Present 9 - Chair John Rees, Vice-Chair Louie Rivers, James Baxter,
Neal Bench, Michael Everhart, Melissa McCullough, Whit
Rummel, Elizabeth Webber, and Stephen Whitlow
Secretary reads procedures into the record
Approval of Agenda
Bench made a motion to approve the agenda. An amendment was made by
McCullough to swap the order of agenda items #3 and #4, seconded by Bench. The
motion carried by a unanimous vote.
Announcements
1. Updates from Advisory Board Champions [20-0118]
This time provides an opportunity for Advisory Board Champions
to relay updates from their latest meetings, as needed.
Chair Rees and McCullough both stated that they would share feedback from
their respective Advisory Boards on agenda items later in the evening. Bench
expressed his intent to nominate himself for the Community Design
Commission champion seat.

Approval of Minutes
2. Action Minutes from April 7, 2020 [20-0244]
A motion was made by McCullough, seconded by Rummel, that the minutes
be approved. The motion carried by a unanimous vote.
New Business
3. Weavers Grove Conditional Zoning and Land Use Plan [20-0232]
Amendment Application
A motion was made by McCullough, seconded by Whitlow, that Ordinance A
be recommended for approval, with a recommendation that the Town review
traffic calming measures for the connecting roads into Weavers Grove,
including Amesbury Dr and Sweeten Creek Rd. The motion carried by a
unanimous vote.
A motion was made by Rummel, seconded by Everhart, that Resolution A be
recommended for approval. The motion carried by the following vote:
Aye: 8 - Chair John Rees, Vice-Chair Louie Rivers, James Baxter,
Michael Everhart, Melissa McCullough, Whit Rummel,
Elizabeth Webber, and Stephen Whitlow
Nay: 1 - Neal Bench
4. Consider an Application for Conditional Zoning - Phi Gamma [20-0242]
Delta at 108 W Cameron Ave
A motion was made by McCullough, seconded by Bench, that the Resolution
of Consistency be recommended for approval. The motion carried by a
unanimous vote.
A motion was made by McCullough, seconded by Baxter, that the Conditional
Zoning be recommended for approval, with a condition that as a requirement
of approval the Town must determine whether or not sprinklers are required.
The motion carried by a unanimous vote.
5. Community Design Commission Champion Discussion [20-0243]
A motion was made by McCullough, seconded by Everhart, that this
discussion item be deferred to the next meeting. The motion carried by a
unanimous vote.
