Secretary reads procedures into the record
Approval of Agenda
Chair Rees requested that the second agenda item be moved to first to accomodate
the presenter's need for extra preparation time. A motion was made by Webber,
seconded by McCullough, that the agenda be approved as amended.
Announcements
Bench and McCullough invited Ryan to the front of the dais for a thank you speech
and presented a gift for her time served. Chair Rees also thanked Ryan, and
presented her with a Planning Commission sash.
Petitions
Approval of Minutes
1. Planning Commission Action Minutes for November 19, 2019 [19-1006]
A motion was made by Ryan, seconded by Everhart, that the minutes be
approved. The motion carried by a unanimous vote.

3. Payment-in-Lieu Petition Discussion [19-1007]
A discussion was held regarding the payment-in-lieu petition that was drafted
by Chair Rees, Whitlow, and Everhart. Chair Rees shared that their efforts
may be duplicated, as an intern with the Town is currently working on a
similar project, and requested that the intern present their findings at the next
Planning Commission meeting.
2. FLUM Subcommittee Update [19-1008]
A presentation was made regarding the Future Land Use Map update. The
Planning Commission discussed the current draft, including when it will be
adopted, the scope of changes, and how existing plans will be incorporated.
Chair Rees requested that the item be brought back at the January 7, 2020
meeting for recommendations.

Next Meeting - January 7, 2020
McCullough moved to adjourn, then rescinded her motion to allow Vice-Chair
Rivers to address the upcoming Planning Commission Retreat. Chair Rees
shared that a basic agenda will be assembled and sent out to Commission
members. Bench also used this time to thank Councilmember Parker for being
the Council liaison to the Planning Commission, and congratulated him on his
reelection.
McCullough again made a motion to adjourn; no vote.
