVERNMENTAL AGREEMENT WITH ARAPAHOE COUNTY REGARDING DISBURSEMENT OF CORONAVIRUS AID, RELIEF, AND ECONOMIC SECURITY ACT FUNDS AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT; 7:15 PM Matt Sturgeon, City Manager, gave a brief introduction and Doug Farmen, Director of Finance, and Chris Price, Assistant City Attorney, presented. Council Member Sutherland moved to Approve RESOLUTION NO. 2020-R-25 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO APPROVING AN INTERGOVERNMENTAL AGREEMENT WITH ARAPAHOE COUNTY REGARDING DISBURSEMENT OF CORONAVIRUS AID, RELIEF, AND ECONOMIC SECURITY ACT FUNDS AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT. Council Member Maurer seconded the motion. With Mayor Piko, Council Member Moon, Council Member Alston, Council Member Maurer, Council Member Sutherland, Council Member Sheehan, Council Member Sweetland, Council Member Holt voting AYE, and (None) voting NAY; Absent: 1.THE MOTION Passed. 13 Consideration of Other Items a Restaurant Reopening Assistance – Discussion; 7:57 PM Neil Marciniak, Economic Development Director, presented. Consensus was to move forward with developing a grant program and bringing back options to council. GENERAL BUSINESS 14 Other Matters as May Come Before Council Mayor Piko announced the Justice Coordinating Summit summary was provided to council.
