Meeting Opening 1.1 Call to Order Chairperson Kirsten Chiaro called the Committee of the Whole meeting to order at 6:10 p.m. 1.2 Roll Call Present: Village Trustee Kristen Chiaro; Village Trustee Carl Try; Village Trustee Tim Nice; Village Trustee Meredith Ferguson and Village Trustee John Fletcher Absent: Village Trustee Brett Gerger and Village President Dave Kimsey Others Present: Village Manager Pat McCarthy; Village Attorney Lisa Petrilli; Village Emergency Manager Trent Thompson; General Foreman Dustin Patterson; Police Chief Vern Foli and Village Clerk Dan Holden 1.3 Public Comments on Agenda Topics There were no Public Comments on Agenda topics at this meeting. 2. Consent Agenda 2.1 Approve Minutes of Previous Committee of the Whole August 12, 2025 A motion was made by Trustee Nice to bring the Consent Agenda to the table for discussion. This motion was seconded by Trustee Try. By an affirmative voice vote of the members present, the motion passed, and the Consent Agenda was approved. 3. Old Business There was no Old Business discussed at this meeting 4. New Business 4.1 CMT Engineering Updates Jim Michael, the Village Consultant Engineer, was not present at the meeting and did not provide a report. 4.2 Village Manager Update -Village Manager McCarthy informed the Trustees that committee was formed to review the RFQ’s submitted for a Construction Manager for the building of the new Village Hall. The plan is to have a recommendation to the Trustees by the next Village Board meeting. -Police Chief Foli informed the Board that the Bicycle Rodeo will be on Wednesday, September 17, 2025 at the Public Library Parking Lot. -Police Chief Foli also informed the Board that Officer Benedict submitted his resignation on 9/8/25 so there will be a need to hire another officer. 4.3 Public Property & Recreation Committee update -Dustin Patterson noted that there was a brief Public Property and Recreation Committee meeting on Monday, September 8. He also noted that the Bike Trail in the northwest corner of Community Park has gotten new concrete, and the trail will be usable by the weekend. 4.4 Public Comments Village Business There were no Public Comments regarding Village Business at this meeting. 5. I have arrived at an estimate $2,033,829 for the total 2025 tax levy. In order for the Village to capture all eligible property tax dollars and new growth within the Village an increase of $219,651 or 12.11% over the previous year’s levy was computed. This would produce an estimated tax rate of .4431 per $100 of Assessed Equalized Valuation. This is the same rate as the 2024 rate. The final levy will be calculated by the county early next year and will be lower than the above estimate. In order to capture all new growth within the Village it is necessary to estimate the levy higher than what is anticipated to be received. A tax levy fact sheet is attached showing the Village’s assessed equalized valuation, tax rate and levy back to 2016. Included in the levy is the amount requested by the Chatham Police Pension Board for the Police Pension Contribution. The amount of this request was determined by an actuarial valuation completed by Lauterbach & Amen. Since the total estimated 2025 levy is more than 105% of the previous year’s extended levy, the estimated tax levy will be announced and truth in taxation procedures will be instituted and required at the December 9th Board Meeting. Truth in taxation procedures require a hearing to be held prior to the passage of the tax levy. The hearing will be held prior to the Board Meeting on December 9h. A hearing notice will be prepared and sent to the Clarion for publication on Wednesday, November 26, 2025. During the Board Meeting on December 9, 2025 the tax levy ordinance will be passed. A draft form of the Ordinance will be available before the next board meeting so that any questions can be answered prior to the December 9th meeting. Along with the passage of the tax levy on December 9, 2025, a resolution abating taxes for the 2014 Electric Alternative Revenue Refunding Bonds will also need to be passed.
