Meeting Opening 1.1 Call to Order Chairperson Kirsten Chiaro called the Committee of the Whole meeting to order at 7:14 p.m. 1.2 Roll Call Present: Village Trustee Kristen Chiaro; Village Trustee Meredith Ferguson; Village Trustee John Fletcher; Village Trustee Carl Try; Village Trustee Tim Nice and Village President Dave Kimsey Absent: Village Trustee Brett Gerger Others Present: Village Manager Pat McCarthy; Village Attorney Lisa Petrilli; Police Chief Vern Foli; Emergency Management Director Trent Thompson; General Foremen Dustin Patterson; Chief Fiscal Officer Megan Cochran; Chief Budget Officer Kayla Piehl and Village Clerk Dan Holden 2. Consent Agenda 2.1 Approve Minutes of Previous Committee of the Whole 3-11-2025 A motion was made by Trustee Ferguson to bring the Consent Agenda to the table for discussion. This motion was seconded by Trustee Fletcher. By an affirmative voice vote of the members present, the motion passed, and the Consent Agenda was approved. 3. Old Business There was no Old Business discussed at this meeting 4. New Business 4.1 CMT Engineering Updates -This update was provided during Public Comment period of the Regular Village Board Meeting. 4.2 Village Manager Update and Draft April 2025 Supplemental Transfer Ordinance/FY 2026 Draft Budget Presentation Village Manager McCarthy and the rest of the management staff of the village presented an overview of the 2025 Supplemental Transfer Ordinance and the Fiscal Year 2026 Draft Budget. Please see both presentations as attachments on the Committee of the Whole Agenda for April 8, 2025. 4.3 Public Property & Recreation Committee Update There has not been a Public Property and Recreation Committee since the last Committee of the Whole meeting. 4.4 Public Comments Village Business There were no Public Comments regarding Village Business at this meeting. 5.
