ARCHITECTURAL BOARD OF REVIEW
MAY 20, 2025
Meeting Called to Order 8:30 A.M.
Members Present: George Clemens, Mike Corkran, Erik Kaminski, Phil Koepf, Janna Lutz (Chuck
Fazio, Steve King, Wendy Naylor Absent)

APPROVAL OF MINUTES
Minutes Approval was tabled since there were not enough voting members who were present at the
meeting they were voting on.
1. Schmahl 514 North Street Exterior Alteration-Final
Matt Vujaklya (Renewal by Andersen) and Sharon Schmahl (Homeowner) presented this project.
Building and Zoning Inspector Dominic Cribari said that this was for replacement windows on the
rear of the house and a sliding glass door. Sharon said that she wanted to replace the windows with
the same width but does not want to have the grills. She said they distract from the backyard
scenery. Clemens said he thought smaller, narrower size windows would be better for support of
the windows. He said it is architecturally incongruous. Koepf said that they are changing the load
path and that he doesn’t have a problem with the design. Matt said that their project manager
checked the structural support of the windows. Clemens and Koepf said that it looks odd to them.
Koepf explained that the load path comes down the middle of the glass and that the mullions help
to hold the structure. They said to do a 1-3-1 ratio window with a larger middle and smaller side.
Summation-motion by Lutz, seconded by Kaminski for final approval of plans with the following
comments: Need their structural engineer to review and submit to our Building Department the 1-3-
1 ratio windows with no muntin’s. Roll Call: Corkran-yea, Kaminski-yea, Lutz-yea. Motion passed.
2. Huey 206 East Washington Exterior Alterations-Final
George Clemens and Stephanie Mahon (Architects) presented these plans. George said that they
have seen this project before and that they took the recommendations of the Board and shrunk the
window and stretched the single garage bay forward an inch to follow the rake to the main house.
The Board thought it looked good.
Summation-motion by Lutz, seconded by Corkran for final approval of plans with the alterations on
the drawings presented today. Roll Call: Kaminski-yea, Lutz-yea, Corkran-yea. Motion passed.
3. Marchetti 395 East Washington Exterior Alterations-Preliminary
Cribari read the Historical Significance Report and said that the house is more than 100 years old
and meets the standards of a “Historically Significant Property”. He said that the proposed changes
1-2 have no adverse effect on the design and historical significance of the house. The proposed
window material is not specified. The windows should meet the requirements of the Secretary of
Interior Standards. The proposed addition and removal are on the rear of the house and will not be
seen from the public right of way. Motion by Lutz, seconded by Corkran to receive the HSR report.
Roll Call: Kaminski-yea, Lutz-yea, Corkran-yea.
George Clemens (Architect) and Mike Marchetti (Homeowner) presented these plans. George said
that they are adding a mud room and laundry room on the first floor of the house. He said that they
want the second-floor master bedroom to work better for them and closet that is more usable. He
said that the ceiling is very low and that they want to pull the roof up. He said they are adding space
to the room using the original roof line and that they are adding an egress window. Kaminski thought
the project looked good.
Summation-motion by Lutz, seconded by Corkran for preliminary approval of plans as presented.

4. Schloss 290 Hickory Hill Solar Panels-Final
Justin Schafeld (Yellow Lite) presented these plans. He said that they are adding solar panels on the
southern elevation of the house. He said it is an 8-panel invertor system with a combiner box,
communications, solar meter, and AC disconnect.
Summation-motion by Lutz, seconded by Kaminski for final approval of plans installing solar panels
as presented. Corkran-yea, Lutz-yea, Kaminski-yea. Motion passed.
5. Blair 138 Elm Court Exterior Alterations-Preliminary
Dave Jansen (Architect) and Liz and Mitchell Blair (Homeowners) presented these plans. Dave said
that the existing house has a sunroom that was built on top of the deck. He said the homeowners
would like to remove that structure and add a master bedroom on the first floor. He said that they
want to remove the two structures and create two gable ends symmetrically on the house which
will help the shed dormer that sits on top. He said they want to add a covered porch with a flat roof
lining everything up. Corkran asked what would go under the first-floor addition. Dave said that the
addition will have a foundation underneath it, expanding the basement and adding a new deck and
screened porch. He said they are adding a bedroom and bumping out the family room also. Corkran
asked about the grade and Dave said they were keeping the grade, and they will be moving the
catch basin that is already on the property. Clemens and Koepf said he did a nice job on the design
of the addition. Clemens asked what the material for the siding was and Dave said they were using
an Azak vinyl shingle siding with a solid trim.

6. Holeski 20 Bellview Accessory Structure-Preliminary
Cribari read the Historical Significance Report and said that because the house is more than 100
years old the property meets the standards of a “Historically Significant Property”. The proposed
changes 1-2 have an adverse effect on the design and historical significance of the house. By
removing the historic materials from the site, it does not follow the “guidelines” for “preservation of
features”, “replacement of features”, and “compatibility”. The Outbuildings contribute to the
architectural and historic character of the community. “Retain historic outbuildings with special
attention to maintenance and repair.” Motion by Lutz, seconded by Kaminski to receive the HSR
report. Roll Call: Corkran-yea, Kaminski-yea, Lutz-yea.
Dave Jansen (Architect) and Justin Holeski (Homeowner) presented these plans. Dave said that
when Justin and Morgan first bought the house, they did a lot of interior renovations. Dave said that
the garage is in bad shape. He said that the terracotta blocks have washed away and that they’re
rotting along the base of the structure. He said that the neighbor added a French drain on his
property, and it is draining onto their property. He said that they are going to add a French drain to
capture the runoff. Dave said they want to build something that is in a better location, compatible
with the house and more functional. Building and Zoning Inspector Dominic Cribari said that they
need a side yard variance for the setback and height of the side wall. Clemens asked what they
were proposing to be for siding and Dave said that they were using composite tongue and groove
with composite trim material. Koepf said to push it up.
Meeting was opened to the public for the demolition of the existing garage. Ted McQuade said that
he would like to see the project go ahead. Frank Demes 26 Bellview said he has no objection to
what they are doing. Susan and Mark Keck 16 Bellview said that they are in favor of the demolition.
The meeting was closed to the public.
Summation- Clemens said that they should comment on the demolition of the barn/garage and it
sounds like it’s in bad disrepair. He said it does have some historic value and there is some loss to
the historic value by demolishing the historic garage, but he thinks once it’s passed the point of
disrepair it does make sense to demolish it. Motion by Lutz, seconded by Kaminski for preliminary
approval of plans as presented with the following suggestion to drop the doors to 7’ not 8’. The
Board also recommends the demolition of the garage. The Board also recommends granting the
variance for the 3’ side yard setback and height of the side wall structure. Roll Call: Corkran-yea,
Kaminski-yea, Lutz-yea. Motion passed.
7. Christie 180 Senlac Hills Exterior Alteration-Final
Paul Kerchenski (Architect) and Ryan Schmidt (Project Manager) presented these plans. Paul said
that they are adding a second-floor addition with two bedrooms above the garage. Clemens said he
doesn’t object to the front of the house but thinks the rear looks massive. He asked what the
second floor looked like. Paul said currently across the back up until the existing garage there is a
salt box that is a shed that comes down to full height across the second floor. Clemens said that it
was a shallow sloped roof in the rear with a steeper one in the front. Paul said that they will follow
that roof pitch to allow for a second floor until it hits the gable in the garage.
Summation-motion by Lutz, seconded by Kaminski for final approval of plans as presented with the
elimination of the pork chop eave detail. Roll Call: Corkran-yea, Lutz-yea, Kaminski-yea. Motion
passed.
8. Norkett 57 Church Street Exterior Alterations-Final
Fred Wolfe and Brandon Young (Architects) presented these plans. Fred said that there were three
things that they needed to address from the preliminary. He said they found a way to replicate and
create a rhythm along the side elevations without overpowering the back of the house. He said that
there was concern about the saltbox and they studied how that looked. He said they felt it was a
little heavy handed, so they tried to replicate a condition that was already there and brought it
forward to eliminate the freight training. Kaminski said that they dropped the rear facing gable and
Fred said that they shrunk the gable and matched the rear gable. Fred said that they matched the
eave details. He said that they reduced the width proportions of the windows to create a more
vertical window. Fred said that they also reduced the second-floor gable. He said in reducing the
second-floor gable they created this off-center condition on the first floor, so they prioritized the
interior views. The Board thought the final product looked great.

Linda Fox 65 Church Street said that she is a neighbor and was upset that she got no notification
about this significant project. Building and Zoning Inspector Dominic Cribari explained that they
notify neighbors if the project is greater than 50% and that this project was under that requirement.
Linda asked what the hours for work are and Dominic said it was Monday-Saturday 7-7, and no work
is allowed on the holidays.
