Meeting Opening 1.1 Call to Order Chairperson Kirsten Chiaro called the Committee of the Whole meeting to order at 6:28 p.m. 1.2 Roll Call Present: Village Trustee Kristen Chiaro; Village Trustee Meredith Ferguson; Village Trustee John Fletcher; Village Trustee Tim Nice and Village Trustee Brett Gerger. Absent: Village Trustee Carl Try and Village President Dave Kimsey. Others Present: Village Manager Pat McCarthy; Village Attorney Lisa Petrilli; Police Chief Vern Foli; General Foremen Dustin Patterson; Chief Fiscal Officer Megan Cochran; Chief Budget Officer Kayla Piehl and Village Clerk Dan Holden 2. Consent Agenda 2.1 Approve Minutes of Previous Committee of the Whole 4-8-2025 A motion was made by Trustee Ferguson to bring the Consent Agenda to the table for discussion. This motion was seconded by Trustee Fletcher. By an affirmative voice vote of the members present, the motion passed, and the Consent Agenda was approved. 3. Old Business There was no Old Business discussed at this meeting 4. New Business 4.1 CMT Engineering Updates Jim Michael, the Village Consultant Engineer, provided the following updates: -Plummer Boulevard will be resurfaced this summer. Coordinating with IDOT to proceed with the project -the oil and chip program of the past will change. There have been lots of complaints in the past about the odor. More information will be presented at future meetings. -Bristol and Hastings in Manor Hill will be redone with the experimental paving. Should proceed soon. -Sidewalk repairs will begin soon. There will be a contract for labor. -Savannah and Walnut intersection will be repair soon. 4.2 Village Manager Update Village Manager McCarthy informed the Village Boad that with the upgrade with Springbrook Software Budget Billing for village utilities will end. The new update does not have the capacity/functionality to do budget billing. A letter will go out to participants informing them of the change and starting with the July 2025 billing cycle, the program will end. -the Customer Service Manual for the village will be updated and will be before the board at the next meeting. 4.3 Public Property & Recreation Committee update Dustin Patterson provided an update on work within the parks. -the concession stand at Community Park will be painted and the stucco will be repaired. -CCFL fields will have a fence around them soon. This is for safety and to stop people from driving on the fields. -There will be repairs to the bike trails this fall as allocated with the recently passed fiscal year 2026 budget. Adjournment 7.1 A motion was made by Trustee Fletcher to adjourn the Committee of the Whole Meeting. This motion was seconded by Trustee Ferguson.
