Meeting Opening 1.1 Call to Order Chairperson Kirsten Chiaro called the Committee of the Whole meeting to order at 6:10 p.m. 1.2 Roll Call Present: Village Trustee Kristen Chiaro; Village Trustee Meredith Ferguson; Village Trustee John Fletcher; Village Trustee Breet Gerger and Village President Dave Kimsey Absent: Village Trustee Carl Try and Village Trustee Tim Nice. Others Present: Village Manager Pat McCarthy; Village Attorney Lisa Petrilli; Police Chief Vern Foli; General Foremen Dustin Patterson; Village Emergency Manager Trent Thompson and Village Clerk Dan Holden 1.3 Public Comments on Agenda Topics There were no Public Comments on Agenda topics at this meeting. 2. Consent Agenda 2.1 Approve Minutes of Previous Committee of the Whole June 10, 2025 A motion was made by Trustee Ferguson to bring the Consent Agenda to the table for discussion. This motion was seconded by Trustee Fletcher. By an affirmative voice vote of the members present, the motion passed, and the Consent Agenda was approved. 3. Old Business There was no Old Business discussed at this meeting 4. New Business 4.1 CMT Engineering Updates Jim Michael, the Village Consultant Engineer, provided the following updates: -Plummer Boulevard will be resurfaced this summer. Coordinating with IDOT to proceed with the project Patching of Plummer will occur before the resurfacing. The plan is to have it all done before school starts on August 13. -Bristol and Hastings in Manor Hill will be redone with the experimental paving. Hope to have this done by August 1st. -Working with Dustin Patterson to develop a plan for the drainage area between the two CCFL football fields. -Bids will be accepted soon for Bike Path repairs and replacement. -Sidewalk repair within the village will occur soon. -Savannah and Walnut intersection is planned to be bid early fall with completion thereafter. 4.2 Village Manager Update Village Manager McCarthy informed the Village Board that there is an upgrade to the internet provider. This also coincides with a new phone system for the village. Police Chief Foli noted that the recent Chatham StrongFest was very successful. Thankful for City of Springfield for allowing the village to use their Command Center. Village Manager McCarthy also recognized the great work that Trent Thompson and Ryan Slightom did with IMEA regarding an Electric Reduction Shed Load program. Page 3 of 4 4.3 Public Property & Recreation Committee update Dustin Patterson noted that there has not been a Public Property meeting since the last Committee of the Whole. There is a meeting on Monday, July 14. Dustin did inform the Board that the crews are staying busy with a lot of park activities occurring and planned. 4.4 Public Comments Village Business There were no Public Comments regarding Village Business at this meeting. 5. Adjournment 7.1 A motion was made by Trustee Ferguson to adjourn the Committee of the Whole Meeting. This motion was seconded by Trustee Fletcher.
