CENTENNIAL CITY COUNCIL
Special Meeting
6:00 PM Monday, December 13, 2021
A Special Meeting of the City Council was held on this date in the Council Chambers at 13133 E.
Arapahoe Road, Centennial, Colorado. A full and timely notice of this meeting had been posted
and a quorum was present.
1 Call to Order
Mayor Piko called the meeting to order at 7:00 PM.

Council Member Turley moved that Ordinance No. 2021-O-22 consideration of approval of the 8th
Amendment of The Streets at Southglenn Master Development Plan (Case No. PUD-21-00004)
be approved based on the City Council finding that the major amendment meets all applicable
criteria for approval set forth in section 2.3.A.3 of The Streets at Southglenn Master Development
Agreement as described in the Findings and Conclusions presented to the City Council Subject to
the Following Conditions in addition to those stated in Section 3 of Ordinance No. 2021-O-22:
1. The City and Northwood’s execution and recordation of the letter agreement in substantially
the form presented to City Council during the public hearing which commits Northwood to
the voluntary condition of: (a) submittal of an application for an ASP for the development
of all or a portion of the South Redevelopment Area within 18 months following the City’s
final, non-appealable approval of the 8th Amendment of the MDP, and (b) commencing
demolition of the existing former “Sears” department store building within nine months of
issuance of the first residential building permit; AND
2. The City and Alberta’s execution of an agreement approved by the City Attorney which
commits Alberta to the voluntary condition of: (a) analyzing within the City potential solution
to improve functioning of the left turn movement from northbound University Boulevard onto
Commons Drive and if it is determined that one or more measures should be undertaken
to address the issue, (b) fully finding and implementing the selected solution to the
satisfaction of the City as apart of the first ASP for development pursuant to the 8th
Amendment of the MDP.
Council Member Sheehan seconded the motion.
With Mayor Piko, Council Member Turley, Council Member Alston, Council Member Holt, Council
Member Maurer, Council Member Moon, Council Member Sheehan, Council Member
Sutherland, (8) voting AYE, and Council Member Sweetland (1) voting NAY; Absent: 0.
THE MOTION Passed.
ii ORDINANCE NO. 2021-O-23, AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF CENTENNIAL, COLORADO
APPROVING THE AMENDED AND RESTATED MASTER
DEVELOPEMNT AGREEMENT CONCERNING THE STREETS
AT SOUTHGLENN REDEVELOPMENT PROJECT AND
ESTABLISHING VESTED PROPERTY RIGHTS PURSUANT TO
ARTICLE 68 OF TITLE 24, C.R.S., AS AMENDED, AND SECTION
12-14-606 OF THE LAND DEVELOPMENT CODE.
Council Member Turley moved to approve Ordinance No. 2021-O-23 approving the amended
and restated Master Development Agreement concerning the Streets at Southglenn
Redevelopment Project and establishing vested property rights pursuant to Article 68 of Title 24,
C.R.S., as amended, and section 12-14-606 of the Land Development Code. Council Member
Sutherland seconded the motion.
