Present 5 - Chair John Weis, Edward Hoskins, Scott Levitan, Megan Patnaik, and Heather Washburn Absent 1 - Vice-Chair Susan Lyons Approval of Agenda Chair Weis requested to modify the agenda and create a Consent Agenda. The Consent Agenda included one item, a review of condominium plans for Weaver's Page 1 of 4 Community Design Commission Meeting Minutes June 27, 2023 Grove. Commission voted to modify the agenda, but did not vote to approve the modified agenda. Commission Levitan moved, and Commissioner Hoskins seconded, to modify the agenda and create a consent agenda for Weaver's Grove. This motion passed unanimously. Commissioner Hoskins moved to approve the amended agenda, Commissioner Washburn seconded. This motion was not voted on. Announcements Chair shared an announcement on the status of a Commission request directing the Chair to coordinate with Housing Advisory Board on affordable housing in the Blue Hill district. Chair read a letter at Council meeting on June 21, 2023 about the lack of affordable housing in the Blue Hill district. Council accepted this petition and referred it to staff. Petitions No petitions at the time of agenda release or at the time of the meeting. Approval of Minutes 1. May Minutes (June 1 Meeting Date) [23-0568] Commission is asked to receive and consider action on May minutes report. Commissioner Patnaik moved, Hoskins seconded, to approve the May (June 1st meeting date) minutes. The motion passed unanimously. Consent Agenda Commissioner Levitan moved, seconded by Hoskins, to approve the consent agenda. The motion passed unanimously. 4. Weaver's Grove [23-0571] Commission is asked to receive and consider action on final plans submission. Actions include approval, approval w/ condition or referral. This item was approved as a part of the consent agenda. New Business 2. 710 North Estes [23-0569] Final Plans Review Commission is asked to receive and consider action on final plans submission. Actions include approval, approval w/ condition or referral. Page 2 of 4 Community Design Commission Meeting Minutes June 27, 2023 Staff introduced the item for Commission review. The applicant presented multi-family elevations and the lighting plan. Commission members noted that the multi-family elevation drawings were not available for their review. Members asked questions about multi-family building material types, building elements, and potential pricing models. Members also asked about the lighting types and if they are aligned with what was approved in the permit. There was no public comment. Commissioners agreed that side elevations from North Estes Road are needed for their review, as well as more finalized documents for members to review. Commissioner Washburn expressed concern about not having adequate information for review. Commissioner Levitan moved, and Patnaik seconded, to approve final plans lighting plan and multi-family building elevations. The motion passed 4 to 1. Sancar Turkish Center [23-0570] Residential Commission is asked to receive and consider action on final plans submission. Actions include approval, approval w/ condition or referral. Staff introduced the item for Commission review. The applicant presented building elevations and a lighting plan. Commissioner members asked about the lighting temperature and if it could be reduced to 3000K. There was no public comment. Members commented on the appealing design elements, materials, and overall building layout as it relates to the surrounding neighborhood. Commissioner Hoskins moved, and Levitan seconded, to issue an approval with the condition that the lighting temperature be reduced to 3000K from 4000K. The motion carried unanimously. Should decorum fail to be restored, the Chair will recess the meeting until a genuine commitment to this public charge is observed.
