MINUTES OF THE
CENTENNIAL CITY COUNCIL
Special Meeting
6:00 PM Monday, June 14, 2011
A Special Meeting of the City Council Board of Ethics was held on this date in the City Council
Chambers at 13133 E. Arapahoe Road, Centennial, Colorado. A full and timely notice of this
meeting had been posted and a quorum was present.
1. Call to Order
Mayor Noon called the meeting to order at 6:06 PM.
2. Roll Call
Those present were: Chairman Noon
Board Member Dindinger
Board Member Gardner
Board Member McClellan
Board Member Anderson
Board Member Miller
Board Member Weidmann
Board Member Moon
Those absent were: None
Also present were: Jacque Wedding-Scott, City Manager
Bob Widner, City Attorney
Elisha Thomas, Assistant City Manager
Allison Wittern, Public Information and Special Events Manager
Don Wright, Support Services Manager
Brenda Madison, City Clerk
Barbara Setterlind, Deputy City Clerk
3. Board of Ethics Hearing Concerning Council Member Bosier
Council Member Sue Bosier and her attorney Jerry Weaver, were present.
Erin Smith and Michael Keane, Investigators for the City of Centennial Board of Ethics were
present.
Ms. Bosier and Mr. Weaver voluntarily left the hearing at 7:35 PM.

Board Member Weidmann moved to enter a finding by the Centennial Board of Ethics that Ms.
Bosier did, based on a preponderance of the evidence, take political signs as alleged in
Complaint No. 1 of the Verified Complaint and that such action violated Sections II(A)(4),
II(A)(5), IV(C) and VI(W) of the Centennial Code of Conduct/Code of Ethics. Board Member
Moon seconded the motion.
With Chairman Noon, Board Member Dindinger, Board Member Gardner, Board Member
McClellan, Board Member Anderson, Board Member Miller, Board Member Weidmann, Board
Member Moon voting AYE, and (None) voting NAY; Absent: 0. THE MOTION Passed.
Board Member Moon moved to enter a finding by the Centennial Board of Ethics that Ms. Bosier,
based on a preponderance of the evidence, misrepresented to law enforcement officials the
identity of the juvenile who assisted her in the removal of signs and that such action violated
Sections II(A)(4), II(A)(5), IV(C) and VI(W) of the Centennial Code of Conduct/Code of Ethics.
Board Member Anderson seconded the motion.
With Chairman Noon, Board Member Dindinger, Board Member Gardner, Board Member
Anderson, Board Member Miller, Board Member Weidmann, Board Member Moon voting AYE,
and Board Member McClellan voting NAY; Absent: 0. THE MOTION Passed.
Board Member Weidmann moved to write a Letter of Reprimand to Council Member Bosier for
Complaint No. 1, a Public Censure for Council Member Bosier for Complaint No. 2 and no
eligibility for Council Member Bosier to be Mayor Pro Tem in 2012. Board Member Gardner
seconded the motion.
With Chairman Noon, Board Member Dindinger, Board Member Gardner, Board Member
Anderson, Board Member Miller, Board Member Weidmann, Board Member Moon voting AYE,
and Board Member McClellan voting NAY; Absent: 0. THE MOTION Passed.
Direction was given to Bob Widner, City Attorney, to draft the Letter of Reprimand and Public
Censure documents for review by the Council and approval at the June 20, 2011 meeting.
4. Adjourn
There being no further matters to come before the Board of Ethics, the meeting adjourned at
12:10 AM.
