Minutes
Tuesday, April 28, 2026 at 5:30 pm
1. Call to Order
Minutes:
Members Present: Mayor Byrd, Jim Crawford, Tom Boan, Cherryl Melton, Jerry Tucker,
Amy Gavin and Robert Williams. Others Present: Brian Rogers, Patti Norris, Madison
Scott, Janet and John Carrigan, Ben and Pam Yohe.
2. Approval of Minutes of February 2026 Town of Cheraw Council Briefing.
Minutes:
Councilman Boan made a motion to approve February minutes. Councilman Tucker
seconded the motion and the motion passed unanimously.
3. Presentation from Destination by Design about Town Rebranding.
Minutes:
Destination by Design presented the final branding images for the Town of Cheraw.
4. Presentation from Janet Carrigan to discuss a possible grocery cooperative.
Minutes:
Janet Carrigan did a short presentation about creating a grocery cooperative similar to
the one in Hillsborough, NC. She presented several pictures of the inside of the store
and gave a synopsis of what they sold. This store is partnership between shareholders
and employees. The store opened in 1987 in an existing multiuse building and has been
a huge success. Councilmembers were able to ask questions, and Mrs. Carrigan
provided the contact information for the main contact at Weaver St. Market who said
he would be glad to answer any questions.
5. Monthly Update from Town Manager
a. Capital Projects Update
Minutes:
Brian states that the Theatre on the Green is moving along nicely. They should
be finished with the project in the fall, a few weeks prior to the Jazz Festival.
The upgrades included subflooring, windows and ADA access on the side. The
bidding for the playground at Arrowhead Park should be concluded by mid to
late summer. Market Hall bids should be submitted by May 27th. Brian will
meet with Garver in two weeks to discuss more funding. Walk through at
Caston Park will be on Thursday at 10am.
b. Property Appraisal-New Fire Station
Minutes:
Brain states that the owners of the .478 acre lot adjacent to the property of the
new fire station reached out and offered to sell that parcel of land for
$70,000.00. We had the property appraised and the value was $57,000.00.
c. Vacant Properties
Minutes:
Brian states that the Housing Authority is requesting that we donate vacant
properties to them.
6. Executive Session
a. Request to Enter into Executive Session to Discuss Personnel Updates.
Minutes:
Councilwoman Melton made a motion to enter into executive session.
Councilman Boan seconded the motion and the motion passed unanimously.
Entered into executive session 6:15pm. Councilwoman Melton made a motion
to exit executive session. Councilman Boan seconded the motion and the
motion passed unanimously.
Exited executive session at 7:19pm.
7. Adjourn
Minutes:
Councilwoman Melton made a motion adjourn the meeting. Councilman Boan
seconded the motion and the motion passed unanimously.
