City of Chandler Parks and Recreation Board P O Box 425 Chandler TX 75758 The City of Chandler Parks and Recreation Board met for a special scheduled meeting on Wednesday, January 6, 2016 at the Chandler Community Center. Rick Ford, Special Events Coordinator called the meeting to order at 6:30 p.m. Members Present: Absent: Paul Drake Rick Ford Nancy Bertholf Ann Hall David Maronge Kim Fleming Libby Fulgham Kari Bersano Hootie Nix Andy Wood REGULAR SESSION: Motion # 1: Ann Hall made a motion to approve the CSA Coaching Rules with the following changes to Item 2. Kim Fleming seconded the motion. Motion carried unanimously. CSA Coaching Rules All coaches, assistant coaches and any adults on the field or in the dugout are required to have a background check prior to being permitted on the field. For ASA softball, the head coach and at least on assistant coach must be certified and registered through “ACE”. (Item 2) Motion # 2: Ann Hall made a motion to approve CSA League Rules-Baseball and CSA League Rules-Softball with the following changes. Kari Bersano seconded the motion. Motion carried unanimously. CSA League Rules-Baseball All TTAB t-ball teams shall follow the free substitution rule where teams will bat their entire roster and are allowed unlimited substitutions during regular season games except when playing at another league’s facility. When at another league’s facility, teams will follow local rules. The remaining TTAB boy’s baseball divisions may allow free substitution if both team’s coaches are in agreement before the start of the game. When using the free substitution rule, the last batted out may enter the game for an injured player (using the last batted out will insure the substitute will not come up in the lineup while on base) or the last player out will serve as the designated runner for the injured. A player lost to injury while following this rule will not be an automatic out in the batting order as long as nine players remain on the order. (Item 10) If the first game of the evening (also second game if three games are scheduled) ends up in a tie, the game will go into one extra inning. If the game is still a tie, then the game will be suspended and rescheduled at the first available date. If the last game of the evening ends in a tie after regular play, then the game will go into extra innings until the tie is broken. (Item 20, added) Motion # 3 Ann Hall made a motion to approve the Players Code of Conduct and Ethics with the following changes. Kim Fleming seconded the motion. Motion carried unanimously. Players Code of Conduct and Ethics Any player, parent, family member, umpire or coach that posts on social media any comments that are critical or derogatory of the CSA, CSA’s administrators, the City of Chandler, another player, parent, family member, umpire or coach of CSA, may be banned from participating or attending any further league activities. (Item 11, added) Motion # 4 Ann Hall made a motion to appoint Libby Fulgham as the Baseball/Softball Liaison. Kim Fleming seconded the motion. Motion carried unanimously. Rick Ford, Special Events Coordinator explained to the board that fees for out of town leagues playing on our fields would remain the same as last year and that a softball rep would be appointed at a later date. Discuss upcoming spring ball season with Frankston and Poyner League Boards, and act on any changes to league rules or other league decisions that need to be made. G.
