Adjournment.  Emergency Purchases Date Dept Description Supplier Explanation Due to reduced staffing during this declared period of emergency, there is a risk of not having a new contract approved for land application of biosolids before the current contract expiration date. Denali Water Solutions is the current contract holder for land application of biosolids from the Moccasin Bend Wastewater Treatment Plant and has agreed to a 6-month contract at current prices until October 12, 2020. This contract is critical to plant compliance with TDEC and EPA regulations. This extension will allow completion of the bid process when this 3/23/20 Waste Resources Extend Biosolids Denali Water Solutions period of emergency ends. Additional $1.5 million. Liquid sodium hypochlorite is added to treated wastewater to kill disease-causing microorganisms, allowing us to meet our NPDES permit and discharge clean water to the river. A new contract was approved by Council for Olin Chlor Alkali Products in January but the terms and conditions were not agreed upon until March 9. We need to pay invoices incurred by the department before the new contract was in place. This is crucial to Moccasin Bend WWTP operations. The total amount of the 3/23/20 Waste Resources Liquid Sodium Hypochlorite Olin Chlor Alkali Products invoices is $224,624.32. This is for electrical services that are outside the scope of our electricians or overflow of electrical work normally performed by city electricians. Blanket PO #553666, 553667, 553668 expire April 14 and need to be extended until August Tri-State Electrical Contractors, 31, 2020 for an estimated spend of $1,500,000. Specialized consultants who remotely monitor our pure oxygen plant (O2) operations at Moccasin Bend WWTP and let us know when they see issues that may shut down the plant. They also coordinate "plant thaws", routine annual maintenance shut downs and re-starts required to optimize O2 plant operation, along with other operational recommendations. The current contract just expired. The invitation to bid was sent out to 8 vendors as well as formally advertised. Bids were received from 3 vendors. Mohawk Cryo, LLC was the lowest bidder. The estimated annual expenditure for the contract is $85,000. Our laboratory at Moccasin Bend WWTP tests samples to ensure that we are in compliance with certain EPA requirements and standards. If these standards are not met, we can be heavily fined. We have been purchasing lab supplies from VWR International under a state contract. The current quotes for needed supplies of $11,214.47 will exceed the $25,000 threshold for Council approval.
