Meeting Opening 1.1 Call to Order Chairperson Kirsten Chiaro called the Committee of the Whole meeting to order at 6:15 p.m. 1.2 Roll Call Present: Village Trustee Kristen Chiaro; Village Trustee Carl Try; Village Trustee Tim Nice; Village Trustee Meredith Ferguson; Village Trustee Brett Gerger; Village Trustee John Fletcher and Village President Dave Kimsey. Absent: No one. Others Present: Village Manager Pat McCarthy; Village Attorney Andrew Jarmer; Village Emergency Manager Trent Thompson; General Foreman Dustin Patterson; Chief Fiscal Officer Megan Cochran; Police Chief Vern Foli and Village Clerk Dan Holden 1.3 Public Comments on Agenda Topics There were no Public Comments on Agenda topics at this meeting. 2. Consent Agenda 2.1 Approve Minutes of Previous Committee of the Whole September 9, 2025 A motion was made by Trustee Ferguson to bring the Consent Agenda to the table for discussion. This motion was seconded by Trustee Fletcher. By an affirmative voice vote of the members present, the motion passed, and the Consent Agenda was approved. 3. Old Business There was no Old Business discussed at this meeting 4. New Business 4.1 Village of Chatham New Municipal Complex Update -Village Manager McCarthy provided an overview of the plans for the New Municipal Complex. (Please see the meeting agenda for the Power Point presentation.) 4.2 Report from the Police Pension Actuary. -Anthony Gedvilas, with Lauterback & Amen, presented the Chatham Police Pension Fund Reporting Actuarial Report. 4.3 CMT Engineering Updates Jim Michael, the Village Consultant Engineer provided the following updates: -Work will begin on the intersection of Savannah and Walnut. -Work will begin on Bristol and Hastings with the experimental paving. This will also include Abby Court. -Mr. Michael has been researching and formulating a plan to doing a village flushing of the water pipes. This was last done about 5 years ago. More information at future meetings. -Woodland Trail – working with the City of Springfield to formulate a plan for drainage and road issues. -Planning Commission meeting to discuss changes to zoning for Wellington Estates. That meeting will be on Thursday, October 16, 2026. 4.4 Village Manager Update Page 3 of 4 -Village Manager McCarthy presented the New Municipal Complex Update earlier in the meeting. 4.5 2025 Tax Levy memo and fact sheet -Chief Fiscal Officer Megan Cochran presented the 2025 Tax Levy Memo and Fact Sheet to the Board. (For a copy of the report, please see the meeting agenda.) 4.6 Public Property & Recreation Committee update There was no Public Property & Recreation Committee meeting since the last Committee of the Whole. 4.7 Public Comments Village Business There were no Public Comments regarding Village Business at this meeting. 5. Adjournment 7.1 A motion was made by Trustee Nice to adjourn the Committee of the Whole Meeting. This motion was seconded by Trustee Try.
